CONSENT CALENDAR
By consensus of the .Planning Commission the request by the Santa Rosa Junior College
for a proposed temporary classroom to be located at the Sonoma- Marin. Fairgrounds
Was removed from the Consent Ca- lendar and placed after the 4th item on this agenda,
the temporary classroom complex, Sonoma -Marin Fairgrounds.
DUPLEX 326 ENGLISH STREET - HAROLD' NELSON E.I.Q. ,EVALUATION
The Planning Commission directed' the Community Development Director to issue a
Negative Declaration for a duplex development to be located at 326 English Street
based on.the findings of staff. Motion made by Comm. Hoffman; seconded by-Comm.

Res. 5.5.90 approving the above project, subject to the conditions recommended by
staff with the following modification. Motion made by Comm. Hoffman; seconded by
Comm. Popp.
Condition 1 reworded to read: Street trees shall be planted adjacent to -English
Street in accordance with the specifications of Planning Director. All trees shall
be a minimum of fifteen gallons in size, and all shrubs not used as ground cover
shall be at least five gallons,. On -site landscaping shall be served by an automatic
irrigation system. Additional curbed landscape.areas shall be developed along the
northern,sides of the " garage ", the proposed single - family dwelling, and
the proposed two bedroom duplex.

DIRECTOR'S REPORT LUCCHESI PARK - The architectural firm of Delong
and Howell will present the Lucchesi Park Master
Plan Model and Final Report at a special meeting of the Recreation Commission on
June 27, 1,979 at 4:00 p.m. at City Hall.
TRAFFIC SIGNAL PROJECTS - A preliminary cost
estimate regarding traffic mitigation measures
from the -City Engineer was given to Commission for review, to be discussed by
the Commission at a later date.
COMMISSIONERS REPORTS Comm. Waite reported the Parks & Recreation
Commission is reviewing a proposed General Plan
and EDP land use change • regarding a park site for a proposed subdivision in the
Burlington /Madison Street area.

The - Planning Commission directed the Community Development Di- rector to issue a
Negative Declaration for an addition to the existing Argus- Courtier Building located

impacts.would result from this addition. Motion made by Comm. Waite;; seconded by
Comm. Hoffman. Public Hearing was opened and closed.

The Planning Commission directed the Community Development Director to issue a
Negative, fora temporary'classroom complex for the Santa Rosa Junior
College on the site of the Sonoma -Marie Fairgrounds, based on the following findings.
Motion made -by Comm. Waite; seconded by Comm. Popp.
1. Adequate on -site parking will be required as a condition of Use Permit and
Site Design 'approval.
2. The noise and light disturbance generated by the facility will be mitigated
through a condition of Use Permit and Site'Design•approval.
3. A 6 ft. high fence shall be installed as shown on Alternative "A" with
final design to approval of the Community Development Director.

USE-PERMIT REQUEST
Res. U9 -79 approving .a Use Permit application to develop a four building educa-
tional complex consisting of six classrooms and an administrative office for the
Santa Rosa Junior College at the Sonoma-Mar-in Fairgrounds, subject - to the findings
and conditions recommended by staff. Motion made by Comm. Waite; seconded by Comm.
Popp.
Findings
l The proposed use,, subject to. attached conditions, conforms. to the require -.
ments and the intent of the Zoning Ordinance and the Petaluma General and
Environmental Design plans, and such use will not constitute a tuisance or
be detrimental to the public welfare of the community.
2. Additional educational opportunities will be provided for the community.
Conditions
1. The project shall receive Architectural and Site Design approval prior to
installation of the building facilities.. A11 conditions of Site Design
approval shall become conditions of the Use Permit.
2. A 64' stall off - street parking lot shall be -provided within the project
site.
3. The proposed parking lot shall be relocated so as to be. accessible only by
the main Fairgrounds Drive instead of via Payran Street. The, proposed
plot plan shall be adjusted accordingly.
4. A 6' high fence shall be installed and maintained between Payran Street
and the proposed facility to prevent direct pedestrian access from Payran
Street in accordance with the approved mitigation measures.
