Item 1.324 - to consider a Use Permit Application for a limited speciality
food store at 450 Lakeville Street (A.P. #07- 171 -10). The public hearing was
opened and closed.
Motion introduced, by Commissioner Tencer; seconded by Commissioner Waite to
approve the use permit subject to the recommended conditions and also that the
property owner be advised of the Commission's concern that they not have to
review any future requests for variances, and that future uses selected for
the building or complex meet the available off- street parking requirements.

significant environmental impacts of amending the Petaluma EDP (General Plan)
from Industrial to Service - Commercial for a 23 acre parcel (A.P. 4007 432 - 01)
at Stony,Point and Denman Road to allow a rezoning and use of the property as
an automobile sales and service center. The public hearing was opened and

Commissioner Tencer addressed the fact that to go ahead with a project of this
type could possibly jeporad'ize the City's standing in the flood insurance
program. f

They noted. that it would be better if visual aids were included in the report
so that the data and recommendations could be more easily understood.
Motion introduced by Commissioner Waite; seconded by Commissioner Lavin to
recommend the City Council authorize staff to issue a Negative Declaration
based on the recommended findings.

Findings

The staff recommends that the Commission recommend to the City Council that it
direct the Community Development Director to prepare and post a Negative
Declaration based on the following findings;
1. Mitigating measures for potential future a.rchaeological.finds and means
for the pr=eservation of the on -site windmill are required .as a condition of
the Tentative Map.
2. No earthquake faults are believed to be active on the site.
3. Additional air pollution generated by the project is not expected to
exceed permissible standards.
4. Proposed development is not expected to have a significant,'impact on the
adjacent marsh wild -life habitat. The proposed row of evergreen trees which
would separate the site from the arsh will provide a buffer. Design approval
of the Adobe Creek improvements by the Fish and Game Department should insure
proper consideration for the fish and wildlife.
