Frank B.'Gray, Associate Planner APPROVAL OF MINUTES: The minutes of May 1, 1973 were approved as submitted. BUSINESS ": After .a brief summary 'by the staff, the Planning Commission determined' to set the following Public Hear -rig's for May 29, 1973 1. Rezoning request of Willam-McCoy, et al from R -1- 6,5.00 to P.U.D., fcr'3 parcels located be- tween Hinman St. and Fair St. 2.. County of Sonoma application for a Use Permit to allow the public use of administrative offices of the Sonoma County Mental Health Services Department at 3`20 -322 Upham St. in a R -C District. 3. SONOMA COUNTY Mr. McG'ivern explained to the Commission that WATER AGENCY this Public Hewing had been set to consider the RESOLUTION Resolution of the Board of Directors of the ��. CONS,IDEAATION':. 'Sonoma County Water Agency regarding the domestic water supply needs of the City of Petaluma based on 1 �. PETALUMA CITY PLANNING COMMIS MAY 15 , 1973 ' the proposed expansion of'the water system and the City's population projections and growth control policies. He then introduced Mr. David A. Young, the City Engineer, to give an oral.presentation on the proposed project, Mr. Young gave a brief history of Petaluma's past water supply and why it was felt that an additional source from the Russian River was needed to fill Petaluma's- needs.. He added this would be a joint project with the North Marin Water District. Mr. Young advised the Commission that a proposal for a "best fit" project consisting of 9.8 million gallons per day versus the present alloted 4 million gallons per day had been submitted by the Sonoma County Water Agency. Mr. John Kunselman, Sonoma County Water Agency, took the floor and furnished the Commission with maps, and charts to illustrate the project known as "The Russian River Water Plan." He gave a brief background of Sonoma County's past water supply needs, the reason for the current project, and areas to be covered, Mr. Kunselman explained that the usage of vaater had increased considerably and the present system is being used at overdesign { capacity to meet the needs, which are being taxed III by a 10% increase in growth annually. The com- pletion of this project would allow for controlled growth in the water service area of Petaluma. In response to a question from the Commission, Mr. Kunselman explained that Cotati gets its water supply from the aqueduct and Rohnert Park receives about 20% of its supply from the aqueduct and the rest from local ground supply. Mr® Young again addressed the Commission and ad- vised them that the aqueduct is now strained beyond capacity. Completion of the proposed pro - jeca would be in the Fall of 1 and it might be necessary to initiate water rationing before that time due to increasing population. Mr. Young then explained how the project tied in with Petaluma's growth control policies. The plan would serve up to 5,5,000 persons optimum growth and also Petaluma's industrial needs® i At a rate of 500 resident -lal unit allocations a year with 2,000 people per year, this project would hold Petaluma up to the year 1984. If the controlled growth rate is not maintained the project would not last twelve years, as it is geared to the con- trolled growth policy. Mr. Young added that presently Rohnert Park and Cotati are not contract- ing members of the aqueduct but under the new -2- 5 'e5l PETALUMA CITY PLANNING COMMISSION, MAY 15, 19,73 { proposal it would be required that they become prime contracting parties. The Public Hearing was o:peried. No comments or questions were raised from the audience and the Public Hearing was closed. Comm. Waters made the motion to approve the allotment of 9.8 million, gall -ons.per day from the Sonoma County Water Agency and determine that the said allotment is in accord with Petaluma's j ' ro ected population i p j unt'i .1984 as indicated in the General Plan,, the Environmental Design Plan and the Growth Control Policy. Comm. Balshaw seconded the motion. AYES 5 NOES 0 ABSENT 2 MODIFICATIONS TO Continuation of Public Hearing to consider THE MASTER PLAN OF modifications to the Master Plan of Zoning to ZONING:'' `bring it into consistency with Zoning Ordinance No. 1072 N.C.S.: 1 Area No. 7 : Comm,. Balshaw made the motion to change the designation of this location on "D" St, and El Rose from R -M- 1,500 to 'R -PSI -G and Comm. Waters seconded the motion. AYES 5 NOES 0 ABSENT 2 Area No. 9 : Comm Daly made the motion to change the desig- nation of this location on Western Avenue from R -M -1,500 to R -M -G and Comm., Hood seconded the motion. AYES 5 NOES 0 ABSENT 2 Area No._10 Comm. Waters made the motion to change the designation of this location between Howard and Kentucky Streets from R -M -1,500 to R -M =G and Comm. Balshaw seconded the motion. AYES 5 NOES 0 ABSENT 2 Areas No.s; 1 &,27A Staff advised the Commission that individual prop- erty owners had requested these areas to be put into a "S" Study District as, they had plans for the property and it was the opinion of the staff they should be allowed to justify their.,proposed uses. It was confirmed that, owners would have 60 days to come in with a plan after territory is classified in an "S" District and that no longer than 8 months could elapse between the effective date of the classification and the.Planning Commission's report to the City Council, recommending precise zoning for all the territory classified in the -3- PETALUMA CITY PLANNING COMMISSION, MAY 15, 1:973 "V! Balshaw made the motion to change the designation of this location between "B" Street i and 5th Street from P -M to C-0-and Comm. Daly seconded the motion. AYE'S 5 NOES 0 ABSENT 2 Area No._ 21 : Comm. Daly made the motion to change the designation -of this location on Kentucky St. from P -M to C -0 and Comm. Hood seconded the motion. AYES 5 NOES 0 ABSENT 2 Area No:! 24 : Comm. Waters made the motion to change the designation of this: location on "B" Street from :! P -M to C -0 and Comm. Balshaw seconded the motion. AYES 5 NOES 0 ABSENT' 2 The Public Hearing was closed. SONOMA COUNTY The Sonoma County Planning Department referred the REF.E°RRALi: application of James F. Sullivan, Jr. requesting ! rezoning of 10...54 acres from "A" " and C -2 to "RR" and "C -2" to allow a.one -acre lot split off. j of a legal non - conforming parcel at 1352 Bodega ! Avenue, It was explained by the staff that there are 12 existing dwelling units in the three 4.- plexes which exceeds the "A" District density limitations. Thei lot split was denied and a variance was denied, but the Board of Supervisors suggested the applicant apply for rezoning of the "A" D.is- tract area to remove the non - conforming status. A brief discussion followed. in it was determined that'the rezoning request would tend to further urbanize the area and the request was not in conformity with the E.D.P. Comm.
