.STkt'ET NAME CHANGE The staff informed the Commission that McKenzie
M.CKENZIE AVENUE TO Avenue on th °e northeast side of, South McDowell Blvd.
M'AR'IA DRIVE,: had been extended by the Gr'eenbri ar subdivision
development and wa.s connected by a bridge to Maria
Drive. To eliminate confusion caused by the connec-
tion of this' street, t:he staff recommended_ changing
the portion of McKenzie Avenue on the northeast side
of South .McDow,ell Blvd. *to Maria Drive, since no
addresses. had been assigned on that. portion of the
street.and no inconvenience would therefore result.
A brief discussion f'ollowed,'on whether McKenzie Ave.
was 1 mdfcated the .Bike 'Plan as a route, and the
staff replied they would look into the matter.
Comm. Ba4haw made_a mo'ti.on to recommend 'to the City
Council to change that portion' of McKenzie Avenue on
the northeast side of South McDowell Blvd. to Maria
Drive. Comm- Waters.seto,nded.the.motion

WALTER KIECKHEFER - Mr. Bae.hlje read the comments relating the EIR
E'NVIRbNMENTAL hMPACT from the Sonoma County 'Water Agency, the City
REPb.RT: Engineear, the Chief Building Inspector, the Recrea
tio Director, a.nd the Fire C,P ief. He also stated
that, Mr. Kieckhefe,r and De.l Davis, the EIR Consul -
tant, were avail.a.ble to answer any questions The
Commission was advised that the subject Draft EIR
appeared to present an,`obJective and accurate assess-
ment of the envi ro effec of the proposed
proje,ct and met all requirements of the State and
local guidelines: for t p e' pa.rati on of EIR ° s o The
staff' therefore. recommended, that the Commission
a,c.cordi ngl;y certify th-e EIR and also advised the
Comm-i s i o,n to pay '_:cI o_se attention to the mitigation
m.eas;ures that -had been recomme.nded.in the report
when making future, decisions relating to the project.
The Commissian informed that if any-aspect had
been eliminated from the report which they felt
should be included, i.t wou.ld be required from the
consultant before the EiL vas-forwarded to the City
C:ounci l.o They. .were also informed that the comments
of the reviewing agencies, and also -the comments. of the
C- ommission and the public would- be added .to the EIR
to form th;e Final EIR .which would be considered by
the Co:unci l e
The Public Hearing w.as opened and Mr. Walter
Kieckhefer addressed the Commission; stating that
• . he felt the EIR had been very thoroughly accom-
plished. He stated that he ha.d not been aware of

Comm, Hi'lligos:s questioned the reference.to a river-
front park Del Davis replied that it was listed as
an. alternative since at the time. the report was
written the EDP designation was "park" and the staff
later recommended to the Commission a designation of
"urban reside'.ntial ".wit:h public..access to the river.
Mr. Gray informed the Commission that there.shouId
not be -a barrier to the public who wish to walk `along
the riv:e and _that an solution would
be to al l ow - the ri ght of .-publ-i c . access for a trail
along the ri -ver at the time of site design.r.eview.
Mr. Boeh.lde added that u the of the
Subdivision Oedinance..a dedicated park could still
be required�at the time of s ubdivision, if the
Commission so determined.
C;omme Hilligoss questioned the reference to a recycling
center and Mr. Davis replied that materials.such as
paper, me't'al.,- and glass could be stored on the site and
later .dis- posed .of, .,and._that compactors - ,could be pro -
v=ded to eliminate some the volume of waste
material
A discussion followed regarding the volume of the
general contents of an E'IR and degree of technical

Comm.. Popp made,a motion t recommend to the-City
Council the: certi fi cati.on .of the EIR for-the Walter
Kie ckhefer - condominium project and Comm. Waters
seconded the motion.

BRIEFING -BY The Commission had.requested that the City Attorney
CITY ATTORNEY: brief the . - with regard to rental a.nd ownershi type
manag,.e;ment documents relating to Pl Unit Districts
Mr. Matt. Hudson, the City Attorney, therefore furnished
each of the Commissioners.present with a copy of a
memo andu'.m he relating to condominiums
also read' the document. He also furnishe.d a copy of
California Civil Code 783 defining "Condominiums" and
Civil Code 1355 relating to condominiums.
A short discussion followed, Mr. Hudson concluded by
informing the - Commission that he had requested further
information relative.to.the new concept of making the.
City an equal party to the equitable.servitu,des or
covenants.contained in -the declaration of restrictions
and bylaws, and would keep them advised.
