I. ZAM ENTERPRISES, SKY PARK ESTATES, EAST SIDE OF GARFIELD
DRIVE, VICINITY OF PARKLAND WAY AND WILLOW DRIVE, AP NO.
7- 51 -40.
1. Continued consideration of Tentative Map for 20 -lot, 4.85 acre
single- family dwelling subdivision.
The public hearing was opened.

Hilligoss to recommend to the City Council approval of the tentative ma
subject to the conditions listed in the staff report as amended. p '

Conditions:
1. Fire hydrants shall be located as required by the Fire Marshal.
2 . A ten -foot public utility easement shall be provided along both sides of
all street right -of -ways, and as recommended by PG &E.
3. The developer shall comply with all conditions of the City Engineer as
set forth in the attached letter.
4. Street frontage of Lot 16 shall be redesigned to blend with adjacent lot
layout of Springmeadow V subject to review and approval of Ci
Engineer.
5 . Applicant/ developer shall offer to transfer title of that property
remnant adjacent to Lot 19, Petaluma Gardens and outside the
right -of -way proposed for Willow Drive to the owner of Lot 19, prior
to final map approval.
6. Lot #16 shall have no more than 1'
adjoining lot in Springmeadow V. difference in elevation from the

7. Drainage plans and improvements shall be undertaken to accommodate

S. An Avigation Easement with buyers acknowledgment shall be executed
and recorded for each lot in the project.
9. A rear yard property wall shall be designed and constructed of
masonry materials, where adjacent to airport facilities to insure
compatibility -to the potential public use along the airport property,
subject to review and approval of the Parks and Recreation Director
and SPARC.
10. The project sponsor shall be required to pay low and moderate income
housing in -lieu fees of an amount to be determined according to the
schedule established by City Council Resolution No. 84 -199 N.C.S. , or
make alternative arrangements to meet the low and moderate income
00 housing provision requirements of the Housing Element subject to
approval of the City and prior to approval of the Final Map.
U 11. Laivns shall be provided in all front yards and street side yards of
corner lots. Plans depicting said lawn areas shall be approved by
SPARC prior to lawn installation. Additional trees shall be added to
achieve a minimum ratio of 2 trees per lot to the landscape plan as
required by SPARC to create a tree -lined and /or clustered streetscape
throughout the project, including along the remnant piece of land
adjacent to Lot 19, Petaluma Gardens as referenced in Condition No. 5.
12. Six foot (6 solid wood view - obscuring design, rear, side and street
Sid e corner fences shall be provided subject to .review and approval by
staff.
13. The landscape plan, unit architecture and model distribution are
subject to review by SPARC. All SPARC conditions of approval which
affect the tentative map shall also be incorporated in the tentative map
prior to final map submittal.
14. Any signs erected to advertise or direct persons to the project shall
meet the requirements of the City Sign Ordinance and obtain a sign
permit from the City.
15. Noise mitigation shall be incorporated in home construction per the EIR
(East of Ely) prepared for projects directly adjacent to the south, as
follows:
a. Roof eaves should extend a minimum of two feet from exterior
walls. This helps reduce direct noise impact on window surfaces
from overhead aircraft.
b. Bedroom windows should be kept to a minimum size.
C. Sliding glass doors should not be used in bedrooms.
d. I All exterior walls and the ceiling should be adequately insulated.
e. Soundtraps should be included on all ventilation ducts.
f. Double pane glass should be used on all windows.

II. UNITED PARCEL SERVICE /BLAKE DeLUCA, CYPRESS DRIVE IN
OAKMEAD- NORTHBAY INDUSTRIAL PARK, AP No's 005- 090 -58, 59, 60
and 61.
1. Consideration of EIQ .
2. Consideration of Use Permit to allow an 19,000 sq.ft. warehouse and
parcel distribution center in Light Industrial District (M -L Zone) .
The public hearing was opened.
SPEAKERS: David Bayer, Blake DeLuca - UPS representatives -
Answered Commissioner's questions.
The public hearing was closed.
A motion was made by Commissioner Hilligoss and seconded by Commissioner
Head to direct staff to prepare a mitigated negative declaration based on
the findings in the staff report.
AYES: 5 NOES: 0 ABSENT: 1 (Serpilio)
EIQ Findings:
A) Because the site has long been perturbed by cultivation and by the
placement of fill, the project does not have the potential to degrade
the quality of the environment, substantially reduce the habitat of a
fish or wildlife species, cause a fish or wildlife species to drop below
self- sustaining levels, threaten to eliminate a plant or animal
community, reduce the number or restrict the range of a rare or
endangered plant or animal, or eliminate important examples of periods
of California history or prehistory.
B) The project, as conditionally approved, does not have the potential to
achieve short term to the disadvantage of long term environmental
goals.
C) Because additional phased developments of the project have been
taken into account, the project does not have impacts which are
individually limited but cummulatively considerable.
D) The project as conditionally approved does not have environmental
effects which will cause substantial adverse effects on human beings
either directly or adversely.
A motion was made by Commissioner Woolsey and seconded by Commissioner
Hilligoss to grant a Use Permit for a 19,000 sq. ft. warehouse and parcel

distribution center including vehicle washing, minor vehicle maintenance and
repairs within the building, subject to the findings and conditions listed in
the staff report as amended.
AYES: 5 NOES: 0 ABSENT: 1 (Serpilio)
Findings For Use Permit:
1. The proposed structure and use, subject to the conditions of approval
conforms to the intent and requirements of the Zoning Ordinance, the
General Plan and the EDP.
2. This project will not constitute a nuisance or be detrimental to the
00 public welfare of the community due to . the mitigation measures

Conditions For Use Permit:

1. This project site and landscaping shall be subject to SPARC review
and
architecture SPARC shall particularly consider the landscaping and
itecture and its need to equal the quality of existing developments
within the Oakmead NorthBay Industrial Park.
2. The four lots of the proposed project site shall be merged, prior to
issuance of a building permit.
3. Any future expansion of the -1-7- 19,000 square foot building
proposed in the first phase, shall require amendment to the Use
Permit.

5, This property shall participate in any future benefit assessment
district for Lakeville Highway corridor improvements.
6. Only minor No truck repair shall be performed on--sit-e7; within the
structure, location shall be shown on the plans.
7. No outdoor storage of materials or handling equipment other than
functioning delivery vehicles shall be permitted on -site.
8. Truck washing facilities shall be shown on the plans, location and
design subject to review and approval of City staff.
9. All on -site drainage systems, particularly the truck washing area, are
subject to approval by the City Engineer and Envirotech to insure that
no inordinate or unacceptable amount of materials or rain water enter
the waste water treatment plant.
10. A sign program for the building shall be developed subject to SPARC
review and approval.

11. The developer shall pay storm drainage impact fees as set forth in
Petaluma Municipal Code Chapter 17.30.
12. This Use Permit may be recalled to the Planning Commission for review
at any time due to complaints regarding traffic congestion, noise
generation or other negative operating characteristics. At such time
the Commission may repeal the Use Permit or add /modify conditions of
approval subject to revocation procedures set forth in the. Petaluma
Zoning Ordinance This project shall conform to the master landscape
and irrigation plans and to the Conditions, Covenants and
Restrictions approved for the Oakmead /Northbay Industrial Park.
13. The three staging positions located adjacent to .entrance driveway shall
be relocated, subject to staff review and approval.
PLANNING MATTER
III. DISCUSSION OF SPARC REQUEST FOR CHANGE IN LEGISLATIVE
AUTHORITY - REVIEW OF SINGLE- FAMILY DWELLINGS.
DISCUSSION
Consensus is that Commission is disinclined to pursue SPARC review of
SFD's at this time, but will perhaps review at time of design guideline
revision.
IV. PLANNING COMMISSION 1986 -87 GOALS.
DISCUSSION:
Concensus of the Commission identified the following goals: Flood in -lieu
fees; fee update: parks, traffic, flood; continuation of discretionary fund
for consultant assistance; institution of traffic impact fee.
