The A.P. #'s should be changed to read: 019 - 232 -06, 16, 19 and 20. CORRESPONDENCE The Planning Director mentioned the annual meeting for Planning Commissioners at U.C. Berkeley, scheduled for December 15. If: any commissioners are interested in attending this meeting they should contact the Planning Director. MAGNOLIA HILLS - MAGNOLIA /PETALUMA BLVD. Motion introduced by Comm. Tencer; seconded by Comm. Popp to recommend to the City Council to direct the staff to issue a Negative Declaration subject to the recommended findings. The public hearing was continued from 11 /10. Staff proposed to continue the items to 12/22. Go Consensus of the Commission was not to continue the items, but rather to re- advertise the public hearing after the applicant submits revised plans and appropriate review by staff. NORTH AND LYNCH CREEK - TENTATIVE MAP EXTENSION IN TIME Item `6.424 - To consider a request for an extension of time to March 2, 1982 ,for the filing of the final map for Village Meadows, Unit I. The public hearing was opened and closed. Motion introduced by Comm. Tencer; seconded by Comm. Popp to grant an extension of the Village Meadows tentative map to March 2, 1982. AYESv 4 ABSENT: 3 (Head, Lavin, Shearer) ADJOURNMENT The'rneeting was adjourned at 9:30 p.m. 3 254 MAGNOLIA HILLS - 11.687 - NEGATIVE DECLARATION FINDINGS: 1. The project conforms to the City's General Plan /EDP for which a Master Environmental Impact Report has been adopted. 2.. Mitigating measures have been recommended by the Planning staff, where necessary to eliminate or minimize any significant adverse'environmental effects. MAGNOLIA, HILLS 3.269 - .PUD REZONING &UNIT DEVELOPMENT PLAN FINDINGS: 1. Said Plan clearly results in a more desirable use of land and a better physical environment than would be possible under any single zoning district or combination of zoning districts. 2. That the PUD District is proposed'on property which has a suitable relationship to one (1) or more tho'roughfares;.and that said thoroughfares are adequate to carry any additional traffic generated by the development. 3. That the plan for the proposed development presents a unified and organized arrangement of buildings and service facil.ities'which are appropriate in relation to adjacent or nearby properties and that adequate landscaping . and /or screening is included if.necessary to insure compatibility. 4. That the natural and scenic qualities of the site.are protected, with adequate available public and private 'spaces designated on the Unit . Development Plan. 5. That the development of the subject property, the applicant, will not be detrimental to the the best interests of the City and will be in intent and spirit of the zoning regulation of the Petaluma General Plan, and with any appli Plans adopted by the City. in the manner proposed by public welfare, will be in keeping with the general the City of Petaluma, with :_able 'Environmental Design C OND I;T IONS': 1. Project CCandR'S shall prohibit.on site parking of recreational vehicles; 00 e:g. boats,, boat trailers, mobile homes motor larger than 18 -20 feet, and of-.f -road vehicles. 7. P rking stall backup and driveway standards shall conform with appropriate Q City of Petaluma policies and guidelines. Q 8. Grading plan shall be revised to minimize cut and fill slopes and avoid grading within night to ten feet of'the trunks of existing trees shown on. 1a.ndscape'plan, subject to approval of the Community Development and Planning Director. 9. Fire Department recommendations shall be complied with (see attached memo). 10. This plan shall be submitted prior to City Council action on the PUD rezoning and be subject to approval of the Community Development and Planning Director. 11. The carports shall be redesigned with pitched roofs to match the dwelling units with walls on at least three sides. Further final design details to the approval of S.P.A.R.C. (b� 256 WILLIAM MARTINEZ - 1308 DYNAMIC STREET - USE PERMIT 1.345 FINDINGS AND CONDITIONS 1: No, outdoor storage of goods, tires, engines, machinery, trash, vehicles under repair, etc. shall take place on -site. 2. All auto repair, servicing and related activities shall take place indoors.. 3. A sign program shall be submitted for review and approval by the Community Development Department for the entire building prior to the installation of.any future signs., 4. Landscaping and automatic underground irrigation system plans for the developed portion of the site designed in accordance, with current City,standards shall be submitted to the City for review and approval prior to occupancy. Originally approved front yard landscaping, and the new front yard 'irrigation system shall be installed no la -ter than January 21, 1982. All remaining.landscaping and irrigation shall be installed prior -to July 1, 1982. All landscaping and irrigation facilities shall be permanently maintained in accordance 'with Section 23 -301 of the Zoning Ordinance (below). 5. Parking lot plans indcating'asphaltic - concrete paving and related concrete curbing in all parking and',driveway areas,shall be submitted for review and approval by the City and installed no later than July 1, 19.82. Section 23 -301 - All planting shall.be maintained in good growing condition. Such maintenance shall include, where appropriate, pruning, mowing, weeding, cleaning, fertilizing; and regular watering. Whenever necessary, planting shall be replaced with other plant materials to insure continued compliance with applicable .landscaping requirements. Whenever required herein or whenever the Zoning Administrator shall.deem it -necessary., he may require the installation of an appropriate automatic irrigation system: 1 (c)
