Motion introduced by Comm. Head; seconded by Comm. Cavanagh to recommend the City'!Council authorize issuance of a Negative Declaration based on the recommended,findings. Comm. Shearer requested to be excused because of a conf ?itict of interest. AYES 6 EXCUSED: Comm. The public hearing was opened and closed. Motion introduced by Comm. Cavanagh to recommend to the City Council the propcsed' linkage,of.McPherson Street from the David D:. Young property to Docty'r Way be deleted. The motion died for the lack of a second. The Commissioners discussed the matter and felt that it had been resolved at the piezoning stage and that it had been determined by the Commission and the City Council that the street linkage go through. Q DIRECTOR'S REPORT: Special Commission Meetings Due to several major projects to come before the Commission, including an EIR on the Wastewater Irrigation Project, and the Frates Ranch EIR, there will be a need for additional meetings in July and perhaps in August. The regular Commission meeting dates in July are the 14th and 28th. The Commission was asked to set aside July 21 for a special meeting, and perhaps pencil in the first Tuesday in August, August 4th. No significant adverse environmental effects will result from the project as proposed, or any potentially significant effect will be mitigated by the proposed design and execution of -the project. 2. Tenta Map Conditions: 1. Office structures in the flood plain area will be constructed on raised pads to an� elevation one foot above the 100 year flood level. Remainder of property is not tci be filled until /unless Capri Creek improvements, through the Perry property, are constructed. 2. The preliminary landscape plan and site plans shall be redrawn to conform to the pf'Tposed Tentative Map including McPherson Drive. 3. �oposed drainage system shall be designed in accordance with the Sonoma County Water Agency Flood Control Design criteria. 4. Gross over agreements must be established to allow common driveways and parking areas for Lots 2 and 3, 4 and 5, and 6 and 7. 5. This project will be . included in a study area for participation in a - benefit district for the Rainier Avenue overcrossing. Resolution of the study area and Council action will be finalized prior to Final Map approval. 6.
