The Commission was invited to, a :publ,ic hearing of the Communi -ty Develo Adv.s:ory Committee to be held on February 6, 19,75, 7.30 p.�m. in .the' Council Chambers. The.,purp:ose of':th'e meeting is to'.rank the proposals under the Housing ,& Community Development Act of 19.74 and forward them. on to the City Council for action. .2) Mr.. Gray read a letter from Norm Nelseri',s representative . asking that the EIQ in conjunction with a requested' PUD rezoning be postponed. A let.ter..was. a'1so read from Knuppe Development Co., Inc., stating that they wished to cancer their application regarding the mini- warehouse location. Comm. Popp made.a motion to comply, with the applicants' requests and withdraw the first two items from the agenda. Comm. Mattei seconded •the, motion:: AYES' 7 NOES/ 0 ABSENT 0 . 3), A letter was read from Flexible.:Plastcs Corporation :requesting that the City consider the relocation of three, silos:a,t their site. on No. ":McDowell Blvd. The Commission - was advised that it was .impo's'sible engineering, wise, to locate the silo's ,where they had or•iginall'y been proposed. The relocat.zon site for the three silos 'the north side of the -building was indicated,. on a viewfoi of the site. It was the recommend tion of the staff that the change be „ approved since the new silos would be below the.height.of the :building and the thi.rd,- silo, which was higher'than the building., would be smaller in diameter.. Comm,. Waters made a.mo;tion =to .approve the change, in site design to includ`e� the three .relocated, silos. Wate-rs proposed that the City buy American-made buses rather than foreign, made;*Comt. Mr-4 Gray replied that he would,as.k the.Engineering Department for the status of . the. bus. system aril it, would be referred to the Planning Cgmmis_son. He also called the Commission's atten- tion to a letter written by.the Petaluma. Area Chamber of Commerce to the Transportation Technical Advisory Committee for the City of Petaluma wheh they had been furnished. Comm. McDONALD''S RESTAURANT Mr,. Tarr explained the projec- t an d -- stated .tha =t the ,request was EIQ EVALUATION: for ,review of the EIQ. He sta that consideration of the project had indicated concern ;p ern about traffic problems along North ,well Blvd., and the applicant had proposed to put a traffic island at the south entrance: to alleviate the,pro:blem by diverting the traffic to.the second driveway for access to McDonald's and the rest of the proposed center: The was briefly i reviewed . . Comm,.. Bond questioned why the restaurant could not be moved further t'o the north. Mr„ Tarr replied that the staff had .recommended that the restaurant be placed further to the north, but .the pro,pos.ed site was;. the only place that was compatible. with the other :tenants . of the - center. Mr. Gray further stated that a traffic engineer. had. prepared..a traffic analysis and stated that two solutions to mitigate the traffic would be to construct the traffic island proposed or, to move the restaurant over by the. F. Goodrich, store, which the tenants opposed. Possible in.the area of Walgreens and the. Arco stat=ion was questioned,. Mr. 'Gray stated that parking would not be permitted 'between McDonald's and 'the, Arco station, and some parking-spaces would probably 'be taken, away from Walgreens . He added that there wd adequate,, park = #ng, space in the center for all of the tenants including 'McDon;ald's. Mr.. William Kearney,, "Presid ,of' 'the shopping center, - addressed' the ,Commission,, stating that although they had considered the traffic - congestion, they had felt that,-the business brought into the center would compensate the traffic. Comm. MatteI expressed about th:e right turn only by the Arco station.. Mr. Gray ,explained where the main entrance wa.s: and how it co be utilized for left- turn. exiting. . Mr. Irwin Choda- sh,,..RGM Associates, informed the Commission "they had done an evaluation ,of the impact on: No. McDowell Bhvd:. under present conditions' and.had,determined, there would be a major impact. if traffic would be ,allowed to turn left , ,out of the south driveway. Mr. Chodash felt that the proposed two -way left -turn lane on _3_ Petaluma City Planning Commission.Mnutes,.F'ebrnary 4, 1975 No.' 1McDowell Blvd„ would. provide a point.-where people could enter;_ the .shopping center and not restrict, t.taffic on that street. He also 'f e l l t that "the' traffic .'island would provide better circul.a- tion ,for th'e center,�°and' clarified that right and.left turn could be made out. o'f' 'Lauren' Drive*.,,. Mr. Gray' advised - the CoTdmission that , ' the ,Engineering Department had looked at the construction: of,. the t:raffie island and had stated it was functionally adequate. He - fzrther,st.ated that the only nega,.tive aspect rthe .staff could find wound be, the access into the Arco ;station. Comm. Bond questioned if, the. tenants of the shopping center had control over t:he placement of the °restaurant. Mr. Larry Do.r of. McDonald''s replied that it- °had.'taken'A year to get' approval for the si.te,, and -didn't believe they Gould be able to obtain the recommended site further to the north,- because of opposition by Albertson.'§ -an B. F. Goodrich. 'He added that B. F. Goodrich had objec:ted'be they felt the prbj',ect would infringe upon their parking,. The comments of the. Site De -sign Review Committee were .read. Comm. Waters, stated he wished.to.clarify that he had riot meant that existing parking in. front of Walgr.een's sho`uld',b;e removed, but rather that ;the illegal :park in front of the sf.ore should be eliminated by posting a ° "No Parking" sign.. The Public Hearing was opened. No comments were offered from the :audience. and the Public- Hearing `was closed Comm. .Bond questioned the .location of the To'lay Fault line. It Was confirmed that the restaurant was not within this fault line. Comm. Horciza made a motion to direct the Di= rector of Community Development to prepare and post ,a ,Negative Declaration for the project. Comm. Balshaw seconded, the motion. AYES 7. It was noted that Sonoma County Water Agency would require improve merit- of the, channel before. any construction would be allowed on the parcels -and that the General Plan and EDP indicated a strip park along Adobe Creek. It was also noted that Adobe Creek was i the dividing line between the proposed parcels. Discussion followed regar,ding.the zoning and possible future use of the, land o The suggesition of obtaining a recreational. easement at this time for future consideration was made,- and Mr. Gray stated he would check this po;ssibility out with the City Attorney. The.Commission was advised that the spoils dredging site was adjacent to the property, and the Recreation Director had recommended that site f;or an ecological reserve area with a trail leading down 'the Petaluma River to the other recommended ecological reserve area,by the sewer plant project. Discussion.followed re gardng the possible tie -in with trails from the subject site to the recommended ecological -- .reserve, area. Comm. Balshaw made a motion that, -after review by City Attorney of proper procedure, an undefined 'easement measured 40 feet from the top of the creek bank be ;required for open space /recreational purposes. Mr: Gray .replied that he had been requested', by t" he City Council to prepare .a report on the growth. inducing impact. on the area surrounding the primary site. It was ,generally felt.thp't the Planning Commission should have an input into the hospital site - selection, and Mr. Gray stated it would be referred to them.. He added that there was some discussion about Roh.nert Park and CQtati wit hdrawing•from:the hospital district. A short discussion: followed.
