APPROVAL OF MINUTES: The minutes of May 24, 1983 were approved as submitted.
I. Stanley ;Barrass, 1304 Scott Street - Use Permit
Item 1.394 - To consider an application by Stanley Barrass for a use permit at 1304
Scott Street for the purpose of conducting an auto repair /restoration business.
The public hearing was opened and closed.
Motion introduced by Comm. Head, seconded by Comm. Hilligoss, to approve a use
permit for 1304 Scott St. based on recommended findings and conditions.
AYES: 6 NOES: 0 ABSENT: l (Bond)
II. L. Hansen et al /J. Pollard, = vicinity of "P' St. do Terrace Ave. - EIQ & Prezoning
Item 11:729 - To evaluate the environmental impact questionnaire for the following:
Item 3.295 '- To consider an application by L. Hansen et al and J. Pollard for
prezoning AP #'s 19- 202 -06 and 07 to R1- 20,000'and R1- 40,000 (a portion of each),
located in the vicinity of "I" St. & Terrace Ave.
The publ'i'c hearings were opened and closed.
Motion introduced by Comm. Tencer, seconded by Comm. .Lavin, to recommend the
city council to direct staff to issue a negative declaration for the L. Hansen et al and
J. 'Pollard prezoning, based on recommended findings.
AYES: 7 NOES: 0
Motion introduced by Comm. Tencer, seconded by Comm. Hilligoss, to recommend to_
the city council approval of the prezoning of the lower portion of the parcels 1.8
acres of AP# 19- 202 -06 and 1.7 acres of AP# 19- 202 -07 to RI-20,000 residential
and the r6 pper portion of the lots to R1- 40,000 residential, based on recommended find-
ings.

Item 6.477 -. Request by Sonoma Financial Corporation, c/o Lucy Webb Realty, _ Inc.,
for an extension of the time limit for filing a final map to December 15, 1983 for
Willow Creek :Business Par, 26 acres industrial /commercial, located at No. McDowell
and Old Redwood Highway.
Motion introduced by Comm. Bond, seconded by Comm. Popp, to approve an extension
for Willow Creek Tentative Map for an additional six months through December 15,
1983, with the recommended conditions.

Stanley Barrass, 1304 Scott Street - Use Permit
Item 1.394
Findings
1. The proposed use, subject to the following conditions, will conform to
the requirements and the intent of the zoning ordinance and the City
General Plan/EDP-
2. The proposed use will not constitute a nuisance or be detrimental to the
public welfare of the community.
Conditions
1. No autos awaiting repair/ restoration, tires, auto parts, trash,
machinery etc. shall be stored outdoors on the site.
2. All repair/ restoration operations e.g. , servicing, painting,
sandblasting, shall be conducted entirely withing the building.
3. A`ny signing for the proposed use shall conform with the approved sign
program for the building and the Petaluma Zoning Ordinance.
4. Scrap wood, -auto parts and apparently inoperative autos (including the
three cadillac convertibles and the white van) shall be removed from the
site or stored indoors within ten days.
S. The site will be reviewed by the staff in ten days, three months, and
then periodically thereafter for compliance with use permit conditions.
Any violations of the conditions shall be grounds to set a public
hearing to revoke the use permit.
6. T,he_ use shall comply at all times with - the City's Performance Standards
a§ set forth in Article 22 of the Zoning Ordinance.
7. A sandblasting booth and a spray paint booth shall be constructed
within the building to the standards established by applicable codes
within 90 days of the date of approval of this use permit. Building
.permits must be secured prior to construction of these booths.

Item 11.729 - EIQ
FINDINGS
I. There will be no significant affects associated with the prezoning.
2. Project related impacts will be reviewed and mitigation measures identified
through subsequent environmental review of specific development plans. .
Item 3.295 - Prezoning
FINDINGS
I. The proposed zoning is consistent with the existing General Plan and -...'EDP.
R 1- 20,000 and RI-4.0,000 zoning is consistent with the suburban low density
residential and "Development Constraint Area" General Plan /EDP designations of
the area.
2. The public necessity, convenience, and general welfare clearly permit the
adoption of the proposed amendment.

Item 6.477
CONDITIONS
1. The tentative map shall be extended through December 15, 1983.
2. The project shall be subject to payment of storm drainage impact fees: as
provided for in Resolution No. 9565 N.C.S., and_, as calculated in Chapter 1.7:30 of
the Petaluma Municipal.Code.
