HomeMy WebLinkAboutResolution 97-223 08/04/1997 RESOLUTION NO. 97-223 N.C.S. of the City of Petaluma, California 3 4 OFFERING COMMENT TO THE 5 SONOMA COUNTY PLANNING COMMISSION 6 AND BOARD OF SUPERVISORS ON THE PROPOSED 7 GENERAL PLAN AMENDMENT REGARDING 8 THE SONOMA MOUNTAIN RANGE 9 10 WHEREAS, The County of Sonoma has referred for comment, by the City of Petaluma, 1 I the proposed General Plan amendment for the County of Sonoma Open Space Element to 12 expand the area of the Sonoma. Mountain Visual Landscape Unit, and amendments to 13 Chapters 25 and 26 of the Sonoma County Code concerning the placement and design of 14 structures in the Sonoma Mountain area; and, 15 16 WHEREAS, the City of Petaluma General Plan recognizes the visual significance of the 17 Sonoma Mountain Range to Petaluma and its environs; and, 18 19 WHEREAS, the City Council of the City of Petaluma has reviewed and received public 20, comments on the proposed General Plan amendments and adoption of Local Area 21 Development Guidelines for dwelling units, appurtenant structures, access roads and 22 driveways, and subdivisions to reduce the visual impact-of such development. 23 24 THEREFORE, BE IT RESOLVED, that the City Council of the City of Petaluma hereby 25 offers it support for the amendments as suggested and recommended by the Permit and 26 Resource Management Department staff and further offers the following comments; 27 28 1. Key elements of the amendments should include preservation of existing 29 vegetation, restriction or prohibition of non-agricultural fencing, preservation of wildlife 3o and riparian corridors, minimization of night-time light impacts, providing for a balance 31 between proposed development and long-term needs of existing and future agricultural 32 owners/operators, prohibition of development of "trophy homes" particularly on visible 33 ridgelines and other prominent areas of the Sonoma Mountain range, and assurance of 34 perpetual implementation of adopted policies and guidelines through deed restrictions 35 and or property covenants. 36 37 2. Use of Transfer of Development Rights (TDRs) should take into consideration the 38 potential impacts of development associated with the transfer of density into 39 unincorporated areas surrounding the City of Petaluma. 40 41 42 resosomt.doc~Pntler the power and authority conferred upon this Council by the Charter of said City.
