Cities Conference input. Commissioner Read suggested an annual field trip
to look at finished projects - the Commisiion supported this idea and
requested staff to make some preliminary arrangements.

1. Continued consideration of EIQ.
2. Continued consideration of vesting tentative map for 198
residential condominium units.
At the request of the applicant, this item was continued to the meeting of
October 27, 1987.
Commissioner Bennett requested local Ordinance on condominium conversions
be distributed with the packet when this project is heard by the
Commission.

3. To avoid problems of barking at night there shall be no use of a
guard dog to protect the site.
4. Vehicle storage shall be prohibited within twenty -five feet of the west
boundary of the lease space.
5. No more than thirty vehicles affiliated with this use at this site shall
be stored here at any any _ time. No vehicle shall remain longer than
thirty days.
6. An eight foot high solid wood fence (top two feet shall be lattice) shall
be installed along the northern, western, and southern boundaries of
the project site.
7. Landscaping shall be installed along the street side of the fence
bordering the project site on the south.
8. A curb shall be established five feet in from the fence to be installed
on the west, and north boundary lines of the project site. Because
this is a private storage area, the curbs may be of railroad ties or
concrete. Between this curb and the fence, a hedge of evergreen
shrubs of a .fast growing variety capable of reaching approximately
twelve feet in height shall be established and provided with drip
irrigation. The species, spacing, planting details and irrigation
design shall be subject to staff approval.
9. The storage area shall be graded to drain and paved with a durable
dust -free surface subject to approval of City staff. This may be gravel
the structural section of which shall be subject to staff approval.
10. No signs may be erected on the site without the issuance of a sign
permit.
11. The existing live oak shrub shall remain.
12. Four parking spaces shall be provided, subject to staff review and
approval.
13. No vehicle repair, dismantling, sale of parts, etc., shall be allowed at
this site.
14. Applicant shall submit details of lights to be used including height and
intensity. Any lighting shall be such that no off -site glare occurs.

15. The following site improvements shall, be required' of the Heartland
Chevrolet, Oldsmobile, Cadillac facility (formerly Western Motors) :
a. Existing unused power pole on Sycamore Lane shall be removed
within thirty days of approval.
b. The area along Sycamore Lane between the existing chain link
fence and the street shall be cleared of all weeds and debris.

c. Screening for the rear yard area shall be provided through solid
fencing and /or landscaping, subject to staff review and approval.
Area of screening shall be along the south property line between
the Eagle entrance and the body shop building; and include the
portion of the existing chain link fence extending from the south
property line to the body shop.
d. The existing sandwich board sign on Petaluma Boulevard North
shall be replaced with a more formal pole sign, subject to staff
review and approval.
e. The existing sign in the public right -of -way along Sycamore Lane
co shall be removed.

® g. All existing signs for Western Motors shall be completely painted
over or removed, as applicable.
h. A sign permit shall be obtained for a face change to the existing
pole sign with the Heartland banner on 'it. Any remaining signs
shall, in total, not exceed the allowable sign area permitted by
the zoning ordinance.
j. No new signs may be used without issuance of a sign permit.
16. Sidewalk shall be installed along Sycamore Lane for the 159 foot length
of the project site, subject to staff review and approval.
17. This use permit may be recalled to the Planning Commission for review
at any time due to complaints regarding traffic congestion, noise
generation or other operating characteristics. At such time the
Commission may repeal the use permit or add /modify conditions of
approval.
18. All required shrubs shall be minimum five - gallon size.
19. All plant material shall be served by a City approved automatic drip
irrigation system.
20. All planting shall be maintained in good growing condition. Such
maintenance shall include, where appropriate, pruning, mowing,
Weeding, cleaning of debris and trash, fertilizing and regular
watering. Whenever necessary, planting shall be replaced with other
plant materials to insure continued compliance with applicable
landscaping requirements. Required irrigation systems shall be fully
maintained in sound operating condition with heads periodically cleaned
and replaced when missing to insure continued regular watering of
landscape areas, and health and vitality of landscape materials.
