(Tape 9 - 389) Item 11.674 To evaluate the Environmental - Impact QuestionnaYre for the Nizibian project, AP Vs 019 - 232 -06, 07, & 16. The public hearing was reopened from October 27, 1981 closed. Motion introduced by Comm. Head_ to direct staff to prepare an Environmental Impact Report. Motion failed for lack of second. Motion introduced by Comm. Waite; seconded by Comm—Popp -to approve the Use Permit based on the standard findings and recommended conditions with.the following modifications: Condition No. 2 changed to read: No -truck parking,, storage or repair activities shall take place in any of'the three on -site public parking lots, on North McDowell Blvd., or in neighboring areas. Condition No. 4 clanged.to read: All trucks approaching or.leaving the site from outside Petaluma on U. S. 101.shall enter and exit by way of the Old Redwood Highway interchange. Motion by Comm. Head; seconded by Comm. Popp.to grant an extension of time for the filing of the final map of NcNear Manor Subdivision until May 5, 1982. . AYES: 6 ABSTAIN: 1 (Comm. Waite) SPHEREOF INFLUENCE (Tape :576 - 693) Presentation by staff of draft report and map of Petaluma Sphere of Influence. It was the consensus of the Commissioners to forward.the Petaluma Sphere of Influence to the City Council for recommendation to LAFCO.. ADJOURNMENT The meeting was adjourned at' 9:49.P'.M. The additional development which will be proposed for the site includes six more dwellings than shown on the General Plan at the time the Master EIR was prepared. The over-all impact of an additional six units is not considered environmentally significant. 2. No significant adverse environmental effects will result from the project at proposed. All automobile detailing, trimming, painting, or other work shall take place indoors. 3. -All illegal signs relating to businesses located at 1320 Commerce Street shall be removed. It is recommended that the.property owner(s) be required to develop a coordinated sign program to serve the needs of all the tenants of the building and subject to' approval by the S.P.A.R.C. 'The site is located on a major arterial street (North McDowell Blvd.) which is adequate to accomodate - the automobile and truck traffic generated by the use. 2. All truck related activities will be visually screened from the view of motorists traveling on nearby-.streets by a decorative wall and landscaping. 3. Street parking along North McDowell Blvd. shall be removed and street lane striping.shall- be_modified to- double left turn lanes subject to approval.by the City Engineer. (b)
