Sobel, Woolsey ABSENT: None. STAFF: Warren Salmons, Planning Director Pamela Tuft, Principal Planner APPROVAL OF MINUTES Minutes of February 11, 1986 meeting were approved as written. CORRESPONDENCE None. DIRECTOR'S REPORT A brief General Plan update was given. Sonoma Highlands EIR information will be continued. to the second meeting in April. COMMISSIONERS! REPORT A suggestion was made by Commissioner Head that a study session be set up to discuss flood mitigation measures. SONOMA HIGHLANDS, DAON CORPORATION, "D" STREET AND HAYES LANE, AP NO. 008 - 032 -42, 008 - 049 -09 and 10, 019 - 012 -15 and 16 (File 6.548). 1. Consideration of tentative map extension request. After Commission discussion and brief statements by Mr. Chuck Colton (DAON Corporation) and Mr. Dennis Milliken (501 Western Avenue) , the following motion was made. A motion was made by Commissioner Head and seconded by Commissioner Woolsey to deny the requested three month tentative map extension. 1 431 l _.J • 1 AYES: 14 (Head, Hilligoss, Sobel, Woolsey) NOES: 3 (Libarle, Serpilio, Read) PUBLIC HEARING II. KAISER FOUNDATION HEALTH PLAN, INC., 3900 Lakeville Hwy. (corner of Pineview Way in the Oakmead Northbay Industrial Park) , 25;000 sq.ft. medical office complex with associated site improvements, AP No.s 5- 090 -67, 5- 090 -68, 5- 090 -69 and -5- 090 -70 (File #1.491). 1. Consideration of EIQ. 2. Consideration of Use Permit. The public hearing was opened. 1 1 SPEAKERS: Mr. Richard Sherralt - Kaiser, 1138 Bolina Blvd., Alameda. John Adams - Kaiser (architect) - answered questions regarding parking ratios, etc. Jim Keegan - Keegan and Coppin Company - Oakmead-Northbay Industrial Park - explained landscaping setbacks in industrial park. I The public hearing was closed. A motion was made by Commissioner Head and seconded by Commissioner Sobel to' direct staff to prepare a negative declaration based on the findings in the staff report. AYES: 7 NOES: 0 EIQ : A) Because the site has long been disturbed by cultivation, the project does not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife species to drop below self- sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the. range of a rare or endangered plant or animal, or eliminate important examples of periods of California history or prehistory. B) The project, as conditionally approved, does not have the potential to achieve short term to the disadvantage of long term environmental goals. C) Because additional phased developments of the project have been taken into account, the project does not have impacts which are individually limited but cumulatively considerable. D) The project as conditionally approved does not have environmental effects which will cause substantial adverse effects on human beings either directly or adversely. 432 A motion was made by Commissioner Head and seconded by Commissioner Hilligoss to grant the use permit subject to the amended findings and conditions listed in the staff report. US PER M TT Findings 1. The proposed structure and use, subject to the conditions of approval conforms to the intent and requirements of the Zoning Ordinance, the General Plan and the EDP. 2. This project will not constitute a nuisance or be detrimental to the public welfare of the community due to the mitigation measures incorporated in the conditions of approval. Conditions 1. This project site and landscaping shall be subject to SPARC review and approval. SPARC shall give particular consideration to the landscaping and architecture as per recorded CC & R's as seen from Lakeville Highway, a major gateway to the City of Petaluma. The 50' Lakeville and 25'' Pineview landscape areas shall be exclusive landscape areas and be so designed and planted to block view of parked cars from streets. 2. The four lots of the proposed project site shall be merged, prior to issuance of a building permit. 3. Any future expansion of the medical office complex beyond the 25,000 square foot building proposed in the first phase, shall require amendment to the Use Permit. 4. This Use Permit may be recalled to the Planning Commission for review at any time due to complaints regarding traffic congestion, noise generation or other negative operating characteristics. At such time the Commission may repeal the Use Permit or add /modify conditions of approval. This project shall conform to the master landscape and irrigation plans and to the Conditions, Covenants -and Restrictions approved for the Oakmead /Northbay Industrial Park. 5. Frontage improvements on the three public streets bordering the site shall be to the approval of the City Engineer and City Staff. 6. Parking lot lighting shall be shown on plans and shall be subject to approval of City. 7. Posting of "left turn only" signs at Pineview driveway for traffic exiting site exrtirtg- tr�cff7c-- ret�nred and redesign of driveway intersection with street_ to further encourage left turn out only. 8. This property shall participate in any future benefit assessment district for Lakeville Highway corr improvements. 3 433 PLANNING MATTER r DISCUSSION: Request for Commission concurrence for initiation of rezoning 09- 721J,;Petaluma Blvd. N. (west side only) from C -H to C -C to bring into conformance with General Plan. I A motion was made by Commissioner Head and seconded by Commissioner Hilligoss to direct staff to proceed with initiation of rezoning of 609 -721 (west side only) of Petaluma Boulevard North.
