The Planning Commission encourages applicants or their representative to be available at the meeting to answer questions so that no agenda item need be deferred to a later date due to a lack of pertinent information. PLEDGE, OF ALLEGIANCE TO THE FLAG ROLL CALL COMMISSIONERS PRESENT: Bennett, Davis, Head, Libarle, Parkerson, Read, Tarr COMMISSIONERS ABSENT: None STAFF: Warren Salmons, Planning Director Kurt Yeiter, Associate Planner APPROVAL OF MINUTES Minutes of January 13, 1987 were approved as printed. r PUBLIC COMMENT (15 minutes maximum) . The Planning Commission will hear;' public comments- only on matters over which they have jurisdiction. There will be no Commission discussion. The Chairman will allot no more than! five minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. - There was no public comment. CORRESPONDENCE One letter distributed pertaining to a Council matter. DIRECTOR'S REPORT Growth Management COMMISSIONER'S REPORT Commissioner Davis requested that Commission be kept apprised of the Hamilton (Mann County) environmental hearings. W. Salmons advised that he would be sending a memo to Council and would send copies to Commission. CONTINUED PUBLIC HEARING 1 W I. G &W MANAGEMENT, INC., REDWOOD BUSINESS PARK II, NORTHWEST CORNER OF 101 HIGHWAY AND REDWOOD HIGHWAY, AP NO's 047- 211 -12, 20 and 22 and 007 - 421 -07 and 08, (Files 3.354, 6.793, 8.102, 11.857). 1. Continued consideration of Draft EIR and storm water detention plan. SPEAKERS: Bob Carpenter - 518 Orchard Lane - Penngrove; spoke against project because of inadequate hydrology, drainage system proposed. Richard Lemos - 806 Denman Road - passed around flood pictures, discussed past flooding. The public hearing was not closed. This project was continued until February 10, 1987. PUBLIC HEARINGS II. 7 -11 CONVENIENCE MARKET AND RETAIL CENTER, 5300 OLD REDWOOD HIGHWAY AT MCDOWELL BOULEVARD NORTH, AP NO. 137 - 010 -63 (File 1.517). 1. Consideration of use permit to allow a 3,180 sq. ft. convenience market and 4,240 sq.ft. retail space. The public hearing was opened. SPEAKERS: Ken Coker - architect for project - 829 Sonoma Ave., Santa Rosa, 95405 - Common access not possible, traffic will be no heavier than with existing gas station, no large delivery trucks, willing to drop Phase 2 at this time, applicant will reopen gas station if use permit for convenience store not granted. Warren Perry - Southland Corporation (Applicant) - described history of ownership of property. The public hearing was closed. A motion was made by Commissioner Read and seconded by Commissioner Parkerson to deny without prejudice this use permit application. AYES: 5 NOES: 2 (Head, Libarle) Minority vote expressed concern that the proposed use was in substantial compliance with zoning district requirements, that site plan and traffic concerns were better handled by SPARC, and that the proposed use is an improvement over the existing use ( gas station) . The Commission requested information from staff regarding the splitting shopping center lands relating to gas station removal. 2 153 PLANNING MATTERS III.
