Item 3.2.91 - To consider an application from Debra Homes Inc. and Leo Lavio to prezone 153 acres to "R1- 20,000" (Single Family Residential - 2 units /acre - 75 acres) and "A" (Agriculture - 78 + ) in anticipation of annexation to the City of Petaluma and development of Westridge- Subdivision Phases IV and V, and evaluate the adequacy of the previous environmental documentation for the proposed prezoning. Shearer, that it was .the, intent of the comm'ss on's action that the applicant:'.s request for prezoning be denied and that if this item-is appealed to the city council, that the council consider an expanded prezoning/'annexaton.'area to include all the properties between the Lavio piece and I Street for both pre'zoning and annexation purposes. All safety measures recommended for the project by the.Sonoma County Airport Land Use Commission are required as a condition of tentative subdivision map approval to reduce the risk of future air traffic hazards. 2.. All necessary noise; reduction measures recommended in the noise study are proposed by the applicant. . 3. The additional storm water run -off created by the project will be mitigated by the applicant's..required participation in the city's Storm Water Mitigation ;Program. 4. A restrictive covenant shall be placed in the deed of each parcel to state "this property is within the airport traffic area of the Petaluma Sky Ranch /Petaluma Municipal Airport. Air rights for this overflight have been designated for that purpose." California noise insulation standards required by California Administrative Code 125 and 28 shall be required of all construction. No structure may be constructed to a height that would penetrate the Transitional Surface LO for Petaluma Sky Ranch. The transitional Surface slopes upward 1 foot vertically for each 7 feet horizontally beginning at ground level, 200 feet from the runway centerline. Proposed development shall take place in accordance with applicable Federal Aviation Administration requirements. 10. Grading and drainage design shall conform with the Sonoma County Water Agency Design Criteria. 11. :The applicant shall comply with all requirements of the City Engineer speci'Jed in the attached correspondence. 12. jThe applicant shall comply with all provisions of the Petaluma Storm Water litigation Program. 13. !Decorative six foot 'high solid board fencing shall be constructed in the rear and side yards of all parcels where sturdy fencing does not currently exist and where masonry walls are not required. 14. ; A six foot high masonry wall shall be .constructed along portions of the Parcel 1 and 2 rear property lines which abut the City well site. The wall shall meet the' setback requirements of the 12 -1 -6500 zone and be desigpi ed to match the existing wall located along the eastern property line of the well site. Landscaping and automated irrigation shall be installed by the. developer to the approval of the SPARC Committee and the Public Works Department'. 15. The proposed storm drain would require that an easement and a pipe system. or approved drainage swales be granted across the Sidney Garfield property. 2.
