Gray, Senior Planner ANNUAL ELECTION Comm,. Waters nominated Comm. Bond for Chairman OF OFFICERS,.: and Comm. Hilligoss for V.ice-Chairman. The motion was seconded by Comm. Mattei. Comm. Matted then made the motion to close the nominations and Comm., Waters seconded the motion. Since only one nomination for each office was made, Chairman Popp announced that Comm. Bond was the new Chairman irman and Comm. qi,lligos the Vice-Chairman. He t hen relinquished the Chairman seat to Comm. Bond. ChairmanBond expressed regret over the resignation of Comm. Hood, which will become effective upon , the selection of a replacement by the City Council. He then added that he felt the Minutes should reflect appreci.ation,for the 'service Comm. Hood I has rendered on the Commission, both in time and. the ,sacs ificial element of.service, and suggested it be put.in the form of a�-mbtion® Comm. Waters. stated he wished to make the motion as Chairman Bond had worded it and Comm. Rose Incg.werson - Request for a variance to accomplish a large scale lot line adjustment which would res in an area of 1.7 and 1. 2 acres for' the'two' at 1701 Spring Hill Road in a County Unclassified- Interim Study District: crz Petaluma City Planning Commission Minutes October 16,,' 1973 The staff report was read and Mr. Gray ex- plained that the County Interim Study ordinance requires a minimum area of 1.5 acres. This 1 proposal would result in both parcels having close to the 1.5 acre minimum, which would be an improvement for the one existing parcel of .5 acres. Comm- Mattei made the motion to direct the staff to forward a letter to the i County indicating no opposition to the re- quested variance if the septic tank systems are acceptable to and approved by the County Public Health Department. The motion was seconded by . Comm . Popp . AYES 5 NOES 0 ABSENT 2 APPROVAL OF MINUTES: The minutes of October 2, 1973 were approved as submitted. ROBERT MILLER i - Mr. Gray explained that the previous approved Use USE PERMIT U9 -73: Permit for the recreational vehicle center at j • 960 Lakeville Street did not specifically include work pertaining to repair and rebuilding of recreational vehicles since the repair shop operation was.considered to be a permitted use incidental to and on the same site with an in- dustrial use; however., the new ordinance lists this usage as a separate conditional use category. Mr. Gray stated this matter had been called to the department's attention by a local citizen and Mr. Miller had therefore submitted an appli- cation for an amendment to his Use Permit. Mr. Gray then read the staff's evaluation and recommendation.. The Public Hearing was opened and the applicant called upon for comments. Mr. Robert E. Miller took the floor and informed the Commission that the operation on the site :at this time was the operation he had in mind at the time of the original presentation of the site plans and application for a Use Permit. Mr. Victor Nagel asked if granting this Use Permit would include the repair of automobiles and a retail trailer supply store. He also asked what provisions would be made to prevent the tie up of traffic on Lakeville by trailers backing up in the main street and trucks backing in to make deliveries, as there was no turn - around room on the site. Mr. Gray replied that this Use Permit would not include the repair of.automobiles, as it was for -3- Petaluma C October 16:, ty Planning Commission Minutes 1973 the specific repair of recreational vehicles. He added than retail sales are allowed only as incidental to repair work and.that incidental retail sales that might occur are permitted. Mr. Gray also felt that there was adequate room on the site for a '20 -foot truck to turn around. Mr. Nagel still voiced objection stating there was not sufficient room for turn - around on the site and,that all trucks he had,seen had backed in. He also informed the Commission that the site had been zoned for storage and boat repair and nothing was said about big trailers. Mr. Nagel felt that if other commercial businesses are required to do blacktopping, this site should be treated in the same manner. Mr. Miller was asked for clarification and he replied that his property is 100 feet wide with a roadway down the center 45 feet wide and that large trucks could turn around. He added that when the fill had been delivered a truck with two trailers on it had made a complete turn around within the property itself. He also felt that there would not be as many deliveries for this usage as compared to a light commercial use. Mr. Gray showed the members of the Commission the approved site plans. Gerald Stuart asked what the definition of recreational vehicles was and if a Winnebago would be considered as such.. Mr. Gray replied that a recreational vehicle is one primarily used for camping type activities, and that a Winnebago would be considered as such. The Public Hearing was closed. Comm. Popp stated he felt the additional use would not change the atmosphere of the property and he therefore made the motion to accept the recommendation of the staff to amend the original Use Permit to include all work pertaining to the repair and rebuilding of recreation vehicles. Comm. Waters seconded the motion. AYES 5 NOES 0 ABSENT 2 The Commission and applicant were informed that this Use Permit would b'e subject to annual review to allow them to.determine if it conformed to t the Zoning Ordinance. -4- Petaluma City Planning October 161,, 1973 1 1 SITE DESIGN REVIEW COMMITTEE REPORTS: Commission Minutes 1. Marvin L. Klebe Proposal for 4 small single - family units to be placed on a site together with an existing single- family dwelling and a duplex at 324, and 328 -330 Vallejo St.: The recommendations for approval of the Site Design Review Committee were read. Mr. Bob Davis, representing Marvin Klebe, took the floor. He informed the Commission that Mr. Klebe had not been successful on negotiations with the adjoining property owner regarding easement rights to create a 20 foot wide driveway access. Continued efforts would be made to obtain this ease- ment, but if unsuccessful they would move one of the units to accommodate the 20 foot wide driveway. A discussion'foll.owed regarding possibly tabling the site design action until after the driveway problem was resolved, or approving it with the condition that the 20 foot driveway would be adhered to with the possi- bility of it coming back.;for review to either the Site Design Review Committee or the Planning Commission. The Commission did not have any comments other than with regard to the driveway, and Mr. Davis stated that the other conditions of approval were agreeable to the developer. Comm. Hilligoss.made the motion to accept the five recommendations for approval of the Site Design Review Committee with the added condition that this site design would be referred back to the Site Design Review Committee if the resolution of the problem of the driveway involved moving of the structures. The motion was seconded by Comm. Waters AYES 5 NOES 0 ABSENT •2 2. Lieb & Quaresma Site design proposal for two office buildings to be constructed at 1 Bodega Avenue in a C -0 District, and a request for a variance'to allow a reduction in required front yard setback from 20 feet to 5 feet and a reduction in required gear yard from 25 feet to 6 feet: The staff explained the unusual shape of the lot and why a variance was requested. In -5- Petaluma City Planning October 16;1 1973 : • 1 Commission Minutes response to a query from the Commission, Mr. Gray also advised that there was a residential house on the adjacent site, however, there is a 4 -5 foot rise in the bank to this property. Mr. Lieb informed the Commission that the only comment he,h°ad was that the soils report be made a requirement before the building permit could be issued rather than before the granting of the variance.' Mr, Gray informed the Commission it was the viewpoint of the -staff that the variance should only be acti- vated upon an,adequate soils report, but felt it could be controlled at the building permit stage, Comm. Popp made the motion to approve the variance as the findings necessary to the granting of a variance had been met, and Comm. Mattei seconded the motion. AYES' 5 NOES 0 ABSENT The recommended conditions of approval-of the Site Design Review Committee were read. Mr. Gray added that Mr. Lieb's 'landscape architect, Sid Lewin, had offered to re- draft the City's street tree planting list. Mr. Lieb verified this and also commented that he did not feel a firm 5- gallon plant re- quikement was proper, as on small projects like the one he was proposing, they would not:be of the proper scale. He felt that the individual design was important and explained to the-Commission the area in which he pro - posed to put in 1 gallon plants, increasing the density of the plants rather than putting in 5- gallon size. Comm. Popp made the motion to approve the site design with the five recommended condi- tions for approval of the Site Design Review Committee and the additional requirement that no building permit'sha'll be issued until a soils report satisfactory to the City Engineer as to the location of the building is sub- mitted and approved. The motion was seconded by Comm. Mattei:. A short discussion followed.after which. Comm. Waters made the motion.to approve the Final. Map for Cambridge Square 43. The 'motion was seconded by Comm. Popp. F AYES 5 NOES 0 ABSENT 2 HAROLD WOJCIECHOWSKI - 'Mr. Gray explained to the Commission that the ENVIRONMENTAL IMPACT EIQ regarding the proposed.preaoning request of QUESTIONNAIRE Harold Wojciechowski from County "A" to PUD EVALUATION: and R 7--1 -6,500 for property.located at 831 Madison !Street and adjacent parcels had been sent to various agencies for evaluation and no negative comments had been - received,, He further explained that this proposed annexation would constitute inf.11ing of unincorporated area. Comm. Waters referred to the Sonoma County Water Agency :comments regarding Washington Creek im- provements and alignment, and Mr. Gray stated this aspect would be closely monitored by the City Engineer and the Water Agency at the time of development proposal submittal. The Public Hearing was opened. Mr. Harold Wojciechowski addressed the Commission, stating there was no erosion of the bank on this property and talked briefly regarding the property proposed for annexation. Further discussion followed regarding the Water Agency observations and it was reiterated that according to Water Agency comments;, this, problem could :be sufficiently controlled a't th'e time, of ! development. ..,The Public Hearing was closed. Comm. Mattei made a.motion directing; the Acting Direcor, of Community Development to prepare and post a, Negative Declaration reflecting the Commis- sions decision and the 'motion wa;s: seconded by Comm. Waters. Mr. Gray asked the Commission to" review the GENERAL PLAN, EDP, & residential designations regarding the General MASTER PLAN' OF Plan and the EDP, which were. on the first page of ZONING: the October - .1973 staff report, before the next meeting of the Commission. He explained that the proposed changes were to make the General Plan and EDP consistent with each'other and to ref le, precisely the expected and existing land use and zoning. The Public Hearing was opened.. The following areas 'listed on the staff reports were reviewed by the Commission and the recommenda- tions of the staff were concurred with: General Plan Areas EDP Areas 1 21 thru 31 3 4 5 6 7 8 9 10 12 13 I 14 15 17 Discussion occurred regarding other areas as follows: ., Area #2 : Comm. Mattei questioned the seismic safety aspect and,Mr. Gray informed the Commission that if action were taken at this time to change the General Plan site to indicate `hospital facilities, it might have to be changed again during the next year. Some members,of the C6mmis did not approve of the urban high density designation since there is al- ,ready a great deal of high density to the north of this area. It was determined to leave this area as "Transitional." The audience was asked for comments on each of the' Above' areas.
