APPROVAL OF MINUTES: The minutes of October 12, 1982 were approved as
submitted with the correction of taking Comm. Lavin's
name off -of "ABSENT" under votes, and putting in
Comm. Popp's name.

Motion introduced by Comm. Head, seconded by Comm.- Po,pp;. to approve the use
permit for an arcade of seven (7) games at 18 Petaluma Blvd. North, and
waive the bicycle parking requirement.

Item 8.80 - To consider draft amendments to the Housing Element of the
Petaluma General Plan.
Ms. Brutoco, consultant for the city, reviewed revisions to draft
amendments to the Housing Element and comments from the State of California.
Thelkpublic hearings on the environmental impact questionnaire and draft Housing
Element were opened.

Motion introduced by Comm. Head, seconded by-Comm. Popp, to recommend to
the city council adoption of the Housing Element with the recommended -
revisions, including:
Item I -3 - Clarifying allotment system policy
Item I -4 - Clarifying number of units in system
Item III -7 - Adding footnote (5) to read: More acres needed to reduce
commuter level.

Hilligoss abstained due to appointment date and missing prior work _ s - essions
PLANNING MATTERS (Tape 917 - 947)
Chairman Shearer proposed setting up a workshop to list special study
sessions. Mr_ 'Freitas advised meeting one extra Tuesday each month starting
in January, and received the Commissi'on's consent.
ADJOURNMENT The meeting was adjourned at 9 :58 p.m.

Findings
T. The City has considered any comments and mitigation measures received
pertaining to the issuance of a Negative Declaration, and finds
responses thereto to be adequate.
2. No significant adverse environmental effect will result from the project
as proposed.
3. The project is consistent with the General Plan /EDP for which the City
Master Environmental Report was certified.
4. Any potentially significant environmental effects which may occur
through implementation of a specific goal, policy or program
recommended by the Housing Element will be identified and mitigation
measures instituted. as part of the environmental review process for that
particular goal, policy or rogram prior to its implementation.
