Resolution Authorizing the Award of Contract for the Traffic Signal Video
Detection Replacement — Petaluma Boulevard South to DC Electric Group, Inc.
RECOMMENDATION
It is recommended that the City Council approve the Resolution Authorizing the Award of
Contract for the Traffic Signal Video Detection Replacement — Petaluma Boulevard South to DC
Electric Group, Inc.
BACKGROUND
In the spring of 2021, the City will begin reconstructing Petaluma Boulevard South from E Street
to Crystal Lane. In anticipation of the paving project, PG&E will be installing a new gas main
from E Street to Crystal lane and the City will be installing a new water main from D Street to
Mountain View. In order to install these utilities, it will involve trenching through portions of the
existing traffic loops. Without working traffic detection, the signals would not work properly
causing delay's along Petaluma Boulevard. In addition to the utility work, Petaluma Boulevard
South will be repaved and restriped to the new road diet lane configuration. Detection would be
installed after the striping is done to match the new layout. Petaluma Boulevard South Road Diet
is currently being designed and is anticipated to be under construction in Spring of 2021.
In order to be most efficient with our resources and reduce the impact to the community, new
traffic signal detection cameras would be installed at three intersections along Petaluma
Boulevard South prior to utility construction and allow the utilities to install their infrastructure
without affecting the existing detection. Once the road is repaved and the new lane configuration
is installed, the detection zones can be easily redrawn with a laptop.
The proposed action supports City Council Goals:
Workplan Item # 15 - "Identify funds and develop plan to improve Petaluma's streets and
roads; and
Workplan Item #77 — "Improve traffic safety through proactive education, engineering,
and enforcement strategies."
DISCUSSION
As traffic signals are becoming more technology driven the current industry standard for vehicle
detection has shifted from loops to video detection cameras because they are more versatile and
allows the traffic signals to be more data driven. Detection cameras are mounted on a traffic
signal pole and utilize the video image and predefined detection zones to detect bicyclist and
vehicles. When a bicycle or vehicle enters a detection zone, the pixel value within the zone
changes and detection is activated. The new traffic signal detection cameras have precise bicycle
detection capabilities, the abilities to do vehicle, bicycle, and pedestrian counts and stream live
data back to the City's traffic management system. Traffic signal detection cameras are for
operational needs and are not being used for enforcement purposes.
The construction specifications were prepared by engineering staff and a Notice Inviting Bids
was advertised on December 5, 2019. Three (3) bid was received as follows:

The lowest responsible and responsive bidder, DC Electric Group, Inc., has performed similar
projects in Petaluma and possesses a valid Class C-10 California Contractor's License, #949934,
which qualifies DC Electric Group, Inc. to perform the work. This contractor has satisfactorily
completed numerous projects for the City. It is recommended that Council adopt the resolution
awarding the contract to DC Electric Group, Inc. in the amount of $89,490.00.
Construction is scheduled to begin in March 2019 and to be completed by April 2019, prior to
PG&E work. Construction management and inspection services will be conducted by City staff.

An extensive public outreach effort was a part of the Petaluma Boulevard South Road Diet
project which included the following:

These traffic signal upgrades were presented as part of the project.

FINANCIAL IMPACTS
The Petaluma Boulevard South Road Diet Project is a federally -funded project and the cost to
install these cameras will not be eligible for federal funding reimbursement, because they would
be installed prior to receiving the Notice to Proceed (E-76) from Caltrans. As part of the PG&E
gas main project PG&E will be required to pay their share of new cameras that will be damaged
by the installation of the gas main. PG&E's cost is approximately $45,000. The remaining cost
will be covered from PG&E Pavement fee that will be collected as part of the pen -nit, in -lieu of
PG&E doing any trench restoration.

RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR THE
TRAFFIC SIGNAL VIDEO DETECTION — PETALUMA BOULEVARD SOUTH TO DC
ELECTRIC GROUP INC.
WHEREAS, City staff prepared construction bid documents and advertised for the
Traffic Signal Video Detection Replacement — Petaluma Boulevard South, Project C66401728,
to upgrade vehicle detection equipment ("the project"); and
WHEREAS, the project was bid on December 6, 2019, and three (3) bids were received
and opened on December 19, 2019 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by DC Electric
Group, Inc. from Petaluma, CA for $89,490; and
WHEREAS, it has been determined that DC Electric Group, Inc's bid satisfies the
bidding requirements for the Project; and
WHEREAS, DC Electric Group Inc., possesses a valid California Contractor's License,
Class C-10, #949934, that allows DC Electric Group, Inc. to perfonn the work for the Project;
and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"),
Section 15301, because the project consists of repair and maintenance to an existing public
street.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
Approves the revised project budgets for Traffic Signal Timing Improvements.
2. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162, and other applicable law, waives any and all non-
conformance in the bid of DC Electric Group Inc. for the Video Detection Replacement —
Petaluma Boulevard South Project, finds the bid of $89,490 to be the lowest, responsive
bid and further finds that DC Electric Group Inc. is the lowest responsible bidder.
3. Awards the contract for the Traffic Signal Video Detection Replacement — Petaluma
Boulevard South Project to DC Electric Group Inc., in the amount of $89,490, the amount
of the lowest responsive bid, conditioned on DC Electric Group, Inc.'s timely execution

of the project contract and submittal of required documents, including but not limited to,
executed bonds, certificates of insurance, and endorsements, in accordance with the
project bid documents.
4. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by DC Electric Group Inc., of the signed
project contract and all other required documents.
5. Approves a construction contract contingency of $10,000.
