Gray, Senior Planner .APPROVAL. OF 'MINUTES': The minutes of September 5, 1973 were _ approved as submitted'. CORRESPONDENCE: Members of the Commission were informed that the-City Council had approved funds for members ` of the Commission to attend "The New Environ- mental Impact Report Requ irements" seminar on November 17, 1973 in San !Rafael. i The Commission was also advised that the ,p Statewide LAFCO Annual Conference begins September 19, 1973 in Santa Rosa. Two copies of the program are available for any- one wishing to attend. The theme of the conference is "Directing Growth." The staff report was read stating recommended conditions of approval which had been concurred with by the Site Design Review Committee. Lyle Hood,, representing the applicant, stated that on the - revised plan pyracantha were indicated, and this - screen planting treatment had been agreeable to the Site Design Review Committee, He added that the precise floor elevation had not yet been determined; how- ever, if it were'be.1ow the 33,5' feet above mean sea level., Mr. Oberg was agreeable to signing a letter,re'lieving the City of all responsibility if flooding occurred. Comm. Waters made the motion to concur with the conditions of approval of the Site Design Review Committee and Comm. Balshaw seconded the motion. KLEBE - The site - layout for the proposal to place ENVIRONMENTAL IMPACT 4 small singie-- t,amily units on a •s4te QUESTIONNAIRE. together with an existing single- family EVALUATION: dwelling and a duplex at 32A, 328 - .330. Vallejo Street "was presented to the Commission. The portion of the staff report relating to the 'EI,Q ways then read. Bob Davis, representing the applicant., in- 'formed, the Commission an attempt W made to negotiate with the adjacent property owner for an easement to allow the required 20 -foot driveway. Mr Gray,clarifi'ed that the zoning ordinance only required 12 -foot driveway, but because of the number of dwelling units being served. off a single driveway, the Eire Chief had stated a 20 -foot driveway would be desired.. A long discussion followed ,regarding -the :zoning designatilon of "R` -C, the General :Plan designation of "`Central Urban Use," and: their conformance with the EDP designation of "'Urban Low Density Use." The density :factor was also discussed, and Mt. Gray remarked that allowing a higher density such.as this development could relieve the, deterioration of the area. Chairman Popp felt 'that, property owners in. the. area might object to a higher density development and .should .be . allowed to voice their opinions. Mr. Davis addressed the Commissiort'and stated they had been trying to find a workable way to develop this site, and their design had been prompted by what.they believed the Commission wanted in this area, He added they were only trying to reflect what the General Plan and the Zoning Ordinance show. The question of the advisability of a, possible, change in.the EDP arose and ii was felt that a decision on this project should not be ;made until after the EDP revisions we're considered. Comm. BalshAw suggested consideration of this site fir -t during the study session of'the EDP on September 25, 19`°7 3. Comm,. Balshaw seconded the motion. AYES 6 NOES 0 ABSENT 1 -3- AYES 5 NOES 0 RESENT 2 LIEB & QUARESMA - A Public Hearing had been set to consider ENVIRONMENTAL IMPACT the EIQ aubmitted in.c®h 'J•nctlon with a QUESTIONNAIRE rezoning request by the applicant from EVALUATION: R- 1= 6,50.0 to C -0 for approximately 13 acres located on the northeast corner of East. I Washington Street and Ely Boulevard South. Comma ' Balshaw remarked that this item should ! „ also be tabled inasmuch as the EDP called for "Planned Residential Use," and as in the last agency item, he felt this area should be considered at the EDP study session -before action was taken en .the proec.tm The Public Hearing was" 'opened and Dick Lieb, Li.eb & Quaresma, addres sed the Commission and i spoke regarding the background of the pro- posed development. He-stated that he felt ,, if the Commission wfould=reView the specific plans for the professional park they would M see its merits in the form of low density use for the area in compari on to what a residential ' usage could bring® Mr. Lfeb added the project was a lows intense type of use pro - vidisg` needed office space with an ample amount of open space, and, would be a :long i term project as the offices were needed® Mr. Larry Jonas addressed the Commission staring that he did not agree that more office space was needed,, which was evidenced by the .long 'team advertisement of "space available" mailable° at the end of Baywrood Drive. He also stated that Qantas De- Velopmen:t's, plan fog development behind the Washington Square Shopping Center included office space and there was also space available in the Shop - ping, ,Center itself,, Comm. Waters made the motion to continue the Public Hearing until October 2, 1973 and to discuss this project during the EDP study session on September 25, 1973® Comm. Balshaw seconded the motion. Gray made the following report to the Commission.regar'ding action they had re- quested, 1, A letter had'been written to Mr. Victor Nagel � reforming him. to cease use ' of the property, at 1250 Lindberg Larne for trailer-storage to come in for site design and proper permits,. 2. A memo had.been written to the City Attorney regarding the: applicability Of Section 27 -800 of the 'Zoning Ordinance and of a possible change to this section® 3. A ;memo had been written to the City Attorney regarding the requiring of underground.utilities inclusion in the Zoning Or dinance, Comm. Hood asked if the 5- gallon minimum size plants, required for site design would • also apply to residential a nd was told it would not apply to s - family usage but would be a to multi- dwel'lings Mr. Lieb st ated he.felt it was unfair -to say that every plant should be 5- gallon as they don ®t . all come that way and the overall design of'the landscaping should be considered. Mro:Gray stated he felt the proper require- ment wou!ld.be calling for 5- gallon plants except where the developer could show the Planning Commission it was impractical, and , the. Commi ssion agreed to this wordage. Comm. Hood informed the Commission that the City of Cotati is using local architects on a'no pay basis for reviiewing landscape plans, and,he thought the architects in Sonoma County would be willing to cooperate if the City would desire to use this procedure also. Comm. Hood ;'remarked that he h been - approached recently with the question of• residential usage in a.0 - a rea, and he wondered i f the council had 'considered malting it easier for "4- Petaluma.
