MINUTES: Minutes of May 12, 1981 were approved as
submitted
DIRECTOR'S REPORT: West Petaluma Specific Plan
The Commission received a copy of the Council's
r "esponse to the City's position regarding the
West Petaluma Study. After the County has taken action on the study for
those areas that would effect our General Plan /EDP Plans, or where land
use areas that would be designated or have to redesignated, or additional
policies, that are not in our plan, we would take those changes through at
that time.
Revised Allotment Process
A packet will be completed in the next few weeks
which describes the revised allotment process
that will be handed out to prospective developers. There will be a special
workshop meeting in June,before an actual project is taken on, to go.over
the areas that were not ' considered.at the last meeting.

at 45 0 Lakeville Street. The public hearing was opened and closed.
Motion introduced by Comm. Waite; seconded by Comm—Shearer to grant the Use
Permit based on the standard finding and recommended conditions.

ZONING ORDINANCE AMENDMENT - ADD AN R -1- 5,00.0 ZONE - "AMENDING - ARTICLE 4

Item 11.553 - to evaluate an Environmental Impact Questionnaire for an amend-
ment to Ordinance 1072 N.C.S. to create an R -1 -5,000 District. The public
hearing was opened and closed.
Motion introduced by Comm. Waite; seconded by Comm., Cavanagh to recommend the
City Council authorize issuance of a Negative Declaration based on the
recommended finding.

ZONING ORDINANCE AMENDMENT - AN R =1 =5,000 ZONE
Item-7.87 - to amend Ordinance 1072 N.C.S. to create an R -1 -5,000 District,
Article 4. The public hearing was opened and closed.
Motion introduced by Comm. Lavin; seconded by Comm. Waite to recommend to
the City Council approval of amending Article 4 of Ordinance No. 1072 N.C.S
to add an R -1 -5,000 Zone

ZONING ORDINANCE AMENDMENT - COMMERCIAL RECREATION FACILITIES -ART, 14

was opened and closed.
Motion introduced by Comm. Waite; seconded by Comm. Lavin to recommend the

City Council approval of amending Article 14, by adding Section 14,411 to
permits commercial recreation facilities with a conditional use permit, based
on the recommended findings.

Item 7..89 - to amend Ordinance 1072 N.C.S. to provide that development of
industrial and commercial subdivisions in PCD (Planned Community Districts)
may proceed directly with a Tentative Subdivision Map application -, without
PUD (P.lanned Unit Development)Rezoning. The public heaving was opened and
closed.
Motion introduced by Comm.'Tenc'et; seconded by Comm. Shearer to recommend
to the City Council approval of the Zoning - Ordinance Amendment based on the
recommended findings.

SUBDIVISION ORDINANCE MERGER PROVISION - WELSH

It was the consensus of the Commission to review the Welsh proposed merger
of real property at their meeting of June 23, 1981.

There will be a special Allotment Workshop Meeting on Friday, June 12,
at 8:00 a.m. to 10:00 a.m. Commissioners and SPARC Committee are to
be notified.

on -site due to the inadequacy of available parking.
