APPROVAL OF MINUTES The minutes of August 10, 1982 were approved as
submitted.
COMMISSIONERS' REPORT: Election of officers will be held at end of meeting.
PUBLIC HEARINGS
Staff advised it will present.an additional item for the Sonoma County Transit
for a certificate following other items.
I. JEFF DALE /CARLA GUGGENHEIM, 119 HOWARD STREET - MODIFY HISTORIC LANDMARK
Item 13..1 - To consider a request to modify the approved design - plans for
the historically designated landmark.site at 119 Howard St., AP# 6 - 394 - 06.

Due to a question regarding parking at the neighboring Texaco Service Station
at 701 Petaluma Blvd. No., it was the consensus of the 'Commission to
continue the public hearing to the meeting of September 14, 1982.
V. THERESA ROSS, 1504 E. MADISON STREET - USE PERMIT DAY CARE SERVICE
Item 1.358 - To consider an application for a use permit to operate a day
care center for a maximum of 12 children at 1504 E. Madison.
The public hearing was opened by Chairman Lavin.

the day care operation be limited' to a maximum of 12 children; and no less than
three on-site parking spaces provided."

IX. SONOMA COUNTY TRANSIT - BUS CERTIFICATE
Item.9.179 - To consider a request from Sonoma County.Transit to establish
bus services between Cotati, Sonoma State University, and Petaluma; and
between Sonoma Valley and Petaluma.
Chairman Lavin opened and closed the public hearing.
Motion introduced by Comm. Head;, seconded by Comm. Popp, to recommend the
City. Council issue the bus certificate for Sonoma County Transit based on
recommended condition.

PLANNING MATTERS:
Comm. Head- requested the "D" Street Study results from staff in the near
future.
The Planning Director distributed updated of the Zoning Ordinance
to each Commissioner.

Findings
1. The ,proposed use presents no adverse `impacts given the general use
permit standards of Zoning Ordinance 21 -300;
2. The proposed use will conform to the intent of the Zoning. Ordinance
and the General and Environmental Design Plans;
3. The proposed use will not, constitute- a nuisance or be detrimental to
the public welfare of the community.
Conditions
1. That the day care operation be limited to a maximum of eight .
children unless a fourth on site parking space is developed to the
satisfaction of the: ,Planning Director.
2. The gate at the north corner of the house shall have an automatic
closure device.
3. The use. permit shall be reviewed annually.
4. Future receipt of complaints from neighbors regarding the. operation
of the, center may result in referral. of the use permit to the Planning
Commission for reconsideration.
5. County License is required . prior to operation of the day care
center.
6. Hours of operation shall be limited to 7 :30 a.m. to 6 :00 p.m. Monday
through Friday.

FINDINGS:
1. � The use as conditioned will conform to the requirements and intent
of the Zoning Ordinance and General Plan /Environmental Design Plan.
2. Fhe use will not constitute a nuisance or be detrimental to the public

CONDITIONS
1. J iNo outdoor storage of goods, tires, auto parts, machinery, vehicles
being worked on, etc. shall occur on site.
2. ! All detailing work shall take place indoors. All washing of cars shall
occur' in the wash rack area as noted on the attached site plan.

placed in front of that fence.

9. Future free- standing outdoor advertising signs shall be confined to
the size and location of the existing free- standing sign under the front
canopy. All future outdoor advertising signs shall be subject to
administrative' design approval.

ITEM 9..179 - CONDITION
1. The bus stop on.Lakeville Street at the park- and -ride lot will not
be implemented until its location and improvements have been cleared through
the City of Petaluma Engineering Department and CALTRANS.
