MINUTES Minutes of May 2.6, 1981 were approved as corrected.
Page 2, Item 7.87, delete - Comm=. Tenter requested
a copy of the CCandR'S be furnished the Commission
at the same time a PCD is submitted, and insert under Item 7.89, Page 3.
DIRECTOR'S REPORT: Residential,Development Control System Meeting
The final meeting to review the = Allotment System
will be held on June 12 from 8:00 a.m. to 10:00
a. m. in. the Law Library.

Item 11.,657 - to evaluate an Environmental Impact Questionnaire` - to rezone
the property located on the east side of N McDowell Blvd from PCD to PUD,
(Planned Unit Development). The public hearing was opened and closed.
Motion introduced by Comm. Head; seconded by Comm..Shearer to recommend the
City Council the issuance of'a Negative Declaration based on the
recommended findings.

Item 3.266 - to consider an application to rezone AP No. 137 - 060 -1.7 located
on the east side of N McDowell Blvd, near Sunrise-'Parkway,.from PCD (Planned
Community District) to PUD (Planned Unit Development), in a Flood Plain
Combining District for the construction of a 92 -=unit mobile home park and
a small professional office 'area. The public hearing was opened and closed.
Motion.introduced by Comm. Head; seconded by Comm. Shearer to recommend to
the City Council approval of the PUD rezon ng,;the Development Plan, based
f' on the standard findings and recommended conditions with the following
modification to the Development Plan.

. Condition 7 changed to read Half street improvements. to North McDowell
Blvd. and full street improvements to the frontage road shall be completed
at the time that either adjacent parcel develops. - or when the applicant
constructs the commercial property - whichever occurs first, and half
streiA improvements to Maria Drive'shall be completed with Phase II of the
development, subject to design approval by the City Engineer. The water
mains' shown traversing the property shall be contained in a ten (10) foot
easement.

Environmental Findings:
I. Traffic generation will be minimal.
2. The development will provide lower cost housing for the elderly.
3. The additional demand for public services will be substantially supplied
by required City development fees.
4. Future-improvements in the Flood Plain will.be required to conform with
all pertinent, flood safety regulations.

P.U.D. Rezoning Conditions:
1. The office portion of the site shall conform with all provisions of the
,C -0 (Administrative and Professional Office District), except as modified
-b elow;
- rFuture buildings and parking lots shall be setback a minimum distance of
'twenty -five (25) feet from North McDowell Blvd. and twenty (20) feet from
00 °"all other streets.
- No parcel shall have direct vehicular access to North McDowell Blvd. by
way of private drives.
T - A minimum of sixty (60) percent of the paved driveway connection between
North McDowell Blvd. and the mobile home park shall be maintained as
paved driveway or parking area in order to provide adequate access to the
underlying utility lines.
2. The mobile home portion of the site shall conform with all provisions of
the M -H (Mobile.Home Park) District.
3. A covenant or other legally binding agreement, running with the land,
;(shall) be executed between the developer and the City of Petaluma, in
form approved by the City Attorney, which will insure restriction of
occupancy of said dwellings to persons 62. of age and older.

4. The park name (Youngstown II) shall be.changed so 'as not to duplicate or
nearly duplicate the name of any other mobile home park or subdivision in
the City, subject to approval by the City Council.

Development Plan Conditions:
1. Development in the proposed off ice area„ and the mobile home park shall
be subject to design review in accordance with Section 26 -400 of the
Zoning Ordinance.
2,. The proposed access drive connecting North McDowell Blvd. with the ;Park
shall be abandoned at such time as a public street connect -ion to the
western entry of the Park is completed through neighboring properties.
A bond which guarantees the proper abandonment and partial removal of the
dr.iv''e.shall be provided to the 'City prior to the issuance of any on -site
.development permits, subject to approval by the City Attorney and Community
Development Director.
3. All access drives shall be properly designated with "No. Parking" signs,
and given approved street names. All access drive intersections shall
have a minimum fifteen (15) foot radii.
4. In accordance with the statement by the attorney representing the applicant
at the allotment exemption meeting of the City council all future mobile
homes in the,Park shall be constructed with wood or.simulated wood exterior
wall siding and shingle roofing.
5. Sign plans shall be modified to conform with Section 21- .204.8 of the Sian
Ordinance: One (1) non - flashing lighted or unlighted identification sign,,
not exceeding sixteen(.16) square feet, shall be permitted on the site of
a mobile home park.
6. Proposed brick walls bordering public streets shall be relocated twenty-
five (25) feet back from'the street right -of -way line.
7. Half .street improvements to North McDowell Blvd. and Rill street im-
provements "to the frontage road shall be completed at the time that either
adjacent parcel developes,- or when the applicant constructs the
commercial property - whichever occurs first, and half street improvements
to Maria Drive.shall be completed with Phase II of the development,
subject to design approval by the City 'Engineer., The water mains shown..
traversing the property shall be contained in a ten (10) foot easement.
8. All improvements shall conform with the Flood.Control Design Criteria of
the Sonoma County Water Agency.
