Item 11.748 - Consideration of responses to comments on the Draft Environmental
Impact Report for the Lakeville Square Apartments project (492 units; 32.8 acres).
Item 8.84 - To consider the proposed General Plan /EDP Amendment from Planned
Residential, 7.0 dwelling units /acre, to Urban Medium Density Residential, 15 dwelling
units per Iacre for the Lakeville Square Apartments project.
Staff had;'Mr. John. Wagstaff of Wagstaff and Brady, present responses to comments
on the Draft EIR.
Motion in'ttoduced by Comm. Head, seconded by Comm. Popp to recommend to the
City Council that the Environmental Impact Report for the Lakeville Square
Apartments be certified as adequately addressing all identified impacts and mitigation
measures. I

II. Lakeville Square Apartments - continued
Motion introduced by Comm. Tencer, seconded by Comm. Head to recommend to the
City Council approval of a. General Plan /EDP Amendment from Planned Residential
(7.0 dwelling units /acre) to Urban "Medium Density Residential 0,5 dwelling units /acre)'
for the Lakeville Square Apartments project based on the following findings:.
FINDINGS:
1, The type of apartment units project being designed is stressed in the Housing
Element of the City's General Plan; and' one that is state mandated.
2. The location, while close to the separator, is in an area that is least likely to
encourage opposition from local neighbors.
3. The Lakeville Square Apartments project provides a needed housing price range
in Petaluma.
AYES: 6 NOES: 0 ABSTAIN: 1 (Hilligoss)
Comm. Hilli'goss explained she abstained as she had an interest in some property that
may be affected by this action.
Comma Balshaw directed staff to prepare a report within 30 days regarding mixing com-
mercial uses in residential zones which could be used for this project. Mr. Van Logan
from Duffel Const, spoke against the idea indicating it did not make economic sense
in this, size 'project.
III. Rancho Arroyo Business Park Industrial Ave: Assessment Area - PCD Rezonin

Item 3.305 - To consider an application from Dick. York, Michael Ostrander', and Red-
wood. Oil Co. amended by the Planning Commission„ for redesignation of the following
parcels from ML (Light Industrial) FPC (Floodplain) to PCD (Planned Community
District) FPC: AP #'s .150- 020 -2, 3, 4, & 5; 7 -412 -8 & 11, and Petaluma and Santa
Rosa Railroad right -of -way between Corona Rd. and Petaluma Blvd. No. and portions
of AP #'s: 150- 020 -0 -1, 7- 412 -10, 12, 1.8, 19, 20, 23 and 24 which lie outside the
floodway zone. The area is located between the Petaluma River and U. S. 101
between Petaluma Blvd. North and Corona Road.
Chairman Shearer directed staff to present Item 3.305.

Motion introduced by Comm. Popp, seconded by Comm. Head, to recommend to the
City Couhi redesignation of the following parcels from ML (Light Industrial) FPC
(Floodplain) to PCD (Planned Community District) FPC: AP# 150- 020 -2, 3, 4 & 5;
7 -412 -8 & 1 11, and Petaluma and. Santa. Rosa. Railroad right_of -way between Corona
Rd. and Petaluma. Blvd. No. and portions of AP #'s 150- 020 -01, 7- 412 -10, 12, 18, 19,
20, 23, &,:24, which lie outside. the floodway zone, based on recommended findings and
conditions; with the following added conditions and recommendation:
12. A preamble shall be added to contain an explanation to any developer that will
use for buy property in the above designated parcels the particular -sensitivity of
the urea and the uses and restrictions of the property. -
The Commission also made a recommendation to the City Council that it; consider a
mechanism' to delay the road construction (cul -de -sacs) until the property to be served
develops or the adjacent and existing, property owners need it.
And Condition #4 (lot coverage) changed to read 40% (Commissioners Balshaw, Lavin
and Shear requested that it be noted that they had reservations regarding increasing
the % ove ° 35 %).

Staff was directed by the commission to set up a meeting for the neighborhood

It was the consensus of the commission to continue this item to the `meeting. of
September 27,.19:83.
ADJOURNMENT: The meeting was adjourned at 11:36 p.m. by Chairman Shearer
to the next regularly scheduled meeting of August 23r , 1983.

standards are such as to create an industrial environment of
sustained desirability and stability; and that such development will
meet in performance standards established by Article 22.

7. Section J -1 paragraph 7 of regulations amended to read.
"The storm water holding ponds and Stony Point right-of-way
shall be landscaped, irrigated and maintained per the
approved improvement- plans proposed for Assessment District
Number 10 and the CC &R's. as reviewed and approved b the
City Attorney. Additional landscaping 'on or adjacent to each
property may be permitted, or, 'required,. as a responsibility
of each individual ,property owner, as individual improvements
to each lot are installed. -"
8. - Section .J -`L of. proposed regulations amended to add part 3
"All .future signs shall be irr conformance with a sign program
reviewed and approved 'by the City Site Plan and
Architectural Review Committee."
8a. The sign program shall be developed and approved within 90 days of
Council approval of the PCD regulations or before the first sign permit
is issued, whichever occurs first.
The program; shall describe in text and /or graphics sign, placement on
lots and buildings, height and style, materials of construction,
compatibility with structures and lighting.
9. Section J -1 of the proposed regulations amended to add part 4:
".All rooftop or outdoor mechanical equipment shall be fully
screened, in a manner which is architecturally integrated with
the structure which it serves."
10. • Section K of the proposed regulations be revised to read as follows
"K Applicability These regulations are applicable to all
properties within the PCD as established by City 'Council
Resolution NCS or added to the district by subsequent
City Council action and shall where silent on a matter, related
to land use or development. or less restrictive than thel City
ordinances or policies. be subject to applicable City of
Petaluma ordinances and development policies.
11. Section L of the proposed regulations' added as follows
"L. Circulation Circulation and access for the proposed
district shall be provided as shown on the attached exhibit A
to include the proposed Stony Point Road extension and
public street accesses to AP #'s 150 -020 -4 and 7- 412 -8.
