CITY COUNCIL CHAMBERS, CITY HALL PETALUMA, CALIFORNIA PRESENT: Comm. Balshaw, Bond, Hilligoss,.Mattei:, Waters ABSENT: Comm. Popp STAFF: Frank B. Gray,, Director of Community Development APPROVAL OF MINUTES: The minutes of October 1, 1974 were approved as submitted with the following addition on Page 2 regarding the Wayne Johnson site de- sgn review: "Comm. Hilligoss requested that Wayne Johnson be asked to board up his building since it was'a danger." CORRESPONDENCE: A letter from Pastor Carl Young was read "wh chrequested that the Free Will Baptist Church variance request be continued so that he could meet with the.church trustees on the ma Comm. Waters, questioned the legality of the "Young America Homes" directional sign located on the fence adjacent to the Free Will,Baptist Church.. Mr. Gray advised that the sgn r was put up when larger directional signs were permitted. He further stated that Pastor Young had asked him what he should do about it and he had informed him that a six square foot directional sign (two to each subdivision located off -site) was permitted, and that if Young America Homes would come in,for a sign permit to replace the existing sign with.a six square foot sign it would probably be granted. Mr.'Gray advised the Commission that Comarc Design Systems, the firm which did the com- puter Environmental Management Program for the City, would be giving a presentation of the system on November 4th to the City Council, and it would.be beneficial to the Commissioners if they could attend. The staff would give a similar presentation of the system to the Commission at their meeting on November 5, 1974. Petaluma Planning Commission Minutes, October,15, 1974 Page 2 Mr. Gray advised that a Public Hearing would be held on. to consider changing the portion of McKenzie Avenue I east o.f McDowell Blvd. South to Maria _Drive, so that Maria Drive could be continuous. Comm. Waters mentioned the existing.traff'ic hazard of poor visibility at McKenzie Avenue and McDowell Blvd,: South, and was infor -med that the matter would be brought to the tten -. Lion of the Traffic Committee. CONSENT CALENDAR: Wayne Johnson Site'Design.Review;Applica- tion or� commercial remodeling -of a struc- ture located at 345 Petaluma. Blvd. North:. Mr. Gray advised that the Site Design Re- vi I ew Committee had requested that thi's item be removed from the Consent Calendar and held over until the next meeting:. Comm. Bond stated that -the Committee had dis- cussed the site' with Mr. Johnson and Mr. Dawson„ the architect. Problems had been foreseen regarding parking, the marrow lot, and with the rebuilding of the structure. It had therefore been determined .to :reeval- uate the project and consider possible access and Parkin g the rear of the site. The briefly reviewed and the recommended con ditions of approval :read. The Public Hearing was opened.. 'The findings that must be made to grant a Use Permit were read for the information of the Commission. No comments were offered from the audience and the Public Hearing was closed. Comm. Bond moved that the requested 'Use Permit be accepted with Conditions #1 and 2 as stated, in the, staff report. The motion was seconded by Comm. Balshaw. AYES 6 'NOES'. 0 ABSENT 0 r Petaluma Planning Commission Minutes, October 15, 19.74 Page 3 ENVIRONMENTAL IMPACT QUESTIONNAIRE EVALUATION - 'BARSTONE CORPORATION: Mr. Gray gave a br.ef` summary of the history behnd'the.Town- &; Shopping Center. H'e explained that ='at -the time the shopping center was begun a'Use "Permit was not.re- quired for sho.pping.centers. However, the new ordinance 'requir:es a Use Permit and also restr"c s the size-of a.�shopping center in 'a C` -H District three acres, which is 'the reason - for - the requested variance. Mr. Gray further explained that the site design-re , quest was for proposed drive - up bank and that the EIQ had to be considered before any of these three requests could be cons The staff report pertaining to the EI'Q was..briefly reviewed and the comments of the : *City ; Eng veer were read. Its . was noted that 'the C',ty ,Engineer did not feel the of the center could be evaluated until the actual usage of.the remainder of the center was known. Mr. Gray therefore recommended that a Negative Dec - laration be determined for the addition of, the drive -up bank; but that further en- vronmental evaluation be given to the shopping center when future.plans.for the remainder of the center are proposed. The Public Hearing was opened. Mr. Gray clarified that access at.this time would not be off of Shasta Avenue and that a.left_ hand turn could'''not be made exiting from the' shopping center onto'Petaluma Blvd: Comm. Balshaw questioned the policy of the City regarding shopping centers other than in the downtown ar.ea,.the appropriateness of the' zoning, and time scheduling for completion of commercial development. 'Mr. Gray replied that the zoning was appropriate for the area as the center served as a neighborhood shopping center for the north Petaluma and Cherry Valley areas and.would not - detract from the downtown shopping area. He also stated that a past commitment for the., ,ent center had been made when the Lucky Store was brought in and accepted. The Public Hearing was closed.. Petaluma Planning Commission Minutes, October 15, 1974 . Page 4 Comm.Bond asked Mr. Stonitsch of the Barstone Corporation what the'his.tory of the.parcel next to the proposed new bank was:. Mr. Stontsch replied that it was the location of the Petaluma Cydlery and not under the ownership of. the B.arstone Corporation. "Mr. Gray c 'that. improvements such as curb, gutter and, sidewalk could not be required on tha.t,s .te' unless the owner came in for a request for modification. The traffic circulation was .questioned. The staff 'advised that the City Engineer felt .that. the Petaluma Blvd., North relief' valve was - an.important part of the shopping center and he did. riot feel that exits only on Pay,ran Street and'Shasta Avenue would:be'advisable. It was noted that the circulation would be considered further ,at the time of the future expansion of'the center. Comm Mattei made a motion to direct the Director of Community Development to prepare and post° ..a' Negative .D"eclaration for the requested variance, use permit and proposed bank,, but to require additional environmental assessment for any future expansion of the center.
