COMMISSIONERS' REPORT: Election of officers will be held at end of meeting. PUBLIC HEARINGS Staff advised it will present.an additional item for the Sonoma County Transit for a certificate following other items. I. SONOMA COUNTY TRANSIT - BUS CERTIFICATE Item.9.179 - To consider a request from Sonoma County.Transit to establish bus services between Cotati, Sonoma State University, and Petaluma; and between Sonoma Valley and Petaluma. Chairman Lavin opened and closed the public hearing. Motion introduced by Comm. Head;, seconded by Comm. Popp, to recommend the City. Council issue the bus certificate for Sonoma County Transit based on recommended condition. AYES: 6 NOES: 0 ABSENT:, 1 (Bond.) PLANNING MATTERS: Comm. Head- requested the "D" Street Study results from staff in the near future. The Planning Director distributed updated of the Zoning Ordinance to each Commissioner. The ,proposed use presents no adverse `impacts given the general use permit standards of Zoning Ordinance 21 -300; 2. The proposed use will conform to the intent of the Zoning. Ordinance and the General and Environmental Design Plans; 3. The proposed use will not, constitute- a nuisance or be detrimental to the public welfare of the community. Conditions 1. That the day care operation be limited to a maximum of eight . children unless a fourth on site parking space is developed to the satisfaction of the: ,Planning Director. 2. The gate at the north corner of the house shall have an automatic closure device. 3. The use. permit shall be reviewed annually. 4. Future receipt of complaints from neighbors regarding the. operation of the, center may result in referral. of the use permit to the Planning Commission for reconsideration. 5. County License is required . prior to operation of the day care center. 6. Hours of operation shall be limited to 7 :30 a.m. to 6 :00 p.m. Monday through Friday. VI. ARCADE USE PERMIT, 1422.E. WASHINGTON STREET (FORMERLY_DODGE.CITY) ITEM. 1'.211 Findings 1. Significant problems have been associated with the arcade use at this 4 location. 2. Fhe use will not constitute a nuisance or be detrimental to the public LO welfare of the community. CONDITIONS 1. Future free- standing outdoor advertising signs shall be confined to the size and location of the existing free- standing sign under the front canopy. All future outdoor advertising signs shall be subject to administrative' design approval. 'I 10. . This use permit shall supercede all previous use permits approved for the site. The bus stop on.Lakeville Street at the park- and -ride lot will not be implemented until its location and improvements have been cleared through the City of Petaluma Engineering Department and CALTRANS.
