CORRESPONDENCE; Zoning Ordinance Amendment /Swede School
Request to file a General Plan Amendment
for the Swede School located at approximately
331 Keller Street to permit the use of that property for professional
offices. It was the consensus of the Commission the staff work on the
General Plan change and the amendment be scheduled for by
the Commission as soon as feasible.
Merger of Real Property- Welsh
Request to appeal the proposed merger of
property at 2nd.and H Streets (AP No. 008-194-
19 and 20). City Attorney Keene advised the Commission to proceed to
conclusion the presentation of evidence relative to the merger. Mr. Keene
stated that substandard lots are merged under the Petaluma Merger Ordinance
and there was nothing to establish that either of the parcels is substandard.
Ordinance 202.28.100 provided -that a lot depth in excess of twice the width
shall_ be avoided whenever possible.
Motion introduced by Comm. Tencer; seconded
by Comm.,Head to withdraw the intent to merge
the property.

DIRECTOR'S REPORT: Old Adobe- Frates Ranch Project .
The bulk of the comments and responses to the
Frates Ranch EIR will be considered at the
August 11 Planning-Commission meeting. The,Air Quality Study will be
considered at a special meeting on August 4.

and a Flood Plain Combining District classification. The public hearing
was opened and closed.
Motion introduced by Comm. Tencer; seconded by Comm. Lavin to recommend
to the City Council the adoption of the General Plan /EDP amendments, as
outlined in the staff report.

to recommend that the City Council make the findings that the potential
impacts of the proposed prezoning have been adequately addressed by the
MEIR on the City 'General Plan'(certified by the City Council on October 27,
198.0), by the Environmental Assessment included in the West Petaluma Study
(recommended for certification by the Sonoma County Board of Supervisors
on June 20, 1981),.and by the Negative Declaration_is$ued on the.Gray
Annexation -by the Petaluma City Council May 27, 1981.

The potential impacts identified by these documents shall not be generated
by approval of the.proposed prezonings. Impacts generated by subsequent
development shall.be addressed inconjunction with the specific development
plan.

AP 048- 142 -01 along. Petaluma Blvd N). The public hearing was opened and closed'.
Motion introduced by Comm. Waite; seconded by Comm. Lavin to recommend the
City Council amend the General Plan /EDP designation from Planned Residential
to Service Commercial with recommended conditions.

T Item - to consider the Draft Subsequent Environmental Impact Report,
prepared by Brown and Caldwell, consultants, to evaluate the potential
significant environmental impacts of reuse of wastewater in the Lakeville
area of East Petaluma entitled the City of Petaluma Wastewater Irrigation
Project. The public hearing was opened and closed.
Speakers: - Thomas Hargis, City Engineer
Paul Scheid'egger, Brown and Caldwell
Norman Grazeta, 87 Maria Drive - was very disturbed by report in terms
of the public health effects. Very important and large areas were totally
slighted over. - 1) chlorinate hydro - carbons; 2).discussion of organics in
the water. What are the risk factors, particulary speaking of life time
risks{
Margaret Kullberg, 1036 Stage Gulch Road - EIR does not address the health
problem. Does not consider alternatives for a wastewater marshland habitat
or an aquatic plant system.
Bill 1ortum, 180 Ely Road commended the project, The EIR is inadequate as
it does not separate 'the irrigation of the.Frates Ranch golf course from
r the agricultural land. The loss of agricultural land - should be addressed.
Mrs. McCulloch, 3606 S Ely Road Questionned whether this project tied in
with the Tolay Lake project.
Frank Dono, Enviro Health Specialist, Sonoma County, 3313 Chanate. Road,
Santa:Rosa - clarify the type of requirements and effluent that will be
used. Buffer setbacks from 50 ft. to 100 ft. required from all springs
and wells.
Bill Murphy, Belmont, CA - the EIR is adequate.
Richard Robert, 119 Post Street - Names several golf courses irrigated by
effluent with no health incidents reported from the wastewater irrigation.
Rita Card'o,za °,.5869 Lakeville Highway, representing Concerned Citizens for
Agriculture.: - -A wastewater reuse plan without impacts associated with
hillside - irrigation should be explored. The 50 foot buffer zones between
the i'rri4at-ion'SDrinklers and buildings and streamms. is. ludicrous because
of the windy 'conditions in the area. A strict monitoring program is needed
to define measures for assuring public health. A system of fines against
violators should be provided, and surface water protection measures should
be discussed. 3

Jim Flocchini, 7078 Lakeville Highway, concerned if springs become
contaminated ; who is responsible if his livestock become ill.
John Gillman, Santa Rosa - concerned with the loss of prime agricultural
land.
Vasco Brazil, 4551 Lakeville Highway concerned with irrigation spray
drifting.to.adjacent properties and water runoff. An effective monitor-
ing enforcement program is needed. Read findings from-.James Brownell on
disposal of treated wastewater by irrigation.
Motion introduced by Comm. Tencer; seconded by Comm. Waite to recommend
to the City Council to certify as to the adequacy of the Draft Subsequent
EIR, based on responses to comments and staff recom men dat ions, .and that
the consultants, Brown, and Caldwell further document their justification
for saying.the projected wastewater level will not exceed State regulatory
agency guidelines.

Comm Head stated the EIR has not thoroughly addressed the area of public
health.
