DIRECTOR'S REPORT Alotment.Technical Review Guidelines
Staff has been directed to,have a workshop
to review the allotment technical review
guidelines with the Planning Commission and Site.Plan and Architectural
Committee to test a few hypothetical projects. It was the consensus the
workshop ba field on Thursday, February 19th at 8:00 a.m.
Fairway Glen and Country Club Estates II
A copy of the E.I.R. document and visual
analysis on Fairway Glen and Country Club
Estates II was distributed to the Commission.
Petaluma West Study
Additional information will be sent the
Commission for the special Workshop Meeting
on the Petaluma West Study to be held February 18, 1981 at 7:00 p.m.

Item 3.256 - to consider an application to rezone the site at Rainier Avenue
and Rushmore Avenue from P.C.D. (Planned Cummunity District) to P'.U.D.
(Planned Unit Development). The motion was opened and closed -- Motion
introduced. by Comm. Tencer; seconded by Comm. Shearer to recommend to the
City Council approval of the P.U.D. rezoning and Unit Development Plan with
the recommended findings and conditions.
AYES: 5 NOES: COMM. HEAD ABSENT: COMM. CAVANAGH
Comm. Head voted noe as it''was not clear what kind of negative impact the
development would have on the Old Adobe School District.

Item 6.479 to review the Tentative Subdivision Map for Park :Place VII, a
101 unit condominium development. The motion was opened and closed. Motion
introduced by Comm. Tencer; seconded by Comm. Shearer to recommend to the
City Council approval of the Tentative Map, subject to the recommended

Director to issue a Negative Declaration for the project. The public hear-
ing was..opened and closed. Motion introduced by Comm. Head; seconded by
Comm.; Lavin to direct staff to prepare a Negative Declaration based on the
recommended findings.

Park-1 The public hea -ring was opened and closed. Motion introduced by Comm.
Head;' seconded by Comm. Waite to recommend to the 'City Council approval of
the Tentative Map based on the recommended.findings and conditions with the
following modification:
Condit -ion 11 changed to'read - If both the subject project and the proposed
Lakev-ille.Business Park subdivision are approved, the applicant shall offer
to provide up to one -half the cost of extending South McDowell Blvd through
the intersecting Cader parcel, or other mechanism which provides for similar
land prior to Final.'Map approval

Item 2.294 - to consider an addition to the southwest end of the Petaluma Inn
which; would reduce the required setback from 20 feet to five feet. The public
hearing was opened and closed. Motion introduced by Comm. Head to grant the
Variance to reduce the sideyard to 5 -feet and the request be considered under
the grandfather rule. Motion died for the lack of a second..
Motion introduced by Comm. Lavin; seconded by Tencer to deny the variance
as it.did not meet the required standard findings.

The applicant was informed there is a 10 -day appeal period in which to
appeal the decision to the City Council.

PARK PLACE VII - RAINIER•AVE AND RUSHMORE -
Recommended P.U.D. Findings—
1. The plan clearly results in a more desirable use of land and a better
;physical environment than would be possible under any single zoning
district or combination of districts.
2. The district is proposed as property which has a suitable relationship to
'North McDowell Blvd., which is adequate to carry additional traffic
; generated by the project.
3. The development plan,presents a unified and organized arrangement of
buildings and service facilities which are appropriate in relation to

djacent or nearby properties, and adequate landscaping is proposed.
4, The natural and scenic qualities of the site are protected, with adequate
a vailable public and private spaces designated on the Development Plan.
5. The proposed development will not be detrimental to the public welfare,
will'be in the best interests of the City,. and will be in keeping with

he general intent and spirit of the Petaluma Zoning Ordinance and the
6eneral and Environmental Design Plans.
Recommended P.U.D. Conditions

1. All security measures recommended during.the allotment procedure shall be
integrated into plans.
Z. Proposed building exteriors, carports, trash enclosures, fencing, outdoor
lighting sidewalks, landscaping, irrigation, and mail boxes shall be
- consistent in design'wth those approved for Phase VI, subject to approval
by the S.P.A.R.C. Committee.
3. Covered parking spaces located at the end of carports shall measure at
least eleven (11) feet -six (6) inches in width. All pedestrian walks
shall be constructed of concrete.

Recommended Tentative Map Findings
The tentative map is in conformance with the requirements of the Subdivision
Ordinance and the Subdivision Map Act.
Recommended Tentative Map Conditions
1. Removal of any existing on-site trees which exceed four (4) inches in
,diameter shall be subject to approval by the S.P.A.R.C. Committee.
2. Lot areas and dimensions shall be provided to describe all parcels.
3. All driveway and parking areas shall be bordered with an approved six (6)
inch-concrete curbing.
4. The name "Park Place Drive" shall be modified to not include more than
one (1) loop street.
.5. The applicant shall comply with all requirements of the City .Engineer as
stated in the attached correspondence, and shall provide all necessary
on -site utility easements.
6. All common facility structures located in Park 'Place VII shall be completed
no later than occupancy of the twentieth dwelling unit.
7. Fire hydrants.of specified size, location and capacity shall be provided
as required by the Fire Chief.
8. Drainage,and grading design shall be subject to review and approval by
the Sonoma County Water Agency.
9. The conditions, covenants and restrictions (CC & R's) fo,r Park Place VII
shall be consistent with those approved for Park Place VI.

TENTATIVE SUBDIVISION MAP CONDITIONS
1. . All existing on -site trees shall be preserved unl -ess removed for street
grading and sight distance as may be required by the City Engineer; or unless
approved by the S.P.A.R.C. Committee for the following purposes: a protective
tree thining program, minor tree removal to accommodate storm drain crossings,
tree removal along Lakeville Highway to expose views of future buildings.
2. Planting and building setback lines on lots 7 and 8 shall be the same as
those proposed for lot 5.
00 3. A program of visually screening electrical transformer boxes shall be
M completed, subject to approval by the Community Development Department and
P.G. &;E. prior to Final Map Approval.
4. Front property lines of lots 6 and 48 shall be adjusted to provide area
Q for the future construction of bus shelters adjacent to proposed bus pull -out
spaces.
5. Grading and drainage design shall conform with the Sonoma County Water
Agency Design Criteria.
6.. Public utility easement locations,and widths shall be subject to approval
by P.G. & E., Pacific Telephone and the City Engineer:
7. During the course of development, if archaeological materials are found,
all work in the vicinity of the find(s) shall be stopped and a qualified
archaeologist contacted to evaluate the materials and make recommendations for
mitigation as deemed necessary.
8. The applicant shall comply with all requirements of the City Engineer
outlined in the attached correspondence.
9.. P'r'oposed master landscape and irrigation plans shall be submitted to the
S.P.A.R.C. Committee for review and approval prior to Final Map approval.
10. The conditions, covenants and restrictions drafted for the park shall be

13. Future building construction in the project shall take place in strict
conformance with all applicable earthquake resistant construction standards.
14. The applicant shall provide a perpetual maintenance agreement for the
private maintenance of the three (3) street planter islands, subject to approval
of the City Attorney.
15. A front yard sidewalk system shall be installed prior to acceptance of
the project street improvements by the City.
16. The applicant shall provide a, program of perpetual maintenance for the
existing site perimeter tre @s, and front yard landscaping. The program shall
be enforcable by a property owners association and the City of'Petaluma, and
subject to content approval by the City attorney prior to Final Map approval.
