MINUTES: Minutes of May 11 and May 25, 1982 were approved as submitted.
CORRESPONDENCE: Mr. Freitas presented an article in the Argus•Courier to
the Commission for dinner. given. in- honor o.f Lester "Budd"
Popp for his'retirement from International Association
of Machinists and Aerospace Workers Union, District 95, as
business representative.
DIRECTOR'S REPORT: There will be a Technical Rating Committee meeting.'
on June.29th at 7:30 p.m.

Chairman Lavin directed staff to combine the presentations.
Item 11.713 - To evaluate the Environmental Impact Questionnaire for.
the proposed rezoning at Petaluma Blvd. So. and McNear (formerly known
as McNear Manor).
Item .3.288 - To consider rezoning AP# 8- 530 7 04 from PUD "Planned Unit
District" to S "Study" This area was formerly known as McNear Manor;
the project lost its residential allotments with the expiration of the
tentative map in May of this year. Without allotments or a tenta:tive'ma.p,
the project cannot proceed.
The public hearings were opened and closed.
Motion introduced by Comm.' ,Tencer, seconded by Comm. Waite, to recommend
the City Council direct staff to issue, .a Negative Declaration for
AP# 8- 530 -04 based on recommended findings.

Item 11.714—To evaluate the Environmental Impact Questionnaire
for amendments to Zoning Ordinance No. 1072 N.C.S.
Item 7.99 - To consider the following amendments to Zoning Ordinance
1072 N.C.S. by adding Section 6- 405.to permit accessory dwellings as
conditional uses in one family residential districts and to add
Section 21-407 to Articles 21 provisions applying to accessory
uses and all conditional uses, defining the criteria for development of
accessory dwellings :.
Section 1. Article 1, Section 1 -203 (definitions) of ,the Zoning
Ordinances No. 1072 N.C.S. is hereby amended'to add as follows:
"Accessory Dwelling:" A single family dwelling subordinate to an
existing single family dwelling`wh'ich meets the criteria outlined
in Section 21 -407.
Section 2. Article 6,- Section 6 -405 is hereby added to Zoning Ordinance
No. 1072 N.C.S. to read'as follows:
"6 -405 - Accessory Dwellings, in accordance with the provisions of
Section 21 -407.

Ordinance No. 1072 N.C.S. to read as follows:

21 -407 Accessory dwellings. As conaitionai uses one acce55ury
dwelling per single family lot may be permitted only where:
21 -407.1 A lot contains not more than one existing single family
dwelling.
21 -407.2 The proposed accessory dwelling meets the following
standards:
21- 407.21 Does not exceed one story or twelve feet in height if
detached or o.ccUpy space above the first floor if an addition to an
existing dwelling.
21- 407 -22 Does not exceed 640 square feet in floor area.
21- 407.33 Can meet full front, side and rear yard setback
requirements of the District.
21- 407.24 Has available one off street parking space per bedroom
or other room.suitable. for sleeping purposes in addition to off
street parking required for the existing unit.

PLANNING MATTERS HOUSING ELEMENT - .WORKSHOP DISCUSSION
Report by Sheila Brutoco, Housing. Consultant on.the Housing Element
Update process. Ms. Brutoco gave a progress report; summarized the
two previous joint meetings and responded to comments by the commissioners.

The draft has been sent to the state; state may respond as early as
July,, more likely August.

It was the concensu.s of the commission for each commissioner to
submit questions and comments on the Housing Element Draft to
Ms. Brutoco, so that they may be considered for the .final draft.
ADJOURNMENT: The meeting was adjourned by Chairman Lavin at 11:15 p.m.
to the next regular meeting on June 22nd.
