Mr. Freitas explained the change in the allot-

ment procedures. An applicant puts together
a project.Which is rated from an allotment standpoint at a technical meeting
by the Commission and Site Plin. Architectural Review Committee.. At the
conclusion of technical ra ing,';and the applicant receives a passing vote s

that Doint a public hearing -is held and the Commission takes nput.from the
public and sets conditions which they feel may normally be. set during the
normal zoning process. If.the - zoning is successful and passes .the Council;

The' CCandR'S were revised to allow..a transfer
of ownership of a parcel from one unit to another.
The parking stalls for the outside units were made transferable.
Burger King Restaurant
An appeal has been filed by an attorney represent-
ing PicDonald's and other shops within the older
Plaza Shopping Center and neighboring residences.

Item 1..316 - to consider a Use Permit 'application for an auto repair shop
toibe located at 1304 Scott Street. The public hearing was opened and
closed. Motion introduced by Comm, Waite; seconded by Comm. Cavanagh to
approve the Use Permit subject to the recommended conditions with the
following modification.
Condition 3 changed to read: Existing yard areas currently covered with
rock shall be improved with landscaping in accordance with current City
standards.

Zonng Ordinance Amendment to add freight operations in a M -L Zone was
removed from the Agenda and was reschulded for the December 23rd regular
meeting.

Mr:, Freitas introduced the item and gave a general overview of the study
process and the City and County.roles within it. He then focused in on
existing utility service area limitations along North Petaluma Blvd. Maps
were displayed showing the West Petaluma Study Area and North Petaluma
,Blvd. It was also announced that there would be further workshop meetings
inctluding a joint meeting with the Council in January.
