That the project is in conformance with the General Plan /EDP. u. 2. That industrial development was anticipated at this site and evaluated by the Ma ter EIR. 3. That any potential significant negative impacts will be mitigated by the recom- -• mended conditions. k Petaluma_ Poultry Processors, 2700 Lakeville Highway - 'Master Development Plan Item 13'82 FINDINGS 1. The, proposed structures and uses, subject to the following conditions will con - form to the intent.of the zoning ordinance and the General Plan /EDP. 2. The proposed structures /uses will, not constitute a nuisance or _be detrimental to thei public welfare of the community. CONDITIONS 1. That the additions subject to this use permit and the master development plan be subject to ,review by SPARC per Section 26 -401 of the zoning ordinance 2. That the architectural design and color scheme of the additions subject to this use permit, match the structures to which they will be added. 3. After SPARC review and subject to any conditions imposed, applicants shall arrange for full inspection of the two additions completed last year for which building permits were not secured, secure proper building permits and complete any required corrections. Applicants shall have 4 1 5 days to fulfill this condition including provision of any required d of strength or condition of areas, e. g . , concrete slabs, which are not visible for inspection. 4. All application materials for building permit for proposed 6,000 +_ square foot addition and the parking- landscaping improvements described in the following conditions shall be submitted not later than June 26, 1983 with construction to be completed by November 15, 1983. 5. Minimum on site parking for the plant shall be provided in the following ration: one space per one and one -half employees on the maximum shift, plus an additional 25W. Full architectural screening of roof top mechanical equipment on older' portions of the plant shall be accomplished to the approval of SPARC at the time of the future 4,;00.0± square foot cold storage /office addition is constructed. 7. Two fire hydrants shall be, installed per . the master' development plan as part, of the west parking lot - improvements. 8. Amend the master development plan. as follows: a. Increase. building setback along Lakeville frontage to 50 feet per Section 14 -600. Redesign proposed 6,,00,0± . sgtiare feet "Blast Cell" etc.. addition and show revised footprint on Master Development Plan. b. No parking to be shown in the front 50' setback area per landscape design standards adopted by Cotincil Resolution No. 8644 N.C.S. setback measured from the future Lakeville right -of -way. C. Right -of -way dedication shall be determined by the. City Engineer for the Lakeville Highway frontage;, with actual dedication occurring prior to. occupancy of proposed 6,000± square foot addition or November 15,19$3 whichever occurs first. d. Front parking area and fifty (50) foot front setback landscaping shall be at such time as the existing driveway entrances are closed. It is understood that the onsite driveway linking the _ _ -- future west parking area with the Lakeville parking area shall be permitted in the front setback. e. All building code. requirements (based on current abatements) pertaining to safety items shall be installed by June 26 r, 1983. All other required building, parking, and landscape improvements shall be bonded for and in- stalled by November 15, 1983. f. The traffic island near the fire access, the fire access itself and barricade posts at the fire access shall be designed to the approval of the 'Fire Marshal. -9. All future building additions and /or site improvements. shall be in conformance with the approved master development plan. 10. All conditions and stipulations in the attached Engineering and Fire Department memos shall be considered conditions of the use permit. The area is more appropriate for development of C' -H', 'Highway commercial uses than R -1 -6500 uses given its proximity to Petaluma Blvd. and adjacent commercial activities.
