requirements for occupancy.
2.; The animal treatment and storage area shall be insulated for noise.

Findings

as a condition of the Tentative Map.

Lynch Creek.
3. Projected traffic generation is not expected to impact neighboring streets
beyond their planned capacity:
4. The proposed- close proximity .of medical offices to the Valley Hospital
should serve to enhance community emergency services.

all work in the vicinity of the find(s) shall be.stopped and a qualified

3. A program of. visually screening electrical transformer boxes shall be
completed, subject to approval by the Community Development Department
and P..G. &'E, prior to Final Map approval.
4. Grading and drainage design and creek landscaping shall conform with the
requirements of the Sonoma County Water Agency and the State'Fish and
Game Department. Landscaping of the area within thirty (30) feet of
Lynch ,Creek shall be completed in conformance with the recommendations of
the biological reconnaissance report. Grading and drainage design plans
shall also be subject to review and approval by CALT-RANS.' ,Parcel - A
shall be maintained in private ownership. A_hydrolic maintenance access
easement shall be dedicated to the City along the full 'length of Lynch
Creek.
5. The conditions, covenants and restrictions drafted for the.pa_rk shall be
subject to approval by the Community-Development Department and City
Attorney prior to Final Map approval subsequent to review and approval
of the CCandR'S by the Planning Commission
6. The proposed Master Landscape shall be submitted to the `SPARC
.Committee for review and approval prior to Final Map approval, in accord-
ance with Section 26- 40.O,of the'Zoning Ordinance,

7. The applicant shall provide a perpetual landscape maintenance agreement
for the proposed street planter island, all landscaping located within at
least twenty -five (25) feet of street property lines, all landscaping
located within at least thirty (30) feet of the northern Lynch Creek
bank, and all landscaping located within ten (10) feet of the freeway.
The program shall be enforcable by a property owner's association and the
City of Petaluma, and subject to content approval by the City Attorney
G prior to Final Map approval.
8. The front and side yard concrete sidewalk system shown on the Master
Landscape be provided with appropriate public access easements,
�[ and installed prior to City acceptance of the project street improvements.
9. 'The benchmark used topography references shall be indicated on plans
(20.16.150). The Community Development Director's signature block shall
;1contain a line for the approved City Council Resolution number. Building
°front yard setback lines shown on individual lots shall be corrected to
correspond with t_he twenty -five (25) foot front yard setbacks shown on
the typical street section and on the Master Landscape Plan. Common
access easements for all lots which share driveways shall.be provided on
plans (20.16.310). The proposed street landscape island shown on the
i ^Master Landscape Plan (at the North McDowell Blvd. /Medical Park Drive
intersection) shall be shown on the Tentative Map, subject to approval by
the Community Developeent Director and the City Engineer. The "Minimum
Lot Size" note and the "Building Locations" note shown on the tentative
map are not required and shall be deleted.
10. Monolithic sidewalks shown on the typical street section shall be corrected
to correspond with the proposed meandering sidewalk system shown on the
Master Landscape Plan. The typical street section shall be modified to
include "no parking" notes over each :travel lane as proposed. The future
street named Grayview Way shall be changed to approved name in
order to avoid its similarity with the existing Gray Lawn Avenue. The
typical street section shall include the names of the streets it represents.
11. 'A one (1) foot non- access easement shall be provided along the full
- length of the North McDowell Blvd. of lots 1 and 14.
12. ' Master landscape plan approval (20.16.330) shall apply to all yard areas
within twenty -five (25) feet of fronting streets, area within thirty (30)
feet of'the northern Lynch Creek bank, proposed landscape areas within
forty (40) feet of the freeway, proposed building, patio orientation
toward the freeway (lots 5, 6 and 7), the conceptual layout of parking
lots shown on.lots 8 - 11, and the landscaped pathway shown between lots
10 and 11.
13. Deco.ra -tive wood s'treet lighting standards. may be integrated into plans,
at the option of the developer, and subject to approval by the City
( Council.

Subject: Petaluma Valley Medical Center - Tentative Map
Dear Commissioners:
Section 20.16.420 of the Subdivision Ordinance specifies that the City
Engineer shall prepare a written report of recommendations on the Tentative
Map in relation to the Public Improvement requirements of the Subdivision
Ordinance and the provisions of the Map Act.
1. An irrevocable offer of dedication of 20' should be along the
southwesterly property line to accomodate future freeway lane in con-
junction with Rainier Ave. Interchange. The storm drain system pro-
posed should lie outside of this area.
2. The proposed sanitary. 'sewer should continue along the Grayview Way
alignment until,it has traversed the adjacent parcel to eliminate
several connections across private property. The portion constructed
across the parcel adjacent to Rainier should be in an easement.

Conditions
1. The applicant shall comply with.all requirements of the City- Engineer

shall be a minimum of one (1) foot higher than the 100 year flood level.

Section 20.16..420 of the Subdivision Ordinance specifies' that the City
Engineer shall prepare a written report of.recommendations on the Tenta-
tive map in relation to.the Public Improvement requirements of the
Subdivision Ordinance and the provisions of.the Map Act.
This departmen has reviewed the above tentative map and.finds it to be
in conformance with the Subdivision Ordinance.

1. All possibilities should.be explored for insuring that the off -site
"'overstepped promdntory" located at the top center of the rear slope be
graded to a maximum 1 as soon as possible. This is considered necessary
;for maintaining public safety.
2. Detailed landscape plans, should be subject to review and recommendation
by the Petaluma Site Plan.and Architectural Review Committee.
3. All unused machinery, debris, abandoned concrete foundations and unused
structures should be removed from the site, and all existing grading
scars and ridges should be temporarily rough graded to enhance the view
sand safety of the site until such time as final grading can be completed.
