EVALUATION
1.) P1r. Gray ca`1 Led to tie attention of the
Commission a letter addressed to them from
the City I expressing the cooperation
of Mr. Norman Nielsen in securing the right-
of -way necessary to extend Liberty Street to
Magnolia Avenue and .informed them it would
now be possible for Camille Enterprises to
construct the 24 foct.on center roadway that
the Commission had desired.
2) Mt, Gr.av .referred the Commission to a letter
from Arthur Coder to the City Council which
stated that Air. Les Brians and Ptr. Cader
wished to meet with the transportation com-
mittee to hear the committee's ideas and
to present theirs in relation to establishing
a good local transportation systems
3 The Commission was advised that the Police
Chief had requested that the application of
Steven C. Thompson for a certificate of
public convenience,and necessity be temporar-
ily held pending th outcome of the bus
transit study. The Commission was in agree-
ment with this action:.,

Mr. Gray advised the Commission that _the
Rustler's Steak House restaurant previously
approved for this s't.e would not be constructed
and the building now Proposed would match the
existing buildings :n the center, The environ-
mental aspects of the project were reviewed.

'discussion regarding parking .facilities followed
and Mr. Gray advised the Commission that even
with proposed future additions to the existin-
buildings there 1. ou.ld be more than adequate
park -ing for the shopping center.

- ic i.ir. Gray advised tl it was all under one
ownership but t�zas not one parcel., Mr. AIaraglia
of Connolly bOvelopme_nt, Inc. exn.lained that
the lease with. the tenants contained a cross
easement agreement which would prevent future
parking problems.
Present internal circulation problems of the
shopping center were questioned and Mr. Gray
informed the Commiss:1on that although there were;
problems the City Engineer, and the developer
were in "the process of mitigating them.
Comm. IIilligoas, made a moaion to direct the

the EIQ for the proposed Lakevi:l-le _Shopping
Center to.be located at the northwest corner
of E. Washington St. and Lakeville Street:
she Commis!E ion was advised of the comments of
the, reviewing agencies regarding the, environ-
me,ntal aspects of the project. Mr. Gray further
advised.that since the report was written
a letter ha,d'`been .received from the developer
stating that they disci not intend direct access
to Lakeville Street `.'rom the shopping center,
and that vehicles leaving the rear parking
lot could drive north on the old.Hopper Street
west of the track's until they reached the Pro-
posed signalized cros :s,ing at East Madison and
then cross over the tracks to Lakeville Street.
This method had been d`iscuss with City staff
members and. di -.d not meet with their approval.
Pair. Gray informed the Commissi :o,n that this pro-
blem and .other minor deficiencies should be
worked out at the site design review stage.
Comm: Waters questioned whether the traffic
had been fully ;analyzed and Mr.. Gray replied
that the City LngineE�r had reviewed the project
and felt -hat Was +hintiton Street was sufficientO

to handle projected traffic. Mr. Gray ad-
vised if the Commission wanted more detail
on the, -traffic an EIR on this aspect could be
required.
Discussion followed regarding the placement
of 'a shopping center next to railroad tracks
and the possibility of this project being
detrimental to the downtown core area. The
question arose as to whether this proposed
shopping center was really needed by the City
in- v iew o:f the, previously approved but not
Yet constructed shopping centers. Comm. Waters
reiterated.that he did not feel the traffic
aspects of the project had been sufficiently
reviewed.
The.Public Hearing was opened and Mr. Walter
Kieckhefer addressed the Commission, stating
that Petaluma was fortunate to have the
opportunity to- utilize its obsolete areas
along the river to e xpand the downtown core
area. fie further stated that all new projects
furnished parking ,ar°eas "wh-i ch were an advan-
tage to the downtown merchants, Mr. Kieckhefer
briefly reviewed the proposed project and
stated that the buildings. might be smaller than
indicated on the area map or there might
possibly be "less than four.
At the request,of the Commission Mr, Kieckhefer
gave a status report on the proposed Golden
Eagle Shopping Center.
Comm'. Balshaw asked if people would leave
their cars at thus' site to do further shopping
and Mr. Gray replied that the project would be
considered a perimeter development of the
central bus,ineas d1strict.
Comm. Hilligoss questioned why the parking was
all.placed in f ront of the buildings and a
discussion on parking locations followed.
The audience was asked if they had any comments.
Mr. J'im Webb of. Petaluma advised the Commission
that he was aszsocated with the Town & Country
shopping center in Mill Valley which had park-
ing an all sides, and suggested a different.
arrangement ,of, the shops and the parking
facilities to be more beneficial to the City
from an architectural standpoint. Mr. Gray

replied that these were considerations of site
design review and Mr. Kieckhefer remarked.that "®
his proposal was only a small downtown develop-
ment with parking and could not be; compared to
the much larger Town & Country development.
No other comments were offered and the Public
Hearing was closed.
Comm.. Balshaw stated he felt the project would
have. an, impact on the community and that he, felt.
an evaluation on how this project would affect
the overall growth of the downtown area, and
also a summary analysis of the;amo:unt of square
footage that the Commission has already
approved in' the City compared to the national
square toot area per capita•be accomplished.
He added' that he did not feel it would b.e fair
to impose th i-s chore on the applicant.
Comm. Waters remarked that future public trans -
portat,ion requirements and facilities for that
area had not as yet been determined, and the
land use designation for the area was discussed.
Mr. Gray informed the Commission that the staff
could prepare the.report requested on the down-
town area and the ratio of commercial area per
capita, and suggested continuing the Public
Hearing until after the report had.been fur-
nished and reviewed. Chairman Bond asked the
applicant If he would be agreeable to the
continuance- of. the public hearing and
Mr. Kie'ckhe:fer replied in the affirmative and-
added..that they had felt they were operating
within the design.plans,of the City for the
.area in ,proposing the shopping, center.
Chairman -Bond advised the applicant that an
EIR-migh still be required after review of
the staff report.
Comm. Balshaw: made a motion to continue the
public hearing on this project until the
requested`mate.r al had been furnished and
Comm. Waters seconded the motion.. All members
present voted in the -affirmative A dis-
cuss.on o':f time element followed and the
applicant was, informed that the Commission
would.be -ready to continue the hearing at the
next regular'meeting on April 1.6, 1974.

3) Petaluma Public Library - Public Hearing to con-
sider the EhQ - for the proposed location of the
Petaluma Public Library in the area bounded
by East., Washington Street, Fairgrounds Drive
and ,P aytan Street;
Mr. Dennis Boehlje of the Department of
Community Development, staff gave an oral review
of the staff .report regarding the environmental
aspects and informed the Commission that a
Use Permit would be required. Ike stated that
the E,IQ had-Made no mention of the effect of
noise upon the project from adjacent uses,
but that proper construction of the
building, take care'o.f,,that problem.* A
discu"ssion*�of the traffic situation followed.,
The Public Idea was opened and Dick Lieb,
architect for the project, addressed the
Commission. He informed the.Commission that
access was- planned from Fairgrounds Drive
rather than. Washington Street, and therefore
-no additional driveways or turning problems
would be created between Payran and Fair-
groundsDrive. r. Lieb stated that the area
now marked for day parking would be posted
for limited parking,, and that the book capacity
of the.library would eventually be doubled.
Mr. Gray informed -the Commission that a possible
centralized dispatch point for the proposed
bus system would.be in the vicinity of the
library site area 'and therefore it would be
adequately served_'by public transportation.
Comments were 'requested from the audience.
No response was given and the Public Hearing
was !closed.

WASHINGTON Mr,,. Gray advised the Commission that the 1IR for

EVALUATION was the first to be submitted under the new guide-
lines and briefly reviewed the,environmental
aspects of the. project. He informed the Commission
of the change requested in the EIR by PG &E to

within ga's line '-right -of= ways. Mr. Gray also
stated that the environmental effects of garbage
- collecti,on.in the development had not been dis-
cuss'e'd in the EI'R.
Comm.. H.i.11igoss =felt a comparison of the tax
revenue for the project versus residential develop-
ment of the site should have been provided. Comm.
Balshaw- (Tuestioned the City Engineer ^'s comments
in relation. to, traffic and was ad'vi'sed that in
effect the City Engineer had stated the ETR had
accurately dealt with all areas of concern to that
department.. His comments would be requested at
the time of' rezoning regarding the ability of
the street systems to handle the projected traffic.
The. Public 'Hearing was opened. Mr'. 'D'ick Lieb
informed the Commission that Jo Julin, Jim Trumbly
and Ellen Worcester of Applied Science & Resource
Planning, the firm that had prepared the EIR,
were present to answer questions, _ -. -

Jonas a derit,ist who lives and works^ in Petaluma,
wished to "know 'how the report. pointed out the.
traffic aspect and stated he wished to see more
exact figures relating to traffic. Ike also ques-
tio'ned the need for additional medical /dental
offices since there were quite a few projects
,presently underway. Dr. Jonas stated lie did not
feel that Washington Street would be appropriate
from the - s!tandpoi.nt of a m edical doctor because of
the = congested traffic situation on that street in
trave "l inq to a hospital in case of emergency. He
added that the area was a lready, well saturated
with dentists, but that additional doctors would
have to 'come from oth-er areas.

The question was. asked if East Washington St.
would be developed -to four lanes and it was
clarified that the requirements for the adjacent
Alderwood Subdivision would provide this widening.
14r. Gray added that the EIR also made a recommen-
dation for an. additional driveway exit. Dr.. Jonas
was' informed that a copy of the EIR would be made
av- ailable: to• him on a loan basis to review the
tr'af'fic information he° questioned.
The Public Hearing was closed and Mr. Gray read
the proposed resolution recommending that the
.Council certify that the EIR.had been completed
in compliance with State and local guidelines.
Comm. Water.s.made the'r.ecommendation to approve
the resolution as read and to forward the EIR and
related documents tc the. Council for their action.
Comm. Popp seconded the motion.

A recess was called at 9:30 p.m. and the meeting
resumed at 9:40 p,.m.
DI-WEL PACI-iECO - Mr. Gray advised the Commission that a meeting had

architect and developer with regard to the develop-
ment at 709, 717, and 719 "G" Street, and an
agreement had'been reached. Since one of the
property owners was still on vacation in Mexico,
the ;applicant had requested. that the decision on
the project be held over until the next meeting
to allow him the chance to voice his opinion.
Comm,. Hi.11igoss made a motion to continue the
hearing on the project, until April 16,. 1974 and
Comm. Waters seconded the motion.. All present
voted in the affirmative
MODIFICATION TO Mr,. Gray advised the Commission. that the ordinance

vised taking into consideration the wishes
previously expressed by the Commission and fac-
tors discussed at study session of the Mayor's
Select Committee on Historic Preservation on
March 26, 1974
Comm. Bond asked what effect Senate Bill 357 would
have and Mr. Gray replied that it would not have

an' effect upon the proposed ordinance but only
applied if the City wished -to set up a program fo10
the application o,f S 35°7. It was clarified
that from the, imaterial presented it Mould be im-
possi:ble to project what the tax break would amount
to.
Chairman Bond announced the contirivaton of the
Public Hearing and Ms. Barbara Lind, Secretary
for the Mayor's Select Committee on Historic
Pre,s,ervat.ion, addressed the Commission relating
to Councilman' ' M attei's previous, request on how
the downtown area would be affected. She s °tat.ed
it would only affect this area if in fact it were
placed in a historic District.; and that no one
would. be forced into such a designation since
action :would be initiated by interested property
owners
No other comments were voiced from the audience
and the Public Hearing was c o;sed.
Discussion followed regarding the .designation of
two Planning Commissioners to serve on the Committee
and It was determined not to change this designation.
An omission in the text was noted. 'on page 13 and.
Mr. Gray read the portion omitted., which would.:be, !•
inco-,porated. into. the ordinance b:efore its sub-
mittal_;to the City Council for consl.deration:
Discussion followed regarding the 51° mentioned on
page 5 of the proposed ordinance Mr. Gray ad
vised the Commission that it dial not mean that
5 of the, property owners in an .area:' , could govern
whether the entire area could be placed in a
Historic District, but that it meant that 51:% of
the property owners would.be required to "initiate"
action to request that the Hi- s.torlc .Committee
study the area for the possible creation, Of a
Historic District. Ee,further explained that
public hearings would be held the same as for.
regular rezonings,:and any objections to the,
proposed Historic District designation would be
considered.
The procedures for the° establishment of a'Historic
District were reviewed and briefly - di,scussed,
after which the proposed: reseluti,on.recommending
adoption of -the ordinance to the.City Council
was read Comm. Popp made l a motion to approve
the resolution as read, together with .Exhibit "'A"
thereto, and Comm. Hilligoss seconded the motion.

Development stating that all requirements of the
Subdivision Ordinance and Zoning Ordinance had
been met with regard to the Final Map for the
Cambridge Square #4 development.
Comm. .Waters made a*motion to recommend to the
City Council the approval of the Final Map for
Cambridge Square #4 and Comm, Mattei seconded the
motion.

OTHER BUSINESS A study ses's was suggested for April 9, 1974
at 7:30 p.m, to review the present EIR process
to insure its acceptabi.1 ty`, and also to discuss
i the role the Planning Commission is playing in the
planning of the City of Petaluma and possible
recommendations that the Planning Commission could
make to the City Council if they felt this role
should be changed, The.members of the Commission
present were agreeable to this meeting.
