APPROVAL OF MINUTES: Minutes of January 15, 1980 were approved
as corrected.. Page 1, John Kosewic, Variance,

were!approved as corrected. Page 1, Roll Call, add: Comm. Head indicated
he owned property within the flood plain and his absence was due to a
conflict of interest in the Floodway & Flood Plain Management Regulations.
DIRECTOR'S REPORT,: The City Council adopted. the Floodway and
Flood Plain Management Regulations. Two of
the recommendations by the Commission were'set aside for a 60 day study
period (1). definition of "variance" and .(2) wording of mobile homes within
flood,.plain areas.

1. Peculiar and'unusual conditions inherent in the.p:roperty in question

2. The parking shortage is not created by the property, but by a proposed
overdevelopment of the,s'ite.
3. Such a variance is not necessary for the preservation and enjoyment of
substantial property.r,ights possessed by other properties in the vicinity,
and if granted would constitute a special privilege of the recipient not
enjoyed by his .neighbors.
4. Such a variance could be of substantial detriment, to the surrounding
public and private properties because of the overcrowding parking problems
it could 'create. If granted, a 'variance could create an undesirable
precedent.
