A motion was made by Commissioner Read and seconded by Commissioner
Parkerson to direct staff to bring these projects back to the November 11,
1986 Planning Commission meeting in the form of a tentative map noting the
Commission's concerns regarding feathering near the urban separator and
smaller lots near Garfield, maximum density of four units per acre in the
transition zone, the number of lots not to exceed 72 in Springmeadow and
108 in Shelter Hills and a park area within the developments.

1. Consideration of use permit to allow establishment of battery and
generator business.
The continued public hearing was opened.
SPEAKERS: Nelson Strasser - applicant - Concerns with items 1 -4,
6,7,11,12; described project and answered questions.
The public hearing was closed.
A motion was made by Commissioner Head and seconded by Commissioner
Parherson that the Commission direct the Planning Department to prepare
and post a Negative Declaration for the battery and generator business
based on the findings as listed in the staff report.

Findings
1. The project as conditionally approved does not have the potential to
substantially degrade the quality of the environment. Given the
particular location of the site, impacts to animal, plant, archaeological
value or long -term environmental goals are not applicable.
2. The proposed uses and their environmental impacts, as conditionally
approved, will not cause substantial adverse effects on human beings
and that mitigation measures are incorporated herein Ws 1 -4 of Use
Permit Conditions) to reduce identified impacts to an acceptable level,
prior to commencement of uses.

A motion was made by Commissioner Head and seconded by Commissioner
Parkerson to grant a Use Permit to allow operation of a battery and
generator retail sales business at 501 Petaluma Boulevard North based on
the findings and subject to the amended conditions as listed in the staff
report.

Conditions
The first three conditions will be met within one year of approval of use
permit , iand a performance bond of one -year duration is required; bond
amount' Ito be determined by city staff:
1. The driveway on Petaluma Blvd. North nearest the intersection of Kent
Street shall be closed and replaced by standard curb, gutter and
sidewalk subject to the' approval of the City Engineer.
2. The wider driveway on Petaluma Blvd. North shall be reduced to 24'
the maximum width permitted by City parking standards without an
approved center island. Frontage along closed section shall be
replaced by curb, gutter and sidewalk subject to the approval of the
City Engineer.
3. The driveway on Kent Street shall be reduced to provide a 12' (entry
only) driveway from east edge closest to Blvd. North intersection, and
a single 12' wide (exit only) driveway to serve exiting traffic from
rear of building. Twelve foot driveways shall be signed to indicate
"enter only" or "exit only" as appropriate. All frontage other than 12'
driveway distance shall be replaced by standard curb, gutter and
sidewalk subject to approval of the City Engineer.
4. A curbed, landscaped island shall be created at the southeast corner
of the property (nearest the intersection of Bent and Petaluma
Boulevard North) subject to approval of SPARC. Landscaping shall be
provided on both sides of the restroom structure and along west and
north property lines.
5. A' trash enclosure shall be provided on -site (or all trash to be kept in
building) , constructed to City Standards and subject to staff approval.

6. The existing "Rose City Gas" sign shall be removed. Any new sign
shall conform to the City Sign Ordinance including the issuance of a
sign permit.
7. The applicant shall comply with all requirements of the UBC (Uniform
Building Code) and UFC (Uniform Fire Code) .
8. The existing structures (main building and bathroom building) on the
site shall be refurbished, subject to SPARC approval.
9. Along the west property line, fencing shall be provided which is
similar in design and materials to that along the north property line,
subject to SPARC approval.
10. All asphalt pavement on the property shall be patched and sealed
subject to approval of staff within one year of approval of use permit.

be determined by city staff
11. The 22 -foot tall light poles at the southwest and northwest corners of
the property shall be removed or lowered to City standards, the light
pole nearest residences to be removed prior to certificate of occupancy
issuance.
12. All repair work shall be performed within the service bay.
13. There shall be no storage or sale of vehicles on the site; no outdoor
storage of parts or equipment; and no parking lot vendors (i.e. no
sales of "laser art", velvet paintings, tools, pottery, etc.) .
14. Any outdoor or roof mounted mechanical equipment shall be fully
screened, subject to SPARC review and approval.
15. All proposed changes to the existing structures and site layout shall
be subject to review and approval of SPARC, with particular emphasis
on refurbishing of structures and providing improved landscaping.
16. This use permit supercedes any previously issued use permits

of a certificate of occupancy
18. This Use. Permit may be recalled_ to the Planning Commission for review
at any time due to complaints regarding noise generation or other
negative opertaing characteristics. At such time the Commission may
repeal the Use Permit or' add /mofidy conditions of approval subject: to
revocation procedures set forth in the Petaluma Zonine Ordinance

A motion was made by Commissioner Head and seconded by Commissioner
Parkerson that the Planning Commission recommend to the City Council that
they uphold the appeal and deny (1) a variance for substandard lot
widths,; and (2) subdivision ordinance modification for substandard width
access Istrip, (3) allowance of a two -lot subdivision for the property at
651 Central Avenue, A.P. No. 006 - 141 -25.

IV. LOYAL ORDER OF MOOSE, PETALUMA LODGE, 300 ENGLISH STREET

1. Consideration of use permit for expanded recreational vehicle parking
in ' an existing parking lot.

A motion was made by Commissioner Hilligoss and seconded by Commissioner
Head ti6 direct the Planning Department to prepare and post a Negative
Declaration for the RV hook -ups at the Moose Lodge based on the findings
listed in the staff report.

vehicle hook -ups at Petaluma Moose Lodge No. 475 at 300 English Street
based on the findings and subject to the conditions set forth in the staff
report as amended.

between the hours of 10:00 p.m. and 7-.00 a.m.
4. The premises shall be kept free of trash and other debris at all times.
5. The parking lot shall be striped for automobile use subject to city
staff approval.
6. No waste dumping from RV's shall be permitted on site.
7. This use shall be reviewed after one year with a public hearing before
the Planning Commission. No new application shall be required, but
the applicants will be .required to pay the cost of notif y ing neighbors
within 300 feet. The objective of this review is to determine if the
use has proven compatible with the neighborhood.
8. This use permit may be recalled to the Planning Commission for review
at any time due to complaints regarding traffic congestion, noise

generation, or other objectionable operating characteristics. At such
time the Commission may repeal the Use Permit and /or modify
conditions of approval.
9. The required landscape and site design conditions of this use permit
shall function as conditions for administrative SPARC approval.
10. Required landscaping and the RV hook -ups shall be protected with
bumper blocks subject to staff approval.

® 12. The Moose Lodge shall so manage the scheduling of events and RV
0 visits that no major traffic generating event takes place on -site during
times with more than two RV's on the property.
13. Landscape screening and three foot fence (design to staff approval)
shall be provided at the required setback on either side of the
existing driveway on English Street and at either side of the
recommended reduced driveway at Baker Street. There shall be
installed shrubbery and lawns as needed in front of these screen
fences and shade trees shall be provided minimum twenty -five feet on
center between the fences and the parking area. The six foot high
west property line fence shall be extended to within twenty feet of the
English Street property line so as to reduce impact of RV use on
neighbors. One shade tree shall be planted at each of the RV
hook -up sites around the interior perimeter of the lot. Street trees
shall be provided along the frontage of the lot, nine on Baker Street
and seven on English Street. Species and placement subject to staff
approval, All street trees shall be minimum fifteen gallon sized,
double staked. On -site trees may be five gallon sized. All shrubs
shall be one gallon sized.
14. All on -site plant materials shall be approved by a city approved
automatic irrigation system. This may be a drip system. Street trees
shall be provided with approved root barriers and watering tubes.
15. All planting shall be maintained in good growing condition. Such
maintenance shall include, where appropriate, pruning, mowing,
weeding., cleaning of debris and trash, fertilizing and regular
watering. Whenever necessary, planting shall be replaced with other
plant materials to insure continued compliance with applicable
landscaping requirements. Required irrigation systems shall be fully
maintained in sound operating condition with heads periodically cleaned
and replaced when missing to insure continued regular watering of
landscape areas, and health and vitality of landscape materials.
16. The existing trash enclosure shall be upgraded to meet the needs of
the Lodge and recreational vehicles. Trash enclosure will be protected
from vehicular movement with a minimum of three foot wide curbed
landscape buffer and shall be designed to conform with all
specifications of the city trash enclosure screen design standards.

17. All exterior light fixtures shall be shown on the plan subject to staff
review and approval. All lights shall conform to city performance
standards, e.g. no direct glare, no poles in excess of sixteen feet
height.
18. Any substandard sidewalk or curb section shall be repaired, subject to
approval of the City Engineer.
19. All required improvements shall be completed within ninety days of
approval of this conditional use permit and prior to increased use of
the hook -up stations.
20. Should applicants seek to establish on -site waste dumping from RV's
such a dump facility must meet all applicable requirements of the City
Building Inspector, City Engineer, and appropriate health agencies and
all required fees shall be paid.

A motion was made by Commissioner Read and seconded by Commissioner
Hilligoss to recommend to the City Council approval of the revision of the
tentative map for the proposed South Point industrial subdivision based on
the findings and conditions listed in the staff report.

1. Resolution recommending certification of the Environmental Impact

of the Environmental Impact Report for the Draft General Plan.

A motion was made by Commissioner Read and seconded by Commissioner
Parkerson that the Commission adopt a resolution recommending adoption of
the Draft General Plan as amended by the Planning Commission noting

PLANNING MATTER:
IX. YARDBIRDS, 2000 LAKEVILLE HIGHWAY
1. Clarification of Use Permit condition regarding convenience market
location within Yardbirds Stopping Center.
Steven Cavillini and Brad Yust - applicants - answered questions and
described the project as it now exists.
A motion was made by Commissioner Head and seconded by Commissioner
Read that the Planning Commission's interpretation of the use permit for
Yardbirds is that a convenience market was clearly anticipated as a use in
the center and that the assumed location was within the "in- line" shop area.
