Approval of Agenda for Regular City Council/PCDSA Meeting of Monday, March 16, 2020. - Approved as submitted. Vote: 7/0 3. CONSENT CALENDAR A. Resolution 2020-032 N.C.S. Accepting Claims and Bills for January 2020. (Garberolio) Vote: 7/0 B. Resolution 2020-033 N.C.S. Declaring Weeds Growing Upon Parcels of Public and Private Property, Referred to and Described in this Resolution, Constitute and are a Public Nuisance Requiring Abatement, and Setting Public Hearings at Which Objections May Be Heard. (Thompson/Power) Vote: 7/0 C. Resolution 2020-034 N.C.S. Authorizing the Submission of an Application for the Low Carbon Transit Operations Program and the Execution of the Certifications and Assurances and Authorized Agent Forms for the following project: Purchase One Replacement Zero -Emission Bus. (Hall) Vote: 7/0 D. Resolution Authorizing the Purchase of Two Replacement Paratransit Vehicles and Authorizing the City Manager to Execute all Necessary Documentation to Complete the Purchase. City Council Appointment to the Technical Advisory Committee for the City's Development of Thresholds to Transition to Vehicle Miles Traveled Consistent with Senate Bill 743. (Ervin/Hines) - Vice Mayor Fischer was appointed. B. Presentation of a 5-year Master Plan for Information Technology Programs and Infrastructure. (Alverde/Williamson) 5. PUBLIC HEARINGS A. Introduction (First Reading) of Ordinance 2723 N.C.S. to Ban the Sale and Use of Consumer Fireworks. (Thompson/Power/Cochran) - As amended to add the following language to the end of Section 4 of the ordinance: "and because the activity consists of action taken by a regulatory agency as authorized by state or local ordinance to assure the maintenance, restoration, enhancement or protection of the environment in accordance with Section 15308 of the CEQA Guidelines where, as in this case, the regulatory process involves procedures for protection of the environment from the fire risk associated with use of fireworks in the City."
