APPROVAL OF MINUTES The minutes of August 24 and September 14, 1982 were
co approved as submitted.
DIRECTOR'S REPORT 1. The Housing Element Draft revisions will be presented
at the October 26th meeting.
2. It was the consensus of the commission to invite the
city council to attend the annual dinner.

recconmended. conditions, with the following changes:
'Cond. #3 changed to read: Provide additional. storm drain catch
basins in the "picnic sandbox play area," at the toe of the
bank west of the pool area, in additional locations along the
street running,parall:el to the north property line, and where
I- the storm drain line crosses Magnolia'Avenue. Drainage subject
to review by the -City Engineer.
Cond. #5 changed to read: Utilities proposed within 20' of tree
trunks shall be relocated out of those areas or eliminated:
Cond. #'s 8 and 11: delete.

VI. CITY OF PETALUMA, ZONING ORDINANCE AMENDMENTS RELATED TO ACCESSORY DWELLINGS

Item 7.101 - To consider amendments to Zoning Ordinance 1,072 N X' .S.., Section
21- 407,24 to permit use of covered or uncovered parking; Section 20- 402.(1) -
to permit reduced driveway widths for parking facilities serving.,two or
fewer dwelling units; and adding Section 20 -411 specifying-the maximum
gradient of access drives as 18 %.
The public hearing was opened and closed.
Motion introduced by Comm. Tencer, seconded by Comm. Head, to recommend the
city council approve Zoning Ordinance Amendments (revisions to Sections
21- 407.24 and 20- 402(1), and adding a new Section 20-411.

the Zoning Ordinance and General Plan/EDP.

Conditions:
1. The plan shall meet all requirements of the Fire .Department as per
the attached memo.
2. On -site utility systems shall be revised to cross utility easements at
right angles only.
3. Provide additional storm drain catch basins in the "picnic sandbox
play area," at the toe of the bank west of the pool area, in additional
locations along the street running parallel to the north property line, and
where the storm drain line crosses Magnolia Avenue. Drainage' sub_ ject to
review by .City Engineer.
4. Trees to be planted in public utility easements shall be species
approved by the Public. Works Superintendent and Director of Community
Development and Planning.
5. -Utilities proposed within 20' of tree trunks shall be relocated out of
those areas or eliminated.
6. 'Each unit shall be provided with a lighted address easily
distinguishable from the internal loop street or Magnolia Avenue.
7. The project shall meet the. requirements of the .. City of Petaluma
storm water mitigation policies.
8. Existing overhead utility- lines on and adjacent to 'the site shall be
placed underground.
9. The CC & R's, (conditions, - covenants and restrictions.) for the
project shall 'be submitted in final,' recordable form prior to approval of
the final map, and shall specifically define building 'setbacks, s, prohibition
of on -site parking L of recreational vehicles and maintenance of the access
drive to..the Liberati, and Heifne -r roperties.
10. Two Eucalyptus' trees.,, one located at unit #16 and the other in the .
roadway shall ' be 'removed, and the _16" and 24" walnut, trees shown for
.possible removal shall be.,, saved and the project redesigned to the
approval of the Community 'Development. and Planning Director'.
11. That, the project. shall meet all the requirements of the City Engineer
per the attached memo.
12. A sidewalk shall be provided to connect the ..public sidewalk along
1agnolia Avenue with the project's' internal sidewalk system..
