2 A MINOR UPDATE EFF012T FOR THE GENERAL PLAN

5 WH>;REAS, the City's General Plan was adopted in March of 1987 for the period 1987 - ?000;
6 and
7
8 WHEREAS, the ~-year review was completed in 1992 through consultation with all departments,
9 a series of public workshops and formal public hearings, and it was determined that the General
l0 Plan was still in step with the community's values with some minor modifications; and

I2 WHEREAS. the General Plan has been airiended~to rcllect a shift in emphasis towards pedestrian
13 oriented development and greater focus on the Petaluma River as a unifi~ing element; and

I5 WHEREAS, there has been significant erowth and development over the past ten years and
I6 progress made towards implementation of the General Plan; and

18 WHEREAS, there also have been significant changes in the regional economy, [ransporation,
19 open space and community health issues which should be evaluated for their policy implications;
20 and

32 WHEREAS. the Association of Bay Area Governments provides population projections for the
2~ nine-county San Francisco 13ay Area Region fora 20-year period which provides some insight
24 into the economic and demographic changes anticipated; and

26 WI-IERF.AS, there are substantial underdeveloped lands remaining within the urban boundary;

29 WHERF,AS, the General Plan should be reviewed to reflect these changing conditions and
3o establish appropriate policies to guide Ilihire development; and

32 WHEREAS, the Petaluma Planning Commission held public meetings on April ?2nd and May
3~ 9th. 1997 to consider and hear public comment on the proposed General Plan mid-term review
;4 process; and

I WI-IEREAS, the Planning Commission directed staff to amend the suggested discussion paper
and forward the revised document to the City Council with their recommendation to approve the
3 minor update approach to the General Plan mid-term review process.

5 NOW. "CI-IEREPORE, BE 1'f RESOLVED TI-IA"I', the City Council hereby authorizes the
6 Planning Director to undertake a minor update of the General Plan and public participation
7 program as described in the atttached discussion paper.

9 BE IT PURTE-ILR RESOLVED TFIAT, the City Council directs the Plamling Director to limit
l0 consideration of land use amendments to those identified through the projected demand and
I I zoning consistency analysis.
