APPROVAL OF MINUTES: Minutes of June 8, 1982 were approved with the
following correction.: Page 3, Item III, vote on

DIRECTOR'S REPORT 1) Reminded commissioners that Sheila Brutoco, Housing
Consultant on the Housing Element Update needed their
comments and policy recommendations by June 30th..'
2) Advised commissioners that -the city council on
June,21, 1982 set aside any action on McNear Manor', AP# 8- 044-10. The
commission had recommended to the council to rezone this from.PUD to
S "Study."

Service Center for a Seniors Day Program for frail elderly at

The public hearings were opened and closed.
Motion introduced by Comm. Shearer; seconded by Comm. Waite, to direct
staff to issue a negative declaration for a Seniors Day Program at 25
Howard Street based upon recommended findings.

the tentative subdivision map for the McDowell Medical Park at the
intersection of No. McDowell Blvd. and Capri Creek.
Item 6.464 - To consider a request by McDowell Medical Properties, Inc.
for an $ lot tentative subdivision map for AP# 137- 060 -30 to develop an
8 lot.of:fice park (McDowell Medical Park) at the intersection of No.
McDowell Blvd. and Capri Creek (northwest of Sunrise Subdivision).
The public hearings were opened by Chairman Lavin.
Speakers: Emil Mogel, Mogel Engineering, 422 Petaluma Blvd. No.,
Suite A, representing applicant
Dick Lieb, Lieb & Quaresma, #1 Bodega Ave., representing applicant
Assistant City Engineer Les Ruh expressed concerns about off -site
improvements to Capri Creek. A lengthy'discussed ensued and recommendations
were made on how.these improvements could be made. Mr. Ruh advised the
engineering department would like the applicant to propose improvements
so the engineering department may.review them.
The public hearings were closed.
Motion introduced by Comm. Popp;.seconded by Comm..Tencer, to recommend the
City :Council direct staff._to issue a mitigated negative declaration for: -:the
McDowell Medical Park tentative map based upon recommended findings.

Motion introduced by Comm. Tencer; seconded by Comm. Popp to recommend the
City Council approve the.tentative. subdivision map. for AP# 137- 060 -30 to
develop an eight lot office park (McDowell Medical Park) based on recommended
findings and conditions, with the following additional conditions:

FINDINGS
1. Additional traffic generated in the area will be minimal:.,
2. The proposed use provides a.much needed community service.
3. Adequate off parking for the use will be provided 'in the
nearby city parking lots.
Item 1.356 PETALUMA PEOPLE SERVICE CENTER - USE PERMIT
CONDITIONS
1. All potential on -site safety hazards shall be removed (ie:; dilapidated
rear yard trellis and accessory building, concrete blocks, debris, weeds,
clothes lines, hazardous.electrical wiring, etc).
2. The existing fence located along the left side property line between
the front sidewalk and adjoining Police Station building shall be replaced
with a decorative wood fence within two (2) years.
3. The front yard shall be landscaped within one (1) year to replace the
existing rock surface.
4. The- project shall.be reviewed by the Site Plan and Architectural Review.
.Committee as per Section 26 -400 of the Zoning-Ordinance.

Item11.355 G. M. STONITSCH - USE PERMIT
IONS
Use permit approval shall be contingent upon approval by the City -
Council of the applicant's Zoning Ordinance amendment request to
conditionally permit auto parts stores in the C -N
(Neighborhood- Commercial) zoning district.
All work related activities shall be conducted indoors.
No outdoor storage or displays of parts, tires, machinery,
merchandise, etc. shall take place.
The roof mounted sign structure (advertising the Pacific Telephone
Company) shall be removed because it does not conform with the
current Sign Ordinance. A coordinated sign program shall be
professionally prepared for the 4 (four) small shops in the
shopping center prior to the erection of any future outdoor
advertising signs on the proposed building space. The program
shall be subject to design approval by the Community Development
Department. All future outdoor advertising signs shall be
consistent with the program.

Item 11.658 MCDOWELL MEDICAL PROPERTIES, INC. - NEGATIVE DECLARATION
FINDINGS:
1. Nonsignificant adverse environmental effects will result from the
project as proposed, or any potentially significant effect will'be
mitigated by the proposed design and execution of the project.
2. The project is in conformance with the General Plan /Environmental
Design Plan for which the City Master Environmental Impact Report was
certified..
3. Flood mitigation measures will be instituted to the approval of the
city.
Item 6.464 MCDOWELL MEDICAL PROPERTIES, INC. - TENTATIVE MAP
1. Office structures in the flood.plain area shall be constructed on raised
pads to an elevation one foot above the 100 year flood level. Remainder of
property shall not be filled.
2. The preliminary project to which specific site plans for each lot
shall conform. Specific site /landscape plans for individual lots shall be
reviewed by SPARC.
3. Proposed drainage system shall be designed in accordance with the
Sonoma County Water Agency Flood Control Design criteria.
4. . Crossover.agreements must be established to allow common driveways
and parking areas for Lots 2 and 3, 4 and 5, and 6 and 7 prior to final
map approval.
5. This project will be included in a study area for participation in a
benefit district for the Rainier Avenue overcrossing.
6. Four fire hydrants. shall be shown on the tentative map per the fire
department's letter of 4/2/82 to the project engineer.
7. The project will provide for mitigation of storm -water flows in
excess of the quantity of runoff generated from undeveloped land for a
24'hour 100 year event. Specific mitigation measure(s) shall be determined
by the City Engineer and Director of Community Development and'Planning.
8. Prior to approval of the final map, the developer will comply with
any requirements of flood mitigation (in relationship to off --site
improvements related to Capri Creek) as established by.city council .policy.
