APPROVAL OF MINUTES: The minutes of January 7,, 1.975.,,were approved as submitted.
CORRESPONDENCE: 1) The Commission was advised of• a, University of California
Extension course entitled, "Improving the Design Review
Process" to be held April, ,4 < 1975, in San Francisco, It was
noted that this course would b'e especially useful to Commis-
sioners on the Architectural •& Site Design Review Committee.

2) Mr. Gray advised that a meeting had been scheduled for
�• January 23, 1975, with Chairman Hillgoss,'Mrs. Wilson, the
t Fairgrounds. Manager, and, himself to discuss the '.H & R Block
commerc - ialL activity on the. Fairgrounds ;s .te. He added that
the, signs ,were 'also, in excess of the Zoning Ordinance
requirements. The Commission was asked if they wshed_Mrs.
Wilson to appear,before them in the event the meeting this
Thursday did not resolve 'the problem, and they replied in
the. affiirmative.
3) Mr.. Gray . advised', the- Commission that a Project Report and
Draft E'IR of the Wastewater Management Facilities Study for
Penngrove,, Calif'o.rna °had° been forwarded to the City for
j, r:eview.. Although the -City Engineer had stated the systems
proposed were adequate;, Mr Gra stated ,h.e felt that planning
c :onsidera ions had, no.t been : adequately dealt with. Accord -
ingly, he had forwarded a memorandum to the Mayor and City
Council stating the areas of concern that should.-be addressed.

Th memorandum was briefly reviewed and discussed. Mr, . Gray
informed the Commission that the City Council had forwarded
the memorandum to. the pre p 'arer: of the EIR at the County

Comm,. Waters : stated - that' the S -i.te Design Review Committee had'
recommended approval subject,to th staff's recommended conditiona
of approval.

Mr: .Oberg informed the Commission that he - ineen.ded to remodel

Comm. Popp made a motion to approve `the site :design with condi-
tions of approval -as stated, and Comm. Horcza seconded the
motion.

BODEGA AVENUE/ The extent of the special study was indicated on a map of the
PAULA, LANE area. It was .noted that anything above 18.0 feet would require the
STUDY AREA: use of pressure pumps for water_ supply. The staff explained the
reason for the'-study was that long lots existed in the area and
as- re'quest's are. obtained for lot, splits, problems of circulation
would' be presented. .'Accordingly, the staff had'prepa. -red various
plans for the study area and the property owfiers; had reviewed
ahem at la meeting. I -t was noted that the property owners' in
general'ag'Yeed to larger lot zoning,,.and had as a whole recognized
the need for a specific plan for the area.
The various plans were'presented and briefly discussed The
Commission; was informed that a land use and slope analysis had
been accomplished -and the staff' had tried to follow property
lines and 'avoid existing dwellings-.�
It was noted that ,a public hearing would be held in approximately
a month to consider the specific plan for the area. When adopted,
the property, division would have to respect' major streets and
cross streets as approved.
OTHER BUSINESS!: Mr,. Gray advised that a specific study would also be made of, the
Sunnyslope Road / "I" Street area.
Comm. Waters stated that a hole,'in the Washington Square accessway
needed attention.
ADJOURNMENT: There being no further business the meeting adjourned at 8 :30 p.m.
