Public comments are limited to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes. Please fill out a speaker card (available at the rear of the Council Chambers) and submit it to the City Clerk. Speaker cards for General Public Comment will not be accepted after the meeting begins. The Mayor will call on individuals whose names appear on the speaker cards. If more than three persons wish to address Council on the same topic, they are encouraged to select a spokesperson. Please be ready to step forward to the microphone as soon as the previous speaker has concluded his/her comments. (Cal. Gov't. Approval of Agenda City Council/PCDSA Workshop Meeting of Monday, February 10, 2020. Approval of Agenda City Council/PCDSA Workshop Meeting of Saturday, February 22, 2020. 3. CONSENT CALENDAR A. Resolution Accepting Claims and Bills for December 2019. (Garberolio) 4. NEW BUSINESS A. Recommend Appointments to the Mayors' & Councilmembers' Association to Fill Vacancies on the Remote Access Network (RAN) Board and the Child Care Planning Council of Sonoma County. (Pascoe/Cooper) - As of January 29, 2020, no letters have been received. Any letters received after the agenda is published will be presented at the City Council meeting. Introduction (First Reading) of an Ordinance Revising Water System Regulations Contained in Sections 15.08, 15.09, and 15.12 of the Petaluma Municipal Code to Comply with Requirements for Cross -Connections and Backflow Control in the California Code of Regulations Title 17 and Current Standards. (Carothers/lelmorini) C. Introduction (First Reading) of Ordinances to Change Certain Appropriations for the Operations of the City of Petaluma from July 1, 2019 to June 30, 2020; and, Resolution Releasing General Fund Reserve Funds for Specific Uses. (Garberolio/Craft) D. Resolution Authorizing the Position Allocation of One (1.0 FTE) Deputy Director of Parks and Recreation Position. (Flynn/Cochran) 5. PUBLIC HEARINGS A. Consideration and Possible Adoption of: A Resolution Initiating Proceedings for Formation of the Oak and Water Street Benefit Assessment District and Ordering the Preparation of a Report on the District Formation, and a Resolution Accepting the Report on the District Formation and Setting a Public Hearing on the Report and Formation of the District and Directing the City Clerk to Give Mailed Notice of the Hearing and Provide Ballots as Required by Law. Resolution Certifying the Final Impact Report and Introducing an Ordinance to Uphold the Applicant's Appeal, Overturn the Planning Commission's Denial, and Approve the Zoning Map Amendment and Planned Unit Development Modification for the Sid Commons Apartment Project.
