'to the 'last sentence of paragraph 3, page 2: "It was f clarified that the site would not be enough to allow adequate, parking, turri- around if the b.uild,ing was placed to the rear of the site: l " CONS' - ENT CALENDAR,: Mr. Gray requested the Commissioners to cons7der adding to the Consent' Calendar a modification to a site'desgn previously approved for Kenneth Johnson for the construction of three duplexes over .a period of two years, which were to be located at the intersection of "D". and Payr-an ;S'treets. Mr. Gray clarified th t Mr. Johnson was asking,. for anew- building elevation and for smaller; buildings 'than those originally proposed. He added that the- Architectural. & Spite .;Design .Review Commit.tee..had, reviewed •the requested modification and (found it_ to be in conformance with the Zoning Ordinance and acceptable to them with conditions as previously req.uir.ed. It was rioted that the City Engineer.had requested that "the developer,provide the ,Public Works Depar ment with. traffic engineering estimates at•the peak loading on the drive-through window to demonstrate that -there-would not.,-be a problem of vehicles backing up onto Western Avenue: This .traffic. analysis .had been submitted and. - f'or_war:dad'.to_the Public Works Department and would be con.- sderel :as,.part.of the site design. review.. Chairman Hilligoss- questioned. if there would be a right -hand turn only onto Kentucky. St.ree,t. Mi - _Gray clarified. that traffic would flow in both'd."irsections, but if it bec ame a problem the Traffic Committee would deal with it,,, A,copy of the traffic analysis report was furnished to those Commissioners who wanted a copy. Mr.- Gray that..the.A•rchitectural & Site Design Review Committee had reviewed: the project and the architect had been r: asked to,p.repare alternate plans It was further explained that the design was very modern. and the,Historic• & Cultural Preservation. Committee in reviewing the project had felt it would conflict with the prime block for historical preserva tion in Petaluma. Commission .Minut.es, April- h, 1975 Comm:. :Bond questioned Table -Iv, which. stated that Most of the new developmen=t would,o :ccur:' n Census Tract 1506. Mr, Boehl7e. replied_ ,that, _HUD. felt that - the low - income people should be. dispersed throughout th`e city as much as possible and that low - income units should` be mixed on the east side along,with regular ;subdivisions;. He ; further advised that HUD was looking for mixes of very low -., low -, and moderate- income housing even within individual projects. Bond` gave • an account of his recent. visit to' UC Berkeley where the . stu.den;ts had used Petaluma, ,and its growth projections as their grading subject., He cone =luded'ty. saying that Prof. Lowry was going to send a.booklet,of the best plans presented by the students. Councilman Mattei advised that a.'C-ity Council meeting had been held at 4:00 p.m,.. that day to consider the appeals by developers under the Residential Development Control. Mr.. Boehlje, added t hat• the .Cbuntil f'el,t it was too_ late .to, apply this factor this year but suggested it might, be incorporated into next 'Year '8 ;sysitem. Mr.. Gray also advised that the Council would be reviewing past allotments thact had not been constructed or action, initiated to determine if: revocation action-should be exercised. Mr,. Boehlje also clarified that allotments can be transferred upon a .wrtte,n request, to the City Council if the new owner will accept the approved plans. r� Comm...'Balshaw asked when the next meeting regarding the new 'hospital site - would, 'be. held',. He was told it would be held on April. 7th at the Community.Hospit'al in Santa Rosa. A discussion followed regarding the consideration of the Troudy Lane and McDowell. Blvd,. s- ites'. Mr'. 'Gray clarified that a study was being prepared on. the feasibility of the T Lane site and its growth, inducing .impact, which was. approximately 60% complete at this time. M -5- .. t��
