Item 6.483 - review the Tentative Subdivision Map of Spring Meadow
Subdivision Phases II and III for .a 128 unit development at Ely Blvd S
and Caulfield Lane. The public hearing was opened and closed.
Motion introduced by Comm. Tencer; seconded by Comm. Lavin to recommend
to the City Council approval of.the Tentative Subdivision Map,,' based on
the recommended findings and conditions with.the following modifications.
Condition l delete, which read: Amend proposed tentative map to ,show 128
lots as indicated in unit development plan condition #1.
Condition 7 changed to read: Provide a mechanism for maintenance of
landscaping and irrigation system in creek area and bus stop area. To be
approved by City Engineer /City Attorney prior to Final Map approval.
Condition 8 added to read: Prohibit the use of exterior hard -board
siding.
Recommendation 2, City Engineer's letter, delete, which read,: if the
maps are intended to be filed in sequence, the improvements across Caulfield
Lane and Garfield Drive shown as portions of .Unit 4 should be built in
conjunction with the improvement plans for Unit 3.

11.630 — Negative Declaration - Findings
1. Mitigating measures for potential future archaeological finds are required as
a conditi ' - on of the Tentative Map.
2. Addi demand for public services will be compensated for by anticipated
property tax revenues and required impact fees.
3. Proje�cted traffic generation is not expected to impact neighboring streets
beyond their planned capacity, (Additional lanes into site and traffic signals
are propos as mitigating measures).

6.477 - T'entative•Subdivision Map - Conditions
1. The applicant.sh'all comply with all requirements of the City Engineer
contained in the attached correspondence.
2. During the course of development, if. archaeological materials are found, .
all work in the vicinity of the find(s) shall be stopped and a qualified
archaeologist contacted to evaluate-the materials and make recommendations for
mitigation as deemed necessary.

3. A program of visually screening electrical transformer boxes shall be
completed., subject to approval by the Community Development Department and
P.G. &,E. .prior to'Final Map approval. r
4. Grading and drainage design shall conform with the requirements of the
Sonoma County Water Agency land the State Department of Fish and Game,.
Due to the proximity of the site to U.S. 101, grading plans shall also be
submitted to CALTRANS.
5. The conditions, covenants and restrictions drafted for the park shall be
subject to approval by the Community Development Department and City Attorney
prior to Final Map approval.
6. The.applicant shall provide a program of perpetual maintenance for all
landscaping approved on the master landscape plan,, including any required
street 'landscape islands. The program shall be enforcable by I Property
Owner's Association and the City of Petaluma, and subject to content approval
by the City Attorney prior to Final Map approval.
7. Willow Creek shall be improved to flood control standards as a part of
the first phase of the development noted on the tentative map and as a ".natural
waterway" subject to approval by :the State Fish and Game Department, the
Community Development Department, and the Sonoma County Water Agency.
8. The proposed Mas "ter Landscape Plan along with typical lot landscaping and .
irrigaaion•system plans shall be submitted to the S.P.A.R.C. Committee for
review and approval prior to Final Map approval, in accordance with.'Section
26 -400 of the Zoning Ordinance. The.Master Landscape Plan shall be revised to
contain a twenty =five (25) foot wide (minimum width) strip of berined lawn area
along Old Redwood Highway.
9. Parcels 1-5 and 11 shall be ,provided.with one(l) foot non- a'c_cess easements
and oriented so as to be accessable to vehicles only by way of'Wilco Way.
10. Existing partially grown on -site Monterey Pine trees shall be relocated
and,pres'erved, where determined by a tree specialist to be feasible and subject
to .approval by the Community Development Department. Notes regarding tree
removal shown on the Tentative Map shall be removed.

11. A City standard bus pull -out and shelter shall be provided near the
intersection of North McDowell Blvd. and Old Redwood Highway subject to design
approval by the City Engineer and SPARC Committee.
12. 'The existing freeway grade and width shall be indicated on the Tentative
Map (- 20.16.130). The "existing" and "proposed" zoning statements on the
Tentative Map shall be revised to include the Flood Plain Combining District.
The vicinity map shall comply with all provisions of Section 20.16.050.
Street names shall be subject to approval by the Street Naming Committee.
Street yard setback lines shall be shown on the tentative map for each individual
parcel at a minimum of twenty -five (25) feet. Existing setback statements in
the notes section of the Map. and on the "Typical Lot Sections" shall be deleted.
All driveways connecting,to Old Redwood Highway on the opposite side as the
site shall be shown on the Tentative Map. The Community Development Director's
signature block shall be-provided on plans. Street sections shown on the
Tentative Map shall indicate "no street parking" as proposed by the applicant.

Section 20,1 the Subdivision Ordinance specifies that the City Engineer
shall prepare a written report of recommendations on the tentative map in relation
to the Public Improvement requirements of the Subdivision Ordinance and the pro-
visions of the Map Act.
1. The'section of N. McDowell Boulevard between Old Redwood Highway and Wilco
Way should.be four lanes to accommodate . turning movements and should be centered
on the existing N McDowell Boulevard•,
2. The property line radius at Wilco Way and N. McDowell Boulevard should be 30
feet The street shown as future 60' right -of -way shall be realigned for better
sight distance.
3. There is a sanitary sewer .assessment district in the area and the boundary apparent
ly traverses the property and should be shown-,"Segregation of the assessment dis-
trict will be required prior to filing of the final map,
4.. The existing water main in Old Redwood Highway should be extended across the
entire frontage;
5. An 1 it. non - access easement should be granted to the city along the Old Redwood
Highway frontage;
6.. The typical section for Old Redwood Highway should include seven foot between
curb face and property line, not six feet as shown.
