DIRECTOR'S REPORT: The City Council -has directed the staff to come
-back wi_th..a method which multi - family and
moderate . income projects could be considered without modifications to the allot-
ment system or by us,e of some other method. - Staff is considering the allotment
board's "recommendations in its report..
At the request of staff, the Commission directed staff to set an item on the
agenda for the next meeting for review of street standards for hard -to- develop
parcels
Recreation Department Director, Jim Raymond,.presented the proposals for the
Lucchesi Park development. Projected total cost of this project is approximately
$'6:3 million. The project will include a Senior Citizen's facility, Sports
Center, Community Center and Performing Arts Center, 52 acre lagoon with boat
launching f °acility, and additional athletic fields. Projected completion date for
the projlect (is the year 2000.
ANDRESEN `S TAVERN - HISTORIC BUILDING SIGN
Motioned.by Comm. Popp:; seconded by Comm. Hoffman to approve sign to be located
on a historically designated building located at 19 Western Avenue and to commend
the applicant on repainting' the exterior of :the build'ing.

revenue from water, sewer and transit.services; and the determination of man
hours necessitated for parks and street maintenance purposes.

Public Hearing was opened and closed. A, motion was made by Comm. Tencer to
direct the Planning Director to post a Negative Declaration based on the following
staff findings:
1. Proposed E.D.P. Land Use Map Amendment would provide for a maximum of 22
residential lots over what could be accommodated under the existing suburban
low1;density residential designation. This,number•is minor compared to the
existing number of residential lots in the subject area which is approximately
325; therefore, no adverse environmental .impacts on traffic, sewer, drainage
or water should result.
Z. Environmental review will have to be made for all new individual projects in
thesubject area at which time special environmental review consideration
could be made..
Motion seconded by Comm. Popp.

the danger, of losing. flood insurance coverage. At this time- the staff is drafting
regulations that will achieve .the aims required by - the Federal Flood Fnsura -nce to
protect areas, within floodway .and °floodplain land The sta -ff feel -s it is ..necessary �
for such a moratorium to protect the public health,, safety and welfare . Mr .
Freit,as :went on 'to explain that projects that :have already receiv:al approval., may
