APPROVAL OF MINUTES Minutes of November 9, 1982 were approved as

I. JEFFREY - L. FREIBERG, ZONING ORDINANCE AMENDMENT - AUTO
TOWING SERVICES (Tape 9 -182
Item 11.733 - To consider an environmental impact questionnaire for a
Zoning Ordinance amendment.
Item `.7.101 - To consider an application by Jeffrey L. Freiberg to
amend Article 12 -405 of the Petaluma Zoning Ordinance to conditionally
permit auto towing services in the C -C (Central Commercial) Zoning
District.
The public hearings were opened by Chairman Shearer.
Speaker: Dick Lieb, #1 Bodega Avenue, Petaluma, representative of
Bob Maser and Tim Hendrickson, owners ' of All Points
Towing .
The public hearings were closed.
Motion introduced by Commissioner Head, seconded. by Commissioner
Hilligoss, to recommend to the City Council to direct staff to :prepare and
post a negative declaration for the proposed zoning ordinance based on
recommended findings.

based, on recommended findings and conditions, with Condition #4's first
sentence changed to read•, "All visually damaged vehicles, machinery,
equipment, parts, tow trucks, etc., "; and Condition #5 added to
read, ,' "This use permit shall be reviewed in one year."

2. Increased truck and mechanical.noise would not be significant on
street and would be mitigated`as a use permit requirement on- site.

amendment to the Zoning Ordinance becomming effective which would

conform with the provisions of .the City Sign, Ordinance.
3. The site shall be subject to site plan and architectural , approval in
accordance with Sections 26 -500 and 26 -400 of the Petaluma Zoning
Ordinance. Site improvements shall be 'installed to full City standards
and shall be completed with all current applicable parking lot,
landscaping, fencing and screening standards met prior to occupancy.

1. ! The site, and the proposed parking lot improvements at 701 Petaluma
Blvd. North shall be subject to administrative design approval in
accordance with Section 26 -400 of the Zoning Ordinance.
2. i All required on -site and parking lot improvements shall be come feted
prior to occupancy of the building.

3. I A minimum of five parking spaces' shall be provided in accordance
with Section 20 -201 of the Zoning Ordinance for the duration of the

4. A daily litter collection program shall be undertaken to prevent the

5. Sit -down facilities for the deli shall not be permitted without the
provision of additional parking, and an amendment to the use permit.

DAON CORPORATION, PREZONING = ENVIRONMENTAL DOCUMENTATION
FINDINGS:
I. '.do: •.significant adverse environmental effects will result from the
' prezoning, as proposed., which cannot be mitigated or which will
be reviewed.' "further prior to any development plan approval for the
site.
2. Adequate environmental documentation has been prepared for this
action' =in that .a. previously approved site specific Environmental =Impact Report and the City Master Environmental Impact Report were
prepared and certified for the density shown.
3. The City Council has considered any comments and mitigation
measures received and finds that previously prepared. and certified
environmental documentation adequately addresses the proposed
prezoning .
