The minutes of the November 15 meeting were approved as read. u CORRESPONDENCE None j DIRECTOR'S REPORT The Director introduced to the Commission Kurt Yeiter and Michael Moore, Associate Planners recently added to the Planning Department staff. was suggested by the Director that Item VII on the. agenda regarding Lndscape Maintenance Policy be discussed first as the policy had been corporated into the staff recommendations for the following items. COMMISSIONERS' REPORT Commissioner Balshaw reported that the SPARC matter had , been discussed by the City Council and that the Council agrees with the Commission on the duties of the SPARC board. PLANNING MATTERS VII. LANDSCAPE MAINTENANCE POLICY, PROPOSED PLANNING COMMIS- SION RESOLUTION 100 -83. Motion was introduced by Commissioner Hilligoss and seconded by Commissioner Read that Resolution No. 83 -100, Resolution Approving 'Standard Condition Ensuring Maintenance of Landscaping be approved. AYES: 4 NOES: 0 ABSENT: 3 Commissioner Balshaw asked that the minutes show that the Commission expects enforcement of this resolution. h 1 260 I. JACK -IN- THE -BOX RESTAURANT, 837 EAST WASHINGTON STREET, USE PERMIT REVISION, AP #007 - 022 -18, 19 & 54, (File 1.63A) Motion introduced by Commissioner Hilligoss and seconded by Commissioner Read that the matter be continued to the Planning Commission meeting to be held December 13, 1983 and that preservation of the large pine tree be specifically included in the talks with Jack -in- the -Box. Motion introduced by Commissioner Read and seconded by Commissioner Hilligoss that the Commission grant a negative declaration for the project based on recommended findings. AYES: 4 NOES: 0 ABSENT: 3 Motion introduced by Commissioner Read and seconded by Commissioner Hilligoss that the commission approve the Use Permit based upon the following conditions. AYES: 4 NOES: 0 ABSENT: 3 Commissioner Balshaw asked that SPARC be directed that the Commission prefers a high quality trash, enclosure. Condition-,! 1. Trash screens servicing the satellite store shall be located in front of the stores to protect the, nearby residents from excessive noise and odor disturbances. The 20 foot wide southern yard setback " area shall be fully landscaped and irrigated with evergreen screening materials subject to design approval by the SPARC Committee. 2. A program of daily litter collection shall be conducted for the entire shopping center to prevent an accumulation of litter in the area. 3. In order to reduce the potential for future loitering and vandalism, no video games shall be permitted in the entire center. 4. A• maximum of one low- profile monument free - standing sign shall be permitted for the entire center not to exceed five feet in height. 1 N 261 5. In order to enhance the view of the buildings for surrounding residents and motorists, the mansard roofing shall be extended continuously around all proposed building perimeter walls. This will also provide a means to screen roof mounted equipment. I 6. The 'design of all future outdoor advertising signs shall be consistent with a sign program to be approved for the center by the SPARC Committee. 7. All planting shall be maintained in good 'growing condition. Such maintenance shall include, where appropriate, pruning, mowing, weeding, cleaning of debris and' trash, fertilizing and regular watering. W henever necessary, planting shall be replaced with other plant materials to insure continued compliance with applicable landscaping r equirements. Required irrigation systems shall be fully maintained in sound operating condition with heads periodically cleaned and replaced when missing to insure continued regular watering of landscaped areas, a nd health and vitality of landscape materials. 8. No outdoor storage of crates boxes, materials, equipment, merchandise, e shall be permitted. All outdoor trash storage shall be concealed inside an approved trash enclosure screen. Outdoor sales of merchandise shall be prohibited. III.
