CORRESPONDENCE: A letter from Mr. JAck•he6hAn was read which
stated the Foster FiLeeze', Drive-In remodeling would

addressed, the, Commission and in ormed- them he, would

The Public-Hearing was opened and Mr. Michael,Moran
called upon regarding the',.'landscaping. He explained

and soil conditi,on.s., the plants had not survived
except for one. Mr. Moran informed the Commission
that he would prefer to put in a combination of rock
and wood chips•that would not require..
Various methods of landsoap mg- the site were dis-
cussed and the applicant was.rectuestd-d to submit a
plan,,toithe. - Department of' Community Development
before the next meeting. . Mattei remarked.,. that
Wood chips Would be preferable to rock so as not to
encourage vandals 'to utilize the rocks for breaking
windows.
Mr. Moran was in that the next review of the
Use Permit would be in February 1975. The Public
Hearing was clos.dd.-.
GREENBRIAA UNIT 2, , The Comm issi=was advl:sed,that the,applicant.usually

and the staff therefore recommended approval of the
, Final',Maps with a further recommendation to the
City. Council that they not consider these-maps until
the in lieu park dedication fees have been paid.

Mr.. Jon Anderson, Civil Engineer f.or thee - applicants,
informed th .Co mmi ssio n - that they were only approv-
ing basically. that the Final Maps were correct-and
the legal conditions would have to be taken care-of
under legasl statutes with the City Council who sign
the Subdivision Ag;reement.. Mr.. G.ray•-clarified..that.
the Subdivision.Agreement snot made up until the
,C y Council acts upon the Final Map and,tha;t under
State law only the City Council is required to review
the Final Map.

AMENDMENT TO THE Mr.,Gr advised the Commission that. the Scenic
GENERAL Highways Section of the: Ecologic Resource's Element
of. the General Plan, defined the areas of scenic
value within the City's environs, so that an effort
could be made to maintain their scenic quality.
T he. Scenic'Points & C'or:ridors Map was then explained
to the Commission. Mr.. Gray clarified that the
document would not authorize the Commission to tell,
landowners what they could or could . not do on th
property, that they could only recommend that
any development should ,appeeciate that the site is
a scenic vista for the public and should be d=eveloped
as, such.. It was also .explained that the Scenic
Highways Section was only the 'first phase of a
general plan and the next step would be for the Plan-
ning Commission.to act on a program of implementation.

is now based on- the undeveloped assessed price of
the land and not what the land could actually be
purchased for. Mt. Gray replied that some cities-
base,their fees on the cash value of the land instead
of the assessed value and advised the Commission that
he would the. ,staff do a study and bring the
- w matter °back to ahem. Comm. Mattel also felt that
s onger fees shou ld-be imposed on commercial develop-

The Arco truck stop on Lakeville Highway and Baywood
Drive was mentioned and Mr. Gray advised that the
EPA would not allow its further expansion and it was
indefinite as to whether Arco intended to remain on
the site. He also advised that conditions of the
original site design had not been complied with and
the matter would be followed up.
Mt. Gray informed the Commission that action on the
Bike Route Study was imperative since dedication of
land for a bike path was more difficult to require

unless the;Council took some action. :.He theref ore
asked' that the (Zommis.sion urge the Council, to
approve the study',.. Councilman Mattei stated he did

Mr. Gray suggested that. the' plan 'be considered by
the Counail with no.desiInationa. councilman Mattei
replied that the d-ou mitjht act upon it if the
designations` ons were not :indicated and informed the
Commission that he would take their feelings on the
bike plan back to.that body.
Comm. Waters remarked that the;. Prograrft of ,
indicated' ,six study ' areas that had 'riot been, con,-
s.ider.ed,. Mr. Gray - advi:§6d. that within, the, next - two..
Commission- meetings the 'N'Orth McDowell Blvd, holding
