APPROVAL OF MINUTES: The minutes of June 14, 1983 were. approved as submitted:

Item 1.392 - To consider an application by LaRue Gendel and Cathy Castano, doing
business as "Energy Unlimited," for a use permit at 620 Petaluma Blvd. North for the
purpose of conducting an aerobic exercise classroom.
The public hearing was opened and closed.
Motion introduced by Comm. Head, seconded by Comm. Popp, to approve a use permit
for 620 Petaluma Blvd. North for an aerobic exercise classroom, based on
recommended 'findings and conditions.

designs and building locations previously approved for the Royal Oaks Mobile Home
Park, Unit I project, located on the east side of No. McDowell Blvd. between Sunrise
Parkway and Corona Road.

city council approval of the PU'D Development Plan Amendment to modify the
approved 'carport designs and building locations in Unit I of Royal Oaks Mobile Home
Park, based on recommended findings and conditions, and with Condition #4 of the
Development Plan amended to permit composition shingle roofing.

Motion introduced by Comm.. Tencer, seconded by Comm. Hilligoss, to recommend to
the city council approval of the amendment of the Oakmead - North Bay Tentative Map
Phasing Plan subject to all of the original conditions and added Condition #18:
18. This approval constitutes an amendment to the approved tentative map
phasing plan only: For purposes of complying with Section 20.24.010
(filing of final map), the tentative map approval date will remain April
20, 1981, date of adoption of Resolution #9133 N.C.S.

PLANNING MATTERS:
Jay Development Co., Casa Del Oro Unit I - Rerating of Architectural Quality

Item 12.73 (78 -79) - To consider a request by Leonard Jay to rate the architectural
quality of the: single family units proposed to be substituted for the units originally
approved under the 1978 -79 allotment review procedures.
Speakers: Leonard Jay, applicant, 9 Cloud Lane, Petaluma
Mack McCoy, architect for project, 130 Webster St., Oakland
The commissioners rerated the architectural quality on .a scale of 1 1.5, 13.6 being
necessary for the substitution of architectural styles. The new project score was 13.8.
The transfer of allotments will now be eligible for review by the city council.
VI. Election of Officers

The date of August 9th was set for the election of officers.
ADJOURNMENT:

1. The proposed use conforms to the requirements and intent of the Petaluma
Zoning Ordinance and the General and Environmental Design Plans.
2. The; use will not constitute a nuisance or be detrimental to the public welfare of
the community.
1. All future outdoor advertising signs for the use shall conform to the approved
sign program for the 'building.
2. All' existing on -site banners shall be removed prior to occupancy, or within
10 days, whichever occurs first.
3. The following items shall occur within 45 days:
a. All on- site weeds within the landscape areas surrounding the parking
lot shall be removed.
b. All approved on -site landscaping: which :has died shall be replaced
according to approved plans within 30 days of use permit approval.
c. All landscape areas shall be covered with a two inch deep bark
mulch.

1. The proposed facility is consistent with other uses which are developing in the
area.
2. As an existing use, additional traffic generated will be minimal.
3. The proposed driveway is located as far from the intersection of Baywood' Dr.
and Perry Ln. as possible.

USE PERMIT FINDINGS:
1. The proposed use conforms to the requirements and the intent of the Petaluma
Zoning Ordinance and the General and Environmental Design Plans.
2. The use will. not constitute a nuisance or be detrimental to the public welfare of
the community.
USE PERMIT CONIDITIONS:
I. The project shall be subject to site plan and architectural approval in accordance
with Section 26 -400 of the Zoning 'Ordinance.
2. No outdoor storage will be permitted on -site.
3. The rear yard landscape strip shall be planted with 15 gallon minimum sized
evergreen trees on 15 foot maximum centers to provide adequate visual. screening
from the adjacent apartment complex.
4. The use shall be provided with. a trash enclosure screen designed to meet the
Petaluma Trash Enclosure Screen Design Standards.
5. All future outdoor signing shall conform with the requirements of the Petaluma
Sign Ordinance.

Development ,Plan Amendment
FIND
1. The plan clearly results in a more desirable use of land and a better
p4hysical environment than would be possible under any single zoning
district or combination of zoning districts.
2. The District is proposed on property which has a suitable relationship
to North McDowell Blvd; and said thoroughfare is adequate to carry any
additional traffic generated by the development.
3. The plan for the proposed development presents a unified and organized
arrangement of buildings and service facilities which are appropriate in
relation to adjacent properties, and adequate landscaping and screening
are included to insure compatibility.
4. The natural and scenic qualities of the site are protected, with
a dequate available public and private spaces designated on the Unit
Development Plan.
5. The development of the subject property, in the manner proposed by
the applicant, will not be detrimental to the public welfare, will be in
the best 'interests of the City and will be in keeping with the general
intent and spirit of the zoning regulation of the City of Petaluma, with
the Petaluma General Plan, and with other applicable Environmental
Design Plans adopted by the City.
1. The proposed garage roofing materials shall match the roofing materials
used on the mobile homes which they serve.
2. The two proposed alternative carport and garage roof designs shall be
intermingled equally throughout Unit -1.
3. All pedestrian pathways shall be constructed of concrete.
