Mr. Freitas stated he thought the commissioners had
a good session at the League of California Cities in
Monterey March 2 -4.
April 5 was. agreed by the commissioners as the first
workshop session, to start at 7:30 p.m.

Chairman Shearer directed staff to combine presentations for both items. The

recommended environmental .findings, with Finding #6 added to. read: "The timing of
mitigation measures shall be in place 'before project is completed."

Motion introduced 'by Comm. Bond, seconded by 'Comm. Popp, to recommend to the
City Council that it approve rezoning of AP#'s 7- 380 -13, 14, & 15 from C'O to PUD
based on recommended findings and conditions.

1. The proposed use., subject to the attached conditions, conforms to the
requirements and the intent of the Zoning Ordinance and the Petaluma
G'eneral and Environmental Design Plans.
2. Such use will not under the circumstances of , the particular case -
constitute a nuisance or be detrimental to the public welfare of the
community.
CONDITIONS:

on -site .

2. All manufacturing, storage, assembly, packaging and related
operational activities shall be conducted indoors. No products, goods,
containers, debris, etc.." shall be stored outdoors.

subject to design approval by the Community Development Department
prior to installation.
4. Future noise, particulate matter, and liquid and solid wastes associated
with the use shall not exceed City or State :standards.

con'sstent, in design with the building architecture in terms of style,

FINDINGS:
1. Lynch Creek which borders the southern boundary of the site will. not be disturbed
by the proposed site improvements.
2. Lynch Creek Way is adequate. to accomodate the future vehicular traffic
generated by proposed development.
3. The project will generate an additional .689 ac /ft of runoff during a 6 inch /24
hour storm, which will be stored in a park pond system.
4. Currently, the offices are adequately screened from the adjacent freeway by way
of a 10 foot wide landscape buffer strip.
5. The project is consistent with the Petaluma General Plan and Environmental
Design Plans, and with the master landscape plan approved for the park.
6. The timing of mitigation measures shall be in place before project is completed.

specified in. Article 10 the Petaluma Zoning Ordinance (Administrative and

APPROVAL OF MINUTES: The minutes of February 8th and March 8th, 1983,
were approved as submitted.
The minutes of February llth were corrected on

CORRESPONDENCE: Chairman Shearer wanted to. know if there was a - reply ready
for Mrs. Lelouarn. regarding the condition of Cherry St. Staff,.,
advised they should have a report ready ,for, the next meeting.
DIRECTOR'S ;REPORT.: 1) Mr. Freitas advised the City Council began its
review of the GP /EDP Amendments. Penn Phillips was
turned down by the Council.
2) City Council wants to set a workshop date with the
Planning Commission, next month regarding. mitigation:'.
policies on ponding.
3)' A special workshop ;meeting for the Planning
Commissioners has been set up for April 5th.

wait on the outcome of a Supreme Court case of similar nature. It was the consensus,
