APPROVAL OF MINUTES Minutes of August 25, 1987 were approved as
submitted.

CORRESPONDENCE League of California Cities Helen Putnam award results.
DIRECTOR'S REPORT Sonoma State Planning Commissioners Conference -
October 10. Rules of Order distributed. League of California Cities
conference shortly in San Francisco. Phoenix Theater update.
COMMISSIONER'S REPORT Commissioner Sobel presented brochure
regarding a Zoning Update Seminar - Commissioner Sobel made a motion
which was seconded by Commissioner Read to request Council monies for
two Planning staff members to attend seminar. The vote was unanimous in
favor.

1. Continued consideration of Conditional Use Permit for Mini - Market
Go in conjunction with service station.

generation problems will be addressed; Jet Gas is major
competition.; must have 24 -hour operation to compete.; objects to
tree planting condition due to vision blockage.
A motion was made by Commissioner Sobel and seconded by Commissioner
Read :to grant a use permit to allow creation of a convenience mini - market
subject to the amended findings and conditions listed below.

Findings
1. The proposed use expansion, subject to the conditions set forth and
adopted herewith, will conform to the intent of the Zoning Ordinance
and policies of the General Plan.
2. The proposed use expansion, subject to the following conditions, will
not constitute a nuisance or be detrimental to the public welfare of the
community.
Conditions
1. No sale of alcoholic beverages is permitted.
2. This use permit may be recalled to the Planning Commission for review
at any time due to complaints regarding traffic congestion, noise
generation or other potentially objectionable operating characteristics.
At such time, the Commission may repeal the use permit or add /modify
conditions of approval.

3. Requirements imposed by the City Fire Marshal and the Chief Building
Official shall be adhered to.
4. There shall be no storage or sale of vehicles on the site; no outdoor
auto repair or display of tires, motor oil or other products, and no
parking lot venders.
5. If walk -in coolers with exterior condensors are installed, condensers
shall be enclosed by sound reducing structures subject to review and
approval of staff and shall be visually screened as required.
6. Existing signs shall be brought into conformance with Code (i.e.
removal of flags, removal of off -site price sign on Big -4 Rents site,
issuance of building. permit for modification to signs on the building
and the free - standing sign, removal of pennants) .
7. Hours of operation shall be 5:30 AM to 10:00 PM on weekdays and 7:00
AM to 10:00 PM on weekends, as proposed by the applicant. Any
change in operating hours to be a revision to this use permit requiring
re- noticing.. Within the next 9.0 days such a _proposal for hours
change shall be accepted on a no-fee basis but cost of renoticing shall
be borne by applicant.
8. Nine Street trees shall be planted in holes sawcut in the sidewalk
behind the curb on the frontage of the station. Number of trees
placement, planting details, provision for watering and species
selection, shall be subject to staff approval. The objective shall be to
provide some trees shading the street while maintaining visibility
essential for the service station Applicant shall be responsible for
maintenance of the trees for two years from the date of acceptance. If
possible, trees shall be planted in November so as to take advantage
of seasonal rains.
9. Boat motor repair be allowed only inrrde -- the- bays -witir -tier duct s --and
windows- -closed-- FexhaYtst-- mott on side of
station opposite Baywood Arms Apartments and only between the hours
of 10 AM and 2 PM and shall be completely phased out within 90 days
from the date of this action.
10. The 2 driveways from Baywood and the opening between the service
station area and the driveway serving the apartments to the north
shall be chained closed when the service station is closed.
11. This use permit may be recalled to the Planning Commission for
infractions of the Sign Section of the Zoning Ordinance.

12. Applicants shall provide daily pick -up of litter on the site, on the
frontage driveways adjacent to the site and in the area of the
driveway used by the apartments which is also used by the customers
of the service station.
13. Mini- market area of station to be limited to 300 sq.ft. maximum

1. Consideration of conditional use permit allowing an accessory
dwelling.
The public hearing was opened.

illegal conversion of accessory dwelling.

unit - no other complaints regarding accessory dwelling.
Terri Brizee Moretti - 840 Cherry Street - Building construction done with
permits.
The public hearing was closed.
A motion was made by Commissioner Sobel and seconded by Commissioner
Doyle to recommend approval of a use permit legalizing a 469 sq.ft.
accessory dwelling subject to the findings and amended conditions listed
below.

Findings
1. The existing accessory dwelling meets the intent of the Petaluma
Zoning Ordinance, General Plan.
2. The existing accessory dwelling has not posed a nuisance or been a
detriment to the health, safety and welfare of the community.
Conditions :
1. Applicant will be required to meet all Code requirements for all
'habitable space.
2. A separate gas and electric meter(s) shall be installed for the
.accessory dwelling.
' 3. This accessory dwelling is. subject to water and sewer hook -up fees.

4. This accessory dwelling is subject to school impact fees, community
facilities fees, and dwelling construction (park) fees pursuant to
Municipal Code regulations.
5. No access to new public road serving the Machado Subdivision to be
allowed.
6. All of the above items to be accomplished within 90 days
III. AILEEN TOCCHINI, 904 "C" STREET, AP NO. 008 - 361 - 46, (File
1.538).
1. Consideration of EIQ .
2. Consideration of conditional use permit to allow a day care service
for up to twelve children.
The public hearing was opened.
SPEAKERS:
Bill Jones - 905 C Street - Traffic problems, inconsiderate people dropping
off children.
Bill and Rose Otani - 906 C Street - noise from children very loud; traffic;
this use not compatible in residential neighborhood; noise
constant, especially in summer.
The public hering was continued to the meeting of September 22, 1987 by
request of applicant.
PLANNING MATTERS
IV. GREAT PETALUMA MILL, 6 PETALUMA BLVD. NORTH, AP NO.
008 - 054 -05, (File 5.908D) .
1. Consideration of phasing plan (2 -story addition) .
Linda Kade - applicant architect - described phasing, answered questions.
A motion was made by Commissioner Tarr and seconded by Commissioner
Bennett to approve the proposed phasing plan, subject to the following
conditions as amended.

1. Phase I improvements for Tenant 1 shall be completed prior - to
occupancy by Tenant 1 or by November 1, 1987, whichever occurs
first. A $5,000 cash bond shall be provided to indicate good faith
toward completion within 90 days. Phase I improvements shall include:

® 2. Phase II improvements for Tenant 2 shall be completed prior to
CO occupancy by Tenant 2 or by March 1, 1988 whichever
occurs first. Phase 2 improvements shall include:
a.. Riverfront ground floor awning and lighting for that frontage
angle of the structure occupied by Tenant 1 and 2.
3. Phase 3 improvements for Tenant 3 shall be completed prior to
occupancy of any portion of the second floor area or by August 1,
1911, whichever occurs first, Phase 3 improvements shall include
a. Brick veneer on rear wall of Mill facing riverfront.
b. Second floor awnings and lighting, metal rail and widow's walk.
4. Second story stairway shall be completed in conjunction with completion
of Steamer Gold expansion, occupancy of any portion of the second
'floor, or by August 1, 1988, whichever occurs first.
5. The outdoor deck /patio area between the Tenant 2 area and the
existing outdoor Steamer Gold eating area shall be cleared of debris
and storage and provided with planters, subject to staff review and
approval, prior to completion of the Steamer Gold expansion,
occapair-Sr--orf -- Tenant -a --area or by May 1, 1988; whichever occurs
first.
6. :Recommendations of the Petaluma Police Department, subject to specific
review and approval of Police Chief, shall be incorporated into the
project, as follows:
a. Vandal proof resistent light fixtures for the florescent lights.
b. Silent alarm system monitored by a private firm.
C. Top and bottom locking devices for all double french doors, with
additional dead bolt locking devices.
7. All conditions of approval which remain uncompleted and are not
amended herein, required from the SPA and Planning Commission
previous review actions shall be completed prior to the issuance of any
additional building permits for the Mill complex. Conditions include
the following:

a. Compliance of all signs to approved Sign Program.
b. Completion of alley improvements (to have been completed prior to
April 1987 - file, 5.908B) .
c. Lighting on the riverfront promenade, design in keeping with the
era and historic nature of the Mill, subject to staff review and
approval.
d. A distinctive paving pattern shall be provided as an alternative to
the stamped concrete walkway surfaces and wood walkways which
were required to be utilized along "B" Street and waterfront open
areas (per Planning Commission approved plans of 1/85) but not
constructed. Design shall be subject to staff review and
approval.
V. CAMEO COFFEE, 1120 INDUSTRIAL AVENUE, AP No. 150- 020 -09, (File
1.513).
1. Discussion regarding Use Permit review.
SPEAKERS:
Leroy Ress - new owner - answered questions regarding operation of Cameo
Coffee.
Miriam Spross - 109 Chabot Court - want smoke
problems remedied as soon as possible; urged recheck of new
equipment as soon as installation complete.
Commission consensus was reached to check the equipment installation and
re- review the use permit in 90 days (November 15, 1987) ..
Commissioner Bennett requested the name of the leasing agent for the
original owner of Cameo Coffee at the 1120 Industrial Avenue location.
