Gray, Associate Planner CORRESPONDENCE: The Planninq Commission had been provided with a brochure announcing a course for Planning Directors given by the University of California, Berkeley, on Jund 1-2, 1973 in San Francisco. Mr. McG.ivern informed the Commission that anyone interested in attending should contact him and that it 'would be a very worthwh.i.le BUSINESS: An introduction and explanation of the Environmental Impact Procedures was gi ven by Mr. Gray with the utiliza- tion of a flow chart. The request was made that the Director of Community Development be authorized to set the required Public Hearings, would be required under these new procedures to preclude a two week delay in bring- ing these matters before the Commission. Comm. Hood made the.motion that the Planning Commission authorize the Director of Community Development to set the Public Hear- ings that would be required, under the new Environmental Impact Procedures, and Comm. Bond seconded the motion. AYES 5 NOES . 0 ABSENT 2 ENVIRONMENTAL 1. Lieb & Quaresmals proposed Peta,luma East Medical IMPACT Center at 15180 East Washington Street: QUESTIONNAIRE , EVALUATIONS: The Environmental Impact Questionnaire was reviewed and the recommendations of the Director of Community Development were presented to the Commission, Includ- ing supporting document ' ation. Upon the'concldsion of the hearing,'based on the.information presented, the Planning Commission found and determined that the subject project will not have a.significant effect, upon the environment and should therefore receive a Negative Declaration, .Comm. Balsh-aw therefore.made a motion.directing the D , irectok of Community Development to prepare and post a Negative Declaration reflecting the Commis- sioils decision. The motion was seconded by Comm. Upon the conclusion of the hearing,, based on: the information presented, the Planning Commission found and determined that th6 zubject project will not have a significant ` of -feet upon the environment and should therefore receive .a Negative Declaration. Comm. Hood -therefore made a motion directing the Director of Community Development to prepare and post.a Negative Dec1'aration reflecting the Commis- sion's decision. The motion was seconded by Comm. Waters. AYES 6 NOES` '0 ABSENT 1 'During the course of the above evaluations, discus - s_on ensued regarding the necessity of bringing projects with no apparent significant environmental effects before the Planning,Commission. The Commis - sion expressed their desire that any projects which the Director of Community Development determines cannot, with certainty, have a significant effect on the environment would not be required to be presented to the Planning Commission for evaluation. 5. Casterhomeporation °,s proposed Petaluma Estates •Park, Phase II, to be located on the westerly side of North McDowell Blvd. south of Corona Road: The Environmental Impact Questionnaire was reviewed 'And the recommendations of the Director of Community Development, inc`l.ud "nq supporting.documentat on, were presented to the Commission. Comm. Daly questioned why the staff felt there was a potential impact on the environment and was informed it was due to po:ssib.le °additional school children, traff'i.c acceleration, flood control.problems, and also access into the property.. Commm. .Daly' asked for comments of the CommissioneYs,who served on the Res,ident'ial Development Evaluation Board and Comm. Popp 'replied.that the n rrow County road had been considered a real detriment. Young's proposed,Youngstowne Adult Mobile- home Park in the area of No. McD6aell Blvd. and Highway 101- The Environmental Impact Questionnaire was reviewed and the recommendations of the Director of Community Development, including supporting documentation, were presented to the Commissi-on. Comm. Balshaw felt that the potential noise problem should be considered as: the area was adjacent to the freeway . upon conclusion of the hearing, based on the informa- tion presented, the Planning Commission found and determined that the subject project will have a I significant effect upon the environment and that an Environmental Impact Report will be required. Comm. Balshaw made the motion that the Commission request the applicant to prepare an Environmental Impact Report and Comm. Waters seconded the motion. AYES 6 NOES 0 ABSENT 0 Discussion fol,.Iwpd regarding the possibility of requir- ing only one ETR for the two above mobilehome projects to alleviate the cost to the developers. Mr. Young addressed the Commission and informed them he preferred to have a, separate EIR prepared for his proposal. OTHER BUSINESS: The staff requested that the Planning Commission set a Public He,'arinq for the consideration of application by Qantas Development Corporation for a P.U.D. District located.between McKenzie Ave. & McGregor Ave.. adjacent to the Washington Creek.. The Planning Commission deter- mined to set Public Hearing for May 22, 1973, -5- .4 1 Petaluma City Planning Commission Minutes, May 8, 1973 Comm. Hood informed the Commiss I ion that a matter that had been discus,sed previous Y, the parking of trailers at the end of Lindberg Lane, still existed. Pavinq had also been done in the area and ,a fence constructed and at the present time there are 3 mo4lle homes and a camper on the parcel, indic it may be a commercial 1 operation. The Director of.Community Development stated he'would.look into the matter. Comm. Waters stated that in 'an effort to beautify the entrance areas ,into town he felt something should be done about the present condition of the Richfield 1 service station area at Baywood Drive and Lakeville Highway*. Mr.,-McGivern replied that the contract. had been let for the'Baywood Drive extension and some of the problem could be alleviated by policing, Comm. Waters informed the Commission that the road extending between Casa Grande Road and Lakeville Highway was in poor condition and wished to know what action t i improved.
