APPROVAL OF MINUTES Minutes of February 10, 1987 were approved
with a minor correction on page 11.
PUBLIC COMMENT (15 minutes maximum) . The Planning Commission will
hear ;public comments only on matters over which they have jurisdiction.
There will be no Commission discussion. The Chairman will allot no more
than ifive minutes to any individual. If more than three persons wish to
speak "; their time will be allotted so that the total amount of time allocated
to this agenda item will be 15 minutes.
There was no public comment.

1. Continued from January 31, 1987.
Per applicant's request and staff recommendation, this matter was continued
to the Planning Commission meeting of March 24, 1987.
II. LARRY A. JONAS, AARON ACRES ANNEXATION, 1003 and 1030
WESTERN AVENUE, AP NO.'s 019 - 110 -34 and 36 (File No. 3.366) .
1. Consideration of EIQ .
2. Consideration of prezone to R -1, 6,500, R -1 10,000 & R -1 20,000.
This item was continued to the Planning Commission meeting of March 10,
1987 to permit Council to reconsider tentative General Plan designation.
III. TIM RAY, DWELLING GROUP, 517' WEBSTER STREET, AP No.
8- 011 -30, (File 1.52.3).
1. Consideration of Conditional Use Permit to allow creation of a 2 -unit
dwelling group.
The public hearing was opened.
SPEAKERS : Tim Ray - applicant, answered questions regarding project.
The public hearing was closed.
A motion was made by Commissioner Read and seconded by Commissioner
Parkerson to grant a use permit to allow a two unit dwelling group at 517
Webster Street based on the findings and subject to the conditions as
follows:

1. The design of the proposed unit shall be subject to SPARC review.

Findings
A. Because this site has long been developed, the project does not have
the potential to degrade the quality of the environment, substantially
reduce the habitat of a fish or wildlife species, cause a fish or wildlife
species to drop below self sustaining levels, threaten to eliminate a
plant or animal community, reduce the number or restrict the range of
a rare or endangered plant or animal, or eliminate important examples
of periods of California history or prehistory.
B. The project as conditionally approved, does not have the potential to
achieve short term to the disadvantage of long term environmental
goals.
C. Because no additional development is anticipated as part of this
project, the project does not have impacts which are individually
limited but cumulatively considerable.
D. The project as conditionally approved, does not have environmental
effects which will cause .substantial adverse effects on human beings
either directly or indirectly.
A motion was made by Commissioner Libarle and seconded by Commissioner
Bennett to issue a use permit based on the findings and subject to the
conditions as follows:

1. This site has long been developed and used by neighborhood residents
with adverse effects and the use is required by public convenience
and necessity.
2. The proposed use is in accord with the objectives of the Zoning
Ordinance and the purposes of protecting and servicing the commercial
center in the Central Commercial District in which the site is located.
3. The use will not be a nuisance to residences and other surrounding
uses.

4.. The use as conditioned will not cause traffic hazards or undue traffic
congestion but rather will mitigate existing traffic conflicts.
5. The proposed structure and use, subject to the conditions, will
conform to the requirements and the intent of the Petaluma General
Plan and Environmental Design Plans and this use will not, under the
circumstances, constitute a nuisance or be detrimental to the public
welfare of the community.
2. There shall be no storage or sale of vehicles on this site, no repair or
parts installation, no outdoor display of parts, tires or other products
related to the business and no parking lot vendors; i.e. no sales of
laser art, velvet paintings, tools, pottery, etc.
3. This use permit may be recalled to the Planning Commission for review
At any time due to complaints regarding traffic congestion, noise
generation or other potentially objectionable operating characteristics.
At such time the Commission may appeal the use permit or add or
modify conditions of approval.
4. This project shall be subject to review by SPARC. SPARC shall
particularly require an upgrade to the architecture of the proposed
building at this prominently site, the shielding of public views of the
loading area by ample landscaping, the addition of windows on the
McDowell Blvd. elevation, the protection of parking spaces and the
building by landscaping, and general upgrading of the perimeter
landscaping of this site.
5. Free- standing signs shall be five foot high maximum, monument style
only, in conformance with City policy on such signs for properties on
E:. Washington Street.
6. The driveway on East Washington Street on -site shall be closed and
the curbcut removed and sidewalk replaced to the satisfaction of City
staff. The area thus freed shall be reconfigured with landscaping and
parking to SPARC approval.

V. CITY OF PETALUMA. (File 7.116) .
1. Consideration of possible revisions to sections of Zoning Ordinance
related to FEMA Flood Plain Regulation update.
This item was removed from the agenda based on advice from FEMA.
VI. PLANNING MATTER.

Commission responsibilities.
2. Appeals: Understanding Council decisions modifying Planning
Commission recommendations / actions.
3., Enforcement: Follow -up enforcement of Commission/ Council actions and
basic zoning provisions, staffing and priority.
4. Traffic Flow vs. Neighborhood Reinforcement: Use and abuse of stop
signs and through streets.
